At the current stage of Ukrainian state integration into European community, country leaders face new challenges that require improving efficiency of public management and public administration based on democracy and human-centeredness. Urgency of public leadership development in Ukraine is closely related to the foreign countries’ experience study on the mechanisms of formation and development of public leadership, characterized by a high level of moral values, responsibility, communication, modesty. The new management paradigm, being introduced in public administration and public management in Ukraine, also requires introduction of new qualities in public leadership, manifested through establishment of moral values in the leader's personality, leader’s behavior in public service reform. According to the author, such qualities of leadership as delegation of powers in public authorities, intersectoral cooperation in public administration determine development of leadership in the context of educational trends in foreign countries. The article reveals priority models of public leadership of Western European countries as a prerequisite for formation of successful personality, successful leadership qualities, the trend of which is such an important factor as publicity, because before the 90s of the twentieth century not all government officials in European countries were public.The author of the article proposes to consider the features of the development of public leadership in Germany and Poland. Leadership qualities such as the ability to educate themselves, delegation of authority, transparent (transparency, openness and activation) and transformational cooperation. They determine a new style of leadership development in Western European countries, which will be useful for implementation in Ukraine. Therefore, the relevance of the article is beyond doubt.

The author believes that today an important aspect in the development of public leadership is the mobilization aspect of the efforts of all leaders and subordinates of public authorities and leaders of civil society institutions to overcome crises and do complex reforms in public administration. Such crises include ensuring stability in global fight against the GOVID-19 pandemic. However, problem of public leadership development in this aspect has not been properly reflected in modern scientific sources. The article reveals priority models of public leadership of Western European countries as a prerequisite for formation of successful personality, successful leadership qualities, the trend of which is such an important factor as publicity, because before the 90s of the twentieth century not all government officials in European countries were public.

The solution of new tasks facing the leaders of public administration at the present stage of development of the Ukrainian state requires an increase in the efficiency of public administration and public administration as one of the priorities based on the principles of democracy, nation and human-centrism. The relevance of the topic of updating the principles of leadership development in public administration is closely related to updating management mechanisms in the information society, changing the traditional paradigm of management, characterized by stability, control, competition, homogeneity, egocentrism and heroism to a new one, which is characterized by fluidity, delegation of power, cooperation, heterogeneity, social relevance and modesty. The new management paradigm, which is partially being introduced into public administration and public administration, increasingly requires the introduction of modern leadership principles, which are manifested through the assertion of moral values in the personality of a leader, his behavior models and reforming organizational structures. According to the author, such signs of leadership as delegation of power and cooperation in public administration determine the development of leadership through its consideration in conjunction with the principle of command. The purpose of the article is to reveal the essence of the priority principles of leadership in public management activities, revealing the state of the study of this issue in domestic and foreign literature. The author of the article focuses on the definition – principle, which is analyzed as the basis for any theory or teaching, explanations or guidelines for action, a person’s inner conviction; basic rule of conduct; features in the creation of something, etc. The article reveals the priority principles of leadership as a prerequisite for the formation of a successful personality, successful leadership qualities. The system of principles of leadership development in public administration activities consists of an innovative principle of leadership development; the principle of independence for the development of new rules and regulations; the principle of subsidiarity to ensure the implementation of powers to the bodies of representative power; the principle of socially responsible leadership to ensure ethical relations between subordinates and the leader; the principle of justice, which is a special value measure for maintaining a balance between legal and moral values; the principle of professional and psychological readiness for public administration activities; methodological principle of information and analytical support.

Abstract While scholarship on public leadership has recently gained momentum in public administration, it is unclear how researchers should account for the “public” in public leadership. We shed new light on this issue by introducing the approach of Implicit Leadership Theories (ILTs) to the field of public administration. This socio-cognitive approach suggests that people’s everyday, rather than scholarly, theories about the characteristics of leaders provide important explanations of how they respond to leadership situations. We investigate whether people hold Implicit Public Leadership Theories (IPLTs) and explore how these images of public leaders contrast with generic ILTs. We extract these taxonomies from data gathered in a survey experiment in Germany (N = 1,072). Results show that IPLTs have overlaps with generic ILTs but are unique in terms of rule abidance and innovation-orientation. In contrast, charismatic aspects of leadership only figure in generic ILTs. The structure of ILTs, both generic and public, is surprisingly stable across the subsamples of public and non-public employees. We discuss how the findings may assist public management scholars in the development of explicit theories of public leadership and derive a research agenda based on a socio-cognitive approach.

Purpose The purpose of this paper is to foreground place as a critical and central concern for public leadership research, development and practice. Design/methodology/approach This invited essay draws on the author’s own research and development work engaging in collaborative place-based interventions with academics, policy makers and practitioners. Findings Place is one of six heuristic lenses in a Leadership Hexad that has been developed to interrogate and better understand leadership in a multi-dimensional manner. Place can provide an important theoretical and practical fulcrum for bridging both collaborative governance and collective leadership and public and political leadership as well as facilitating cross-sectoral leadership. Practical implications This essay argues that more time and effort should be invested into researching and developing place leadership to complement the already extensive efforts to promote collaborative governance and place-based policy initiatives. Place leadership development should be genuinely cross-sectoral in its ambition and should focus on developing emerging and established leaders from the public, private, not-for-profit and indigenous sectors to tackle place-based problems and opportunities. Originality/value This essay draws on experience undertaking academic research and conducting leadership development that draws from and feeds into policy and practice. It utilises research from geography, leadership studies, public management, public policy and political science to gain a more sophisticated understanding of the relationship between place and public leadership and how this can be harnessed to improve economic and social impact.

The paper deals with the security policy against spectator violence in the Czech Republic in comparison with selected Western European countries. For the purpose of comparison, French-speaking countries, whose security policy in the field is not much discussed, are chosen on purpose; these are France, Belgium and Switzerland. Attention is paid especially to measures targeted on individuals and their risk behavior rather than to relevant institutions in the field. The description of existing measures and the context of their adoption in the selected cases should lead to evaluation of the Czech security measures and to discussion whether it could be helpful to draw more inspiration in the foreign countries besides the countries typically serving as examples in the field, as England, Germany or Netherlands are.

The present article analyzes theoretical aspects of the issues of health-improving physical activity in various branches of science (physical culture and sports, pedagogical and medical sciences). Emphasis is placed on the insufficient development of the chosen topic in the field of public administration discipline. The applied content of the implementation of public administration function in the field of health-improving physical activity is covered through the prism of the globalization approach (WHO guidelines) and the national dimension (National Strategy for health-improving physical activity in Ukraine until 2025). From the standpoint of the globalization dimension, the typology ofhealth-improving physical activity and the main sectors of public administration impact (leisure, occupation, education, life, transport, and employment) are determined. It is substantiated that the public policy of Ukraine in the field of physical activity is formed and implemented on the basis of the following mechanisms: legal mechanism (legislative support for the implementation of public policy measures in this area); institutional mechanism (formation of sports facilities infrastructure easily accessible for different segments of the population; development of conditions for physical activity in the field of education, labor, and leisure); coordination mechanism (interaction of public authorities and local governments as well as intersegmental and intersectoral cooperation in the implementation of targeted activities); socio-psychological mechanism (formation of values and motor competence among the target population); information and communication mechanism (creation of a social media space to promote the benefits of health-improving physical activity); and mechanisms of research support, monitoring and evaluation (development of indicators to assess the level of physical health of various population groups and assess the quality of services for physical fitness). The relevance of a thorough study of the managerial powers of local authorities to implement policies in the field of physical activity at the level of global cities in Ukraine has been confirmed.
