The article clarifies the main components of state information security. It has been established that the interestsof any country depend to a large extent on the preservation of information security. Create a well-developedand secure information environment - an indispensable task for public and state development. The world hasundergone qualitative changes in recent management processes due to the intensive implementation of moderninformation technologies. At the same time, unauthorized interference with the workflow of any informationsystem becomes more likely, and the significance of the consequences of this danger has increased significantly.As a result, many countries are paying more attention to the problem of information protection and the search forappropriate solutions. It was discovered that the phenomenon of "information security" involves the high-qualityinforming of people and free access to various information bases, but there should also be control actions fornon-dissemination of classified information, maintenance of the society in a state of integrity, protection againstany negative informational influence, etc. Solving this complex problem issue will enable both the protection ofpublic and state interests, as well as the promotion of the rights of the citizen to comprehensive and high-qualityinformation. It has been proved that the study of issues of state information security makes it possible to say thatinformation security is based on the information organization of the country. This organization should provide aguarantee of informational security of the state and its subjects during the globalization processes and increasingthe threat posed by international terrorism. Unfortunately, Ukraine has a lot of factors that hinder the creationof such an information organization; the role of non-coordination of the work of state authorities in providinginformation security plays a role here. Thus, the scientific analysis of a number of problematic issues regardingthe development and implementation of state policy within the information sphere is of particular importancetoday, since their solution will enable for the development of a society that is informational in nature and thus willensure the national and informational security of Ukraine.

The events analysis since the beginning of the aggravation of relations between Ukraine and Russia evidences about the inefficiency of information policy, incoordination of activity of different subjects of ensuring the information security of the state, the weak presence of Ukraine in the world information space etc. At the same time, the problems of ensuring the information security of the state and realization of effective set of counter-propaganda measures, realization of information policy, aimed at consolidating Ukrainian society and the international community for the purpose of suppression of armed aggression are identified by the higher military-political governance of Ukraine as the most priority. Various internal and external factors negatively affect at the ability of Ukraine to adequately respond to challenges and risks in the military sphere. The insufficient and unprofessional efforts of Ukraine’s state authorities in the field of counteraction to the Russian Federation’s propaganda and information-psychological operations are the most important ones. That’s why there’s necessity of development the system of opinions and determination of the plan of the higher military-political governance’s of Ukraine actions regarding the implementation of state information policy and providing of information security of Ukraine and legislative definition of a conceptual document. Besides the importance of this fact consist in that after the restoration of the territorial integrity of Ukraine the main aims of military policy will be prevention the emergence of new armed conflicts, systematic strengthen the state's defense capability and increasing the role and authority of Ukraine in the international area.

The study gives definitions of information security and related terms, such as cybersecurity, national security, and others, indicates the goals, objects, subjects of the concepts under consideration. The author also considers the features of the foundation and development of the information society in Ukraine, the components of its state information policy for ensuring information security, and identifies the key operations of activity of state bodies in the information sphere. The approaches of scientists who studied certain aspects of national and information security were analyzed, based on their work valuable conclusions were drawn and the conceptual basis of the article was formed. Independently, the definition and characteristics of external and internal threats to the information security of the country are given, methods for solving the problems arising in this connection are introduced, ways of ensuring the information security of the state are indicated. Information security in this study is considered as the central element of the national security of Ukraine, as well as a problematic issue in the field of information protection and ensuring the high-quality functioning of the information space. The author made an in-depth analysis of the existing regulatory and legal instruments for ensuring information security, pointed out their shortcomings, and gave recommendations for their further advancement. Also, recommendations are given to improve the current situation with the regulation of information security in the country, the directions of the state information policy are suggested and ways to ensure the continuity of the functioning of the information security system of Ukraine are indicated.

