HEALTH-IMPROVING PHYSICAL ACTIVITY AS A FIELD OF PUBLIC MANAGEMENT FUNCTION: THEORETICAL AND APPLIED CONTENTS

The present article analyzes theoretical aspects of the issues of health-improving physical activity in various branches of science (physical culture and sports, pedagogical and medical sciences). Emphasis is placed on the insufficient development of the chosen topic in the field of public administration discipline. The applied content of the implementation of public administration function in the field of health-improving physical activity is covered through the prism of the globalization approach (WHO guidelines) and the national dimension (National Strategy for health-improving physical activity in Ukraine until 2025). From the standpoint of the globalization dimension, the typology ofhealth-improving physical activity and the main sectors of public administration impact (leisure, occupation, education, life, transport, and employment) are determined. It is substantiated that the public policy of Ukraine in the field of physical activity is formed and implemented on the basis of the following mechanisms: legal mechanism (legislative support for the implementation of public policy measures in this area); institutional mechanism (formation of sports facilities infrastructure easily accessible for different segments of the population; development of conditions for physical activity in the field of education, labor, and leisure); coordination mechanism (interaction of public authorities and local governments as well as intersegmental and intersectoral cooperation in the implementation of targeted activities); socio-psychological mechanism (formation of values and motor competence among the target population); information and communication mechanism (creation of a social media space to promote the benefits of health-improving physical activity); and mechanisms of research support, monitoring and evaluation (development of indicators to assess the level of physical health of various population groups and assess the quality of services for physical fitness). The relevance of a thorough study of the managerial powers of local authorities to implement policies in the field of physical activity at the level of global cities in Ukraine has been confirmed.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». The article presents the theoretical and methodological foundations of the development of forms of communicative influence of civil society on the public policy, provides the main methods and conditions of their use for gaining advantages in solving problems of public-management relations. A wide range of issues related to the peculiarities of public relations organization, taking into account domestic and foreign experience, is covered. The specifics of the use of marketing communications in communicating of public authorities with the public are shown. It is substantiated that in the institutional sense, the greatest interest is the classification, depending on the scope of distribution. The public, when communicating with government, through certain communication tools, is called the external form of communication. The external forms of the communicative influence of civil society on state policy help them convey to the state authorities the necessary information about their thoughts, needs, requests, etc. Of course, such information should be constantly updated and accurate. All non-governmental organizations should maintain friendly relations with state organizations and prevent any misinformation of the latter. At the same time, informatization of public administration contains both positive potential and difficulties and contradictions, neglection which, as practice shows, turns negative result. To date, they are insufficiently developed and require scientific comprehension and substantiation, in particular, the issue of organizational, regulatory and legal support for the implementation and implementation of modern marketing tools and management in public administration. Concerning the prospects for further research on the concept of "the form of communicative influence of civil society on state policy", they consist in streamlining its conceptual apparatus as the basis for improving its system, since incomplete and inaccurate information becomes, as a result, the cause of many problems in the system of reforming public administration .

At the current stage of Ukrainian state integration into European community, country leaders face new challenges that require improving efficiency of public management and public administration based on democracy and human-centeredness. Urgency of public leadership development in Ukraine is closely related to the foreign countries’ experience study on the mechanisms of formation and development of public leadership, characterized by a high level of moral values, responsibility, communication, modesty. The new management paradigm, being introduced in public administration and public management in Ukraine, also requires introduction of new qualities in public leadership, manifested through establishment of moral values in the leader's personality, leader’s behavior in public service reform. According to the author, such qualities of leadership as delegation of powers in public authorities, intersectoral cooperation in public administration determine development of leadership in the context of educational trends in foreign countries. The author believes that today an important aspect in the development of public leadership is the mobilization aspect of the efforts of all leaders and subordinates of public authorities and leaders of civil society institutions to overcome crises and do complex reforms in public administration. Such crises include ensuring stability in global fight against the GOVID-19 pandemic. However, problem of public leadership development in this aspect has not been properly reflected in modern scientific sources.The article reveals priority models of public leadership of Western European countries as a prerequisite for formation of successful personality, successful leadership qualities, the trend of which is such an important factor as publicity, because before the 90s of the twentieth century not all government officials in European countries were public.

The article discusses the features of the introduction and use of modern information technologies in the management activities of state institutions. The role of the state in the regulation of information activities in the context of reforming the territorial organization of power has been clarified. The content and scope of the concept of "public management of information flows" has been determined, as well as the main tasks of ensuring information activities of public authorities. The classification of national interests in the information sphere according to their subjects has been carried out. The concept of information support in various scientific sources covering its purpose has been determined. Provided, the classification of management information according to certain categories. Tasks are proposed to overcome the negative influence of factors and ensure the effective work of state authorities of Ukraine in the field of information activities. Mechanisms for regulating the use of information potential in order to ensure the effective functioning of information policy in the field of public administration are given.

