Abstrak Penelitian tentang “Peningkatan Kompetensi dan Kinerja Tenaga Pendidik PAUD melalui Komunikasi Efektif di Kota Bandung dilatarbelakangi oleh kenyataan menjamurnya lembaga PAUD yang didirikan oleh masyarakat dalam upaya menyukseskan program pemerintah yang disebut PAUDISASI. Oleh karena itu penelitian ini disusun untuk mengetahui gambaran tentang peningkatan kompetensi dan kinerja pendidik melalui komunikasi efektif di lembaga PAUD meliputi perencanaan, pelaksanaan, evaluasi serta faktor pendukung dan penghambatnya. Adapun metode yang digunakan adalah analisis deskriptif kualitatif. Hasil observasi, wawancara dan studi dokumentasi terhadap program pengembangan kompetensi dan kinerja tenaga pendidik di PAUD Al-Jannah dan Psy Center Kota Bandung menunjukkan: 1) Perencanaan program disusun dengan baik; 2) Pelaksanaan program dilakukan oleh semua stakeholder disertai sosialisasi, pengarahan, pencatatan dan pengawasan dari kepala lembaga; 3) Evaluasi program dilakukan oleh yayasan, kepala lembaga secara komunikatif 4) Faktor pendukung berupa tersedianya sarana berbasis IT serta buku-buku panduan kurikulum, adanya alokasi anggaran (walau relatif terbatas), serta mayoritas guru berkualifikasi pendidikan S1. Adapun faktor penghambatnya adalah masih adanya guru yang belum memahami pentingnya pengembangan kompetensi dan kinerja, serta belum terbiasanya guru menghadapi rambu-rambu regulasi yang dilakukan. Kata kunci: kompetensi, kinerja, tenaga pendidik PAUD, komunikasi efektif Abstract The research on "Improving Competency and Performance of PAUD Educators through Effective Communication in Bandung is motivated by the reality of the proliferation of PAUD institutions established by the community in an effort to succeed a government program called PAUDISASI. Therefore this research is structured to find a picture of increasing the competence and performance of educators through effective communication in PAUD institutions including planning, implementation, evaluation and supporting and inhibiting factors. The method used is descriptive qualitative analysis. The results of observations, interviews and documentation studies on the competency development program and the performance of educators in Al-Jannah PAUD and the Bandung City Psy Center show: 1) Program planning is well structured; 2) Program implementation is carried out by all stakeholders accompanied by socialization, direction, recording and supervision from the head of the institution; 3) Program evaluation is carried out by the foundation, the head of the institution communicatively 4) Supporting factors such as the availability of IT-based facilities and curriculum guide books, the existence of budget allocations (although relatively limited), and the majority of teachers qualified with S1 education. This paper discusses school safety mainly in relation to safety education and examines measures for the comprehensive development of systems to ensure the safety of children at school, including those requiring medical care. The number of children requiring medical care is increasing in general schools following the promotion of inclusive education. The government of Japan has established the School Health and Safety Act and Guidelines on School Curricula. Municipalities have developed education systems that cover the safety education specified in disaster preparedness plans for schools. Safety education has been promoted through problem-oriented and experience-based methods as well as other methods of learning to date. Considering the outcomes of these systems and approaches, it is expected that safety management systems in schools, especially general schools that include children requiring medical care, will also develop in combination with safety education.

Background: A competent medical leadership and management workforce is key to the effectiveness and efficiency of health service provision and to leading and managing the health system reform agenda in China. However, the traditional recruitment and promotion approach of relying on clinical performance and seniority provides limited incentive for competency development and improvement. Methods: A three-component survey including the use of a validated management competency assessment tool was conducted with Directors of Medical Services (n = 143) and Deputy Directors of Medical Services (n = 152) from three categories of hospital in Jinan, Shandong Province, China. Results: The survey identified the inadequacy of formal and informal management training received by hospital medical leaders before commencing their management positions and confirms that the low self-perceived competency level across two medical management level and three hospitals was beyond acceptable. The study also indicates that the informal and formal education provided to Chinese medical leaders have not been effective in developing the required management competencies. Conclusions: The study suggests two system level approaches (health and higher education systems) and one organization level approach to formulate overall medical leadership and management workforce development strategies to encourages continuous management competency development and self-improvement among clinical leaders in China.

