Rapid information technology progress leads to increased competition both within countries and between them. This actualizes the ability of personnel to function in market conditions, as well as to master new and promising ones. All over the world, in recent years, the processes of management of labour resources employment have acquired a fundamentally new meaning in terms of achieving competitiveness of both individual organizations and countries as a whole. In this regard, economic transformations made it necessary to study new processes in the sphere of population employment, formation and regulation of the labour market, and use of labour resources in production field. The paper describes the current trends in formation of the labour potential in agriculture, results of the personnel situation analysis in the agricultural sector of Belarus. The factors determining transformation of the forms of labour organization and employment in the economy and agriculture have been systematized. The results of ranking of economic sectors by the degree of attractiveness of employment in them are presented. The toolkit for professional identification for choosing future area of employment has been systematized. Conceptual proposals for efficient management of labour resources employment in agriculture have been substantiated; the forms of implementation of management influences on the development of the industry, employment and rural areas have been clarified. The social significance of agricultural labour and the need to increase its prestige were especially emphasized. The research results can be used in development of proposals, substantiation of concepts, program and other documents in terms of problems of strengthening the labour potential of the agro-industrial complex, enhancing the labour motivation of workers in the agricultural sector, and increasing labour productivity in agricultural organizations.

In the territory of the Republic of Karelia now live three aboriginal people – karelians, russian, vepsians, who created unique and original culture. Residing of ethnic groups – territorially-localised historically developed on the basis of eco- nomic way of ethnos rural settlements that are characterized by domination of traditional forms of economic activities, use of handicraft crafts, cottage industry. Problems of the labour market and the youth’s position in it are especially acute in rural areas due to reforms and changes in the system of economic relations in the agrarian and forest sectors, and local administration. Difficulties of life in coun- tryside influence on the vital self-determination of youth, promoting strengthening of youth migration in the central part of Republic of Karelia and the Russian Federation. In this connection one of the actual questions is the perspectives of rural settlements development, labour potential of which is a basis of economic life, and self-development of territories. Tourism now appears as one of promising lines for regional development in the Republic of Karelia, which can mitigate social problems, and act as a factor for conservation and reproduction of the natural, historical and cultural potential of the territory. One of promising directions of rural tourism growth is development of the ethnographic tourism based on visiting ethnographic sites for the purpose of knowledge of traditional folklife culture: traditions, culture and a life of the people, the ethnos living on the certain territory. Full-fledged development of the tourism business is only possible if the youth are involved in this sphere of economic activity, recognize its importance, and perceive it as a resource for their life strategy. The article attempts to evaluate the mobilization opportunities of the labor potential of Siberia on the eve of the Great Patriotic War. For this purpose, based on the materials of  All-Union census of 1939, the research identified the demographic, socio-economic and socio-cultural features of the formation of the population aged 15 – 59 used later in the military economy of Siberian rear. It was concluded that from the point of view of intensive economic use of the strengths of the human array was the high proportion of youth, intense dynamics of migration and economic activity, low level of industrial employment, the existence of large reserves of female labor force in urban and rural areas. Weak sides of this array were the disperse nature of population distribution, low fixability of migrants in large cities, a significant share of male reservists, higher overall employment, low levels of literacy and education. In general, these quality characteristics in wartime conditions had an ambiguous and contradictory effect on the mobilization of human resources in Siberia in the industry of defense significance.

The subject of this study is the state, use and development prospects of the labour potential in the countries of Africa. For the first time in Russian African studies, last information on the current state of the employment problem in Africa, its urgency and complexity of the solution is summarized. The study shows that the impressive economic growth in many African countries over the past two decades has not been accompanied by any evident changes in employment in terms of creating new jobs and reducing unemployment and poverty. The high rates of unemployment, informal employment and working poverty have no analogues anywhere in the world. The author analyzes the causes of this phenomenon ̶ a sharp imbalance between the rapid growth of the working-age population and the creation of jobs, resulting in a huge excess of labour supply over demand, especially skilled labour. Particular attention is paid to youth unemployment, fraught with explosive growth of political instability in the society. With regard to possible ways of solving the employment problem in Africa, the successful experience in this field in a number of African countries (Ghana, Rwanda, Ethiopia) leads the author to the conclusion that at this stage the priority efforts should be aimed at creating decent jobs in the sectors and areas with prevalence of work of the poor, namely agriculture and economic activities in rural areas. In the long term, however, it is necessary to carry out a gradual transition to more productive sectors of the economy (manufacturing and the modern services sector) for creating decent jobs in them. In general, in order to create quality jobs and reduce poverty, African countries need the sustainable and inclusive economic growth, which involves structural transformation on the basis of economic diversification, including industrialization, and increasing agricultural productivity. There is no universal recipe for all countries of the continent, but a comprehensive employment policy covers a wide range of necessary steps ̶ from investing in education and vocational training to targeted measures to increase employment and social protection, including public works projects. Ultimately, the author believes, the rise of the African economy and the reduction of poverty will largely depend on the state of the workforce both in urban and rural areas.

This report deals with an effort to begin the process of effectively identifying children in rural areas with speech and language problems using existing school personnel. A two-day competency-based workshop for the purpose of training aides to conduct a large-scale screening of speech and language problems in elementary-school-age children is described. Training strategies, implementation, and evaluation procedures are discussed.

Telepractice technology allows greater access to speech-language pathology services around the world. These technologies extend beyond evaluation and treatment and are shown to be used effectively in clinical supervision including graduate students and clinical fellows. In fact, a clinical fellow from the United States completed the entire supervised clinical fellowship (CF) year internationally at a rural East African hospital, meeting all requirements for state and national certification by employing telesupervision technology. Thus, telesupervision has the potential to be successfully implemented to address a range of needs including supervisory shortages, health disparities worldwide, and access to services in rural areas where speech-language pathology services are not readily available. The telesupervision experience, potential advantages, implications, and possible limitations are discussed. A brief guide for clinical fellows pursuing telesupervision is also provided.