The article is devoted to the study of conceptual foundations of the Agile management, the need and prospects for implementing its methods in the sphere of public authorities. Systemic shortcomings of traditional governance in public authorities hinder the effective, prompt solution of important tasks of local socio-economic development and the country as a whole, and do not respond quickly to changes in the external environment. Now, during the period of active transformation of social, economic, political systems caused by the COVID 19 pandemic, the speed and quality of digitalization of all processes play a significant role. In the future, such changes will only deepen, covering all areas of socio-economic relations. Emphasis is placed on the processes of reforming the sphere of public administration and local self-government, in particular in terms of digitalization of public administration elements. The analysis of preconditions of active use of flexible methods of management in the public sphere is carried out. The introduction of the Agile technologies to project-oriented structures of public authorities is argued. The essence and practical aspects of effective application of Scrum methodology are considered, and the scheme of its introduction to work of bodies of regional management and local government is offered. The article analyzes the experience of practical application of the Agile approach in the public sector in some countries of the world (such as Great Britain, USA, Australia) and defines the basis for further «State Agile» development in Ukraine. The relevance of further the Agile approach popularization in public administration is confirmed by the need for changes in public-management relations, and prospects for the public digitalization in the following areas such as: development and implementation of a strategy for digital transformation of regions; implementations of digital solutions for increasing the public authorities' efficiency; ensuring electronic interaction between national, regional and local registries; digital democracy development, and so on.

The relevance of the article is that the granting of special status «child divorced from the family» in the Ukrainian legislation includes three aspects: 1) identification of a person who is a child separated from the family; 2) granting the status of «child deprived of parental care»; 3) it is possible to grant the status of “refugee” or “person in need of additional protection”, as any person recognized as a child divorced from a family is recognized as a child deprived of parental care and can apply for asylum in Ukraine (and receive refugee status or a person in need of additional protection). Each of the identified aspects of the above status is the responsibility of certain public authorities, ie public administration entities, which are endowed with the appropriate powers. The purpose of the article is to identify the subjects of administrative and legal support for the identification of children separated from their families, ie the subjects of public administration, which are empowered to identify such children in Ukraine. It was found that in fact, the identification of a child separated from the family at the present stage in Ukraine does not belong to the responsibilities of public administration, but is the responsibility of the child who was forced to leave the country of origin or residence and arrived in the territory of Ukraine unaccompanied by a family member or persons determined by law/custom who are responsible for such a person, or who were left unaccompanied after arriving on the territory of Ukraine, or its legal representatives. In our opinion, the absence in the legal acts that determine the legal status of public administration entities, whose activities include the identification of children separated from their families, their obligation to identify such children is a shortcoming of administrative and legal support for child status. , separated from her family, in Ukraine. It is determined that the subjects of public administration, which have the authority to identify children separated from their families, include the State Border Guard Service of Ukraine, executive authorities, local governments, the National Police of Ukraine, the Prosecutor’s Office of Ukraine.

The paper presents research on the content of postgraduate programs in the field of public policy at leading European universities. Based on previous research, more than 80 courses are classified in four areas: economic analysis, research methods, public administration, and public policy, in order to obtain a typical master program in public policy analysis. The programs mostly emphasize research methods and public policy theory and application with somewhat lower presence of economic analysis and public management. The results of the research can be used for the purpose of formulating new postgraduate programs at universities in Serbia.

Public policy is classified as a major field in public administration. Therefore, to understand the context of public policy as a field, it is essential to explore its root developments in public administration from epistemological and chronological perspectives. This chapter is a review study referring to main scholarly works including books, academic articles, and studies. The chapter first helps researchers and students in comprehending the evolution of public administration in its four main stages including classical public administration, new public administration, new public management, and new public governance. Second, the chapter presents a general overview of the evolution of the public policy field with particular attention paid to the concepts of Harold Lasswell who is seen as the father of public policy. The chapter then discusses different definitions of public policy. Various classifications of public policy are also investigated. The chapter ends with a critical discussion of the stages model (heuristics).

Based on a generous future bequest by the 2013 APSA Gaus Lecturer Beryl A. Radin, APSA announced the creation of the APSA Pracademic Program supported by the Beryl Radin Fund. Professor Radin described herself as a “pracademic” because she has moved back and forth between the world of the practitioner and that of the academic. Beryl A. Radin's government service included an assignment as a special advisor to the assistant secretary for management and budget of the US Department of Health and Human Services (HHS) as well as other experiences in the Office of Management and Budget and HHS. She is a fellow of the National Academy of Public Administration, editor of the book series “Public Management and Change” at Georgetown University Press, past president of the Association for Public Policy Analysis and Management, former head of the APSA public administration section, and has held faculty positions at the University of Southern California, the University of Albany, and American and Georgetown universities. As the title suggests, this will be a fellowship aimed at providing APSA member academics in the fields of public policy and public administration with practical, hands-on experience that the recipients can take back to their institutions and classrooms to help build bridges between the worlds of academe and applied politics.

Romania's accession to the EU depended largely on the ability of Romanian public authorities to implement reforms among public organizations in the country. Globally, however, a successful public administration has become a key factor in determining a nation's competitive advantage. The purpose of this article is to emphasize the efforts of the Romanian public administration to submit to the process of administrative reform and as a consequence to contribute to the creation of an administrative reform strategy based on which Romanian public organizations can be reformed.