Purpose – This paper aims to investigate the practices of a well-established professional development committee (PDC) at an academic library to reveal the development of effective professional development programs with various themes and the diversified delivering formats and the assessment of library employees’ training needs and the effectiveness of professional development programs with Needs Assessment Surveys and Program Follow-up Employee Opinion Surveys. Professional development programs are widely adopted in academic libraries to support the professional growth of library employees and improve the quality of library services. Developing, promoting and administering professional development programs are main responsibilities of the PDC. Design/methodology/approach – The study is based upon the PDC’s recent practices since 2011. The Needs Assessment Surveys (in 2012 and 2013) are conducted electronically, so are the Opinion Surveys since 2013 which are formerly conducted in paper. Findings – The well-planned professional development program themes with special designed delivery formats have demonstrated their effectiveness through high attendance of each professional development event. The positive results and high compliments from both Need Assessment Surveys and Opinion Surveys also endorse their values to employee’s professional growth. Originality/value – This paper classifies various professional development program ideas into six program themes and three special delivery formats, and each is presented with intention, planning and organization. This paper also provides details of using different Need Assessment Surveys and Opinion Surveys for evaluation, which is also lacked in published literature.

The purpose of this study is to find and formulate a pedagogical competency development program for gifted teachers suitable for use in Cugenang Gifted School at the elementary school level. In this study, the authors used qualitative, research methods used were qualitative with case studies. The research subject is the principal and class teachers, in qualitative research the main research instruments are the research itself, data collection techniques, namely interviews, observation, documentation studies, and data triangulation. The results of the study are the competencies of teachers of gifted children can be seen from the results of research on gifted teachers who actively support and diligently support actively in the classroom and can be seen in terms of speaking about the competencies of 10 teacher competencies and pedagogical competencies based on research results, we support that gifted teachers have maximally and special ideal with the needs of gifted children. Abstract With capability training becoming ever important, our Pilot in-house developed and run program during COVID-19 delivered a comprehensive digital learning ecosystem which enabled participants to develop their digital skills and competencies. The digital learning journey empowered Petroleum Development Oman (PDO) staff to become ambassadors working in collaboration to enable their department digital plans. Building on international best practices, uplifting our engineers to become data scientists will drive direct business value in an efficient decentralized manner and cater for the ever-growing demand for digital transformation. As PDO embarks into the digital world, the program offered participants customized learning paths enabling them to utilize technology to optimize their daily operations, increase efficiency and effectiveness. Also the program enabled staff to get hands-on exposure to digital projects and what other companies in the sector add a practicing in the space of digital transformation. Hence, participants have built the required digital muscle and competencies to drive PDO digital agenda and bring value to the business. With the vision of promoting and pioneering our talent and organization as future ready, the program played a vital role in reshaping PDO's image in coping with the Volatile, Uncertain, Complex and Ambiguous (VOCA) working environment. The program started as a pilot project covering a specific number of PDO staff to build their digital competencies and experiment with various learning paths and tools. Also, the program focused on on-boarding their managers into the program to fully understand the added value of launching a 19 week program with diverse approaches to build their staff's skills. Moreover, one of the key goals of the pilot project is to test various mentorship and coaching approaches to ensure higher completion rates from all participants and cater for their technical challenges. As PDO working towards corporate digital strategy, the program is paving the way to build a robust training and competency framework, a task force capable of driving change and forward looking plans. With the successful results of the pilot, replication of the methodology and maturing the program is now being taken by PDO Information technology department to corporately build digital muscle within PDO value chain. As a result of participants' first pilot project and implementation posts evaluation assessment, the management endorsed the launch of cohort 2 for the program tackling a bigger number of staff and expanding the range of competencies to tackle in the areas of data science, machine learning and personal intelligence. One of the key learnings which was implemented in cohort 2, is building a comprehensive stakeholder map and alignment plans to ensure the right path of corporate scale beyond and benefit a bigger audience within the corporate. For example, multiple workshops and engagement sessions have been done with PDO Learning Academy and technical coaches in different departments to match the outcomes from cohort 2 and the aspiration of PDO building digital competency framework. In addition, PDO digital competency development program has aspired to build an ecosystem within the organization and in collaboration with external stakeholders like universities, e-learning platforms and technical partners to ensure sustainability of such initiatives and their scalability beyond PDO. The program sparked many conversations within the ecosystem to build collaborative teams and joint task force to investigate how we can build digital competencies for our staff and as well for startups to encourage growth from various aspects.
