In article, there are presented digital tools development results for geo-information support to seaports activity within Industry 4.0 period, when while climate change and covid-19 pandemic. In study, there are used methods of data bases constructing, web-technologies and virtual reality tools. Also, there are used Foresight technologies, theory of decision making under uncertainties and risk management. As digital tools, there is proposed to use digital online platforms, which integrate heterogeneous hardware and software resources with the use of web-technologies in distributed networks and wide application of cloud services. In study, there are used data bases and tools of geo-information digital online platform EOS, including its Land Viewer product. As study result, there is demonstrated usage of geo-information support system for Russian seaport Ust-Luga. The research results presented in this article has significant scientific novelty and can be useful for private investors, public environmental organizations of the civil sector and state environmental control bodies.

Current scientific and scholarly discourse on war, which represents the legitimate knowledge and theory on war today, has been narrowed to the topics and issues related to war doctrine and technology of war. It has become reserved for the privileged ?green collars?, highly skilled professionals and officers inside the military structure, which act in cooperation with the political and economic elites, forming the triumvirate of power in contemporary world. The opportunities for civil critique of military politics and strategies of wars have been decreased enormously, in spite of the fact that contemporary wars have spread deeply into the civil sector of society. By looking into the social context and political background of the knowledge reserved for the military experts, we can develop insights into the process of the ideological framing of wars today, marked by naturalization and purposeful interpretations of wars, as if they are fought in the name of democratization of global world. At the same time, the image of the importance of human factor in war has been decreased, as much as responsibility for causalities. Citizens have been pacified for the silent acceptance of military politics promoted in their countries.

The paper, based on the analysis of data from sociological surveys, deals with problems of interaction between local self-government bodies and non-commercial organization (NCO). The article states that the process of forming partnerships between local governments and NCOs is in the process of being institutionalized. The collaboration initiative is more in the hands of the non-profit sector. Despite the generally favorable NCO-climate in the Republic of Bashkortostan, the attitude of local governments towards the non-profit sector as an equal partner in solving social problems and working with the population is developing at a rather slow pace. An important direction is to increase public confidence in the NCO through the development of civil sector information system to provide the best information to society.

Purpose The purpose of this paper is to answer following question: what is the relationship between member activism performed through civil society organizations (CSOs) and individualized freelance activism (in form of online activism, everyday making, political consumerism or checkbook activism) independent of organizational framework? Is it a relationship of mutual competition or support? Design/methodology/approach Analysis is carried out on data from 2009 questionnaire-based survey on volunteering, representative for adult Czech population. The data set allowed the authors to relate member activism with freelance activism and in case of member activism distinguish the type of organization and the level of its professionalization. Findings Dominant pattern the authors identified in data is mutual support of both types of volunteering documented by significant overlap of these forms of public engagement. The most striking is the overlap for active members of new advocacy NGOs and the weakest for traditional clubs. Regression analysis shows that on an individual level “mixed activism” (compared with “pure freelance activism”) is linked with higher education and higher confidence in civic organizations. Originality/value The civil practice of individualized freelance activism was described and analysed by various authors as an activity of specific types of activist, but there has not yet been any research giving reflection on such a large scale of freelance activism types as in the analysis. The authors set them together in contrast to the member (collective, organized) form of civic activism and also took into account the influence of professionalization and type of CSOs.

C4ISR stands for Command, Control, Communications, Computers, Intelligence, Surveillance & Reconnaissance. C4ISR systems are primarily used by organizations in the defense sector. However, they are also increasingly being used by civil sector organizations such as railways, airports, oil, and gas exploration departments. The C4ISR system is a system of systems and it can also be termed as network of networks and works on similar principles as the Internet. Hence it is vulnerable to similar attacks called cyber attacks and warrants appropriate security measures to save it from these attacks or to recover if the attack succeeds. All of the measures put in place to achieve this are called cyber security of C4ISR systems. This chapter gives an overview of C4ISR systems focusing on the perspective of cyber security warranting information assurance.

AbstractDeveloping autonomous functions for complex systems leads to high demands on the consideration of dependencies to external actors in the usage phase. In Model-Based Systems Engineering (MBSE), this can be achieved by modelling operational aspects. Operational aspects are model elements and their relationships to each other. In this contribution, modelling of operational aspects with a MBSE-approach will be demonstrated exemplary on a case study related to the development of a yacht with an autonomous docking assistant. Currently modelling operational aspects is not common in the civil sector.

In many parts of Italy, particularly in the South, it has become ever more difficult to meet the water demand. The recent years of drought and the constant increase of water demand for the civil sector have made irrigation supply more problematic. Wastewater reuse could represent a viable solution to meet water demand. The focus of this paper is on the regulation problems, hampering the development of wastewater reuse for irrigation, and on the potentials for reuse, particularly in Southern Italy. Planned exploitation of municipal wastewater could help meeting the irrigation water demand particularly in Southern Italy, where farmers have been practising uncontrolled wastewater reuse for a long time. In Northern and Central Italy, where available water resources generally meet water needs for different purposes, wastewater reuse could play an important role in controlling the pollution of water bodies. Despite the fact that Italian legislation is extremely strict and outdated, for several years in some regions, such as Sicily, wastewater reuse systems have been in operation; furthermore, several projects of wastewater reuse are currently in progress.