The article examines the possibility of restricting the right to freedom of speech in order to protect the national interests of the state. An analysis of normative legal acts prohibiting the dissemination of destructive information, such as calls for a violent change in the constitutional order of Ukraine, the outbreak of aggressive war, incitement to national, racial or religious hatred, etc. The right to freedom of expression is not absolute and may be limited. The article substantiates the criteria for state intervention in the information sphere, which allow limiting the dissemination of destructive information and preserving democratic values. Such criteria include the legality of the procedure, the legality of the purpose and the minimum amount of intervention. The article considers the existing mechanisms in Ukraine to respond to harmful informational influences. The law provides for liability for disseminating false information at several levels: civil, administrative and criminal. At the same time, these mechanisms are insufficient, as the concepts of «misinformation», «fake», etc. are not normatively defined. The article describes the state policy to combat destructive information influence. The bases of activity of state bodies created for the purpose of counteraction to dissemination of misinformation and propaganda are considered, namely the Center of counteraction of misinformation at Council of National Security and Defense of Ukraine and the Center of Strategic Communications and Information Security at the Ministry of Culture and Information Policy. The strategies of the state on counteraction to harmful information influence are analyzed. The Doctrine of Information Security of Ukraine is considered, which clarifies the basics of the state information policy in the direction of counteracting the destructive information influence of the Russian Federation in the conditions of the hybrid war unleashed by it. The main provisions of the Information Security Strategy, which defines the general principles of information security, are also considered. The strategies of the state on counteraction to harmful information influence are analyzed. The Doctrine of Information Security of Ukraine is considered, which clarifies the basics of the state information policy in the direction of counteracting the destructive information influence of the Russian Federation in the conditions of the hybrid war unleashed by it. The aim of the study is to increase the effectiveness of information security management for state information systems (SIS) with terminal access devices by improving regulatory legal acts that should be logically interconnected and not contradict each other, as well as use a single professional thesaurus that allows understanding and describe information security processes.Currently, state information systems with terminal access devices are used to ensure the realization of the legitimate interests of citizens in information interaction with public authorities [1].One of the types of such systems are public systems [2]. They are designed to provide electronic services to citizens, such as paying taxes, obtaining certificates, filing of applications and other information. The processed personal data may belong to special, biometric, publicly available and other categories [3]. Various categories of personal data, concentrated in a large volume about a large number of citizens, can lead to significant damage as a result of their leakage, which means that this creates information risks.There are several basic types of architectures of state information systems: systems based on the “thin clientpeer-to-peer network systems; file server systems; data processing centers; systems with remote user access; the use of different types of operating systems (heterogeneity of the environment); use of applications independent of operating systems; use of dedicated communication channels [4]. Such diversity and heterogeneity of state information systems, on the one hand, and the need for high-quality state regulation in the field of information security in these systems, on the other hand, require the study and development of legal acts that take into account primarily the features of systems that have a typical modern architecture of “thin customer". Materials and research methods. The protection of the state information system is regulated by a large number of legal acts that are constantly being improved with changes and additions to the content. At the substantive level, it includes many stages, such as the formation of SIS requirements, the development of a security system, its implementation, and certification. The protected information is processed in order to enforce the law and ensure the functioning of the authorities. The need to protect confidential information is determined by the legislation of the Russian Federation [5, 6]. Therefore, to assess the quality of the regulatory framework of information security for terminal access devices of the state information system, the analysis of the main regulatory legal acts is carried out and on the basis of it, proposals are developed by analogy to improve existing regulatory documents in the field of information security.Results. The paper has developed proposals for improving the regulatory framework of information security for terminal access devices of the state information system- for uniformity and unification, the terms with corresponding definitions are justified for their establishment in the documents of the Federal Service for Technical and Export Control (FSTEC) or Rosstandart;- rules for the formation of requirements for terminals, which should be equivalent requirements for computer equipment in the “Concept for the protection of computer equipment and automated systems from unauthorized access to information ".Conclusion. General recommendations on information protection in state information systems using the “thin client" architecture are proposed, specific threats that are absent in the FSTEC threat bank are justified, and directions for further information security for the class of state information systems under consideration are identified. Due to the large number of stakeholders involved in the coordination and development of unified solutions, a more specific consideration of the problems and issues raised is possible only with the participation of representatives of authorized federal executive bodies and business representatives for discussion.

The article deals with the problem of choosing the means of information security in the state information system, namely firewalls and intrusion detection. Thе problem is relevant since information security is in demand more than ever.


The article is devoted to the research of legal and organizational principles of ensuring information security of states in the modern conditions of development of information society. Theoretical approaches to the definition of the essence of «information security» and «national security» are analyzed and their interrelation is proved. The urgency of the chosen topic of scientific research is caused by the fact that confrontation in the information sphere becomes a fundamentally new sphere of competition between the states. The rapid pace of development of information and communication technologies, creation of a global information space has led to many cybernetic threats in important spheres of political, economic, social and cultural life of society. The paper presents the results of the analysis of information security of the state as a factor of influence on the national security of the state as a whole, and thus defines information security as an integral part of national security. Given the magnitude of the global information challenge, the inability to address these issues through the efforts of individual states, the article explores the issue of international cooperation in providing international information security within the United Nations. The contents of the basic international legal acts adopted by the UN General Assembly, which indicate the threats to the international security of the information space and the need for the states to take joint action to counter the challenges in the field. Particular attention is paid to the peculiarities of regional cooperation of states in providing information security within the European Union. It is determined that this area of EU activity is one of the priorities for today. The main EU normative acts are analyzed, which present the European approach to the problem of information security. The general characteristics of the activities of the special bodies of the EU (European Union Agency for Network and Information Security - ENISA, European Cybercrime Centre), whose activities are aimed at providing information security, are given. The article explores the issues of guaranteeing information security of Ukraine and protection of the national information space. The types of real and potential information threats to the information space of Ukraine are revealed, as well as practical recommendations are given on improving the state information policy and creating an effective system of counteracting cyberspace threats. Emphasis is placed on the fact that state information policy should reflect urgent issues that have arisen in the international information and information security sphere. Effective implementation of strategic priorities, basic principles and tasks of the state information security policy requires improvement of legal and organizational mechanisms of information security management.

The article analyzes the current problems of information security as a part of the national security of the state. The author identifies the reasons for the unsatisfactory situation in the field of information security. Particular attention is paid to the legal framework for information security and prospects for improving legislation, the problems of regulating relations in this area. Successful development and the very existence of Ukraine as a sovereign state is impossible without ensuring its national security. The society’s and the state’s information security is determined by the degree of their protection and, consequently, the stability of the main areas of life concerning dangerous, destabilizing, destructive, infringing the interests of the country information actions at both implementation, and retrieval. The state information policy, as activity of system of public authorities and administration in the information-psychological area occupies the central place in the system of regulation of both social and political relations in the modern information society. The transparency of the state information policy is the basis for ensuring the country’s socio-psychological stability and successful economic development. The practice of information and psychological influence is more and more developing in the modern world. The terms «informational» and «psychological» wars are widely used by politicians and political scientists, and are increasingly appearing in the context of the country’s information security issues. The purpose of this article is to determine the role of information security in the national security of the state and to study the legislative regulation in the information area of Ukraine. A radical change in the state’s approach to solving this problem should become one of the priorities in ensuring national security.
