Introduction. Academic responsibility consists in the duty of higher education providers to their students. By implementing academic responsibility, these providers respond to the demands of their society. The purpose of this article is to explore and analyse: implementation of education and teaching; mentoring; service to the university; research, publication; community service and ch anges. Materials and Methods. A qualitative research approach, employing the case study method, was used. Data were obtained from in-depth interviews from lecturers and students, field observations, as well as collating and reviewing documents. Results. The results of the study show that, in the implementation of education and teaching, the planning stage refers to the process of drafting the semester lesson plan. Student-centred active and participatory learning models are maintained; in mentoring, the guiding process simultaneously combines academic guidance, career guidance and personal-social guidance. While service provision is prioritised as one of the important educational aspects, in the implementation of research, it improves the ability of lecturers to research; in publications, to meet writing standards, peer assessment standards and documentation standards; in community service, it consists at the level of how to devote the knowledge possessed by the academic community to the progress of society; in change leadership, it involves technology, structure and human resources. Discussion and Conclusion. There is a commitment to support the implementation of academic responsibility of higher education through engagement in teaching, mentoring, serving the university, discovering, publishing, truth-telling, serving the community and leading change. This academic process shows the value of commitment to a better quality of higher education.

Purpose – This paper aims to propose an energy efficiency plan (with technical and behavioural improvement measures) for a Portuguese higher education building – the Teaching Building of the Faculty of Economics of the University of Coimbra (FEUC). Design/methodology/approach – The study was developed in the context of both the “Green Campus – Challenge for Energy Efficiency in Higher Education” and the Energy for Sustainability Initiative of the University of Coimbra, Portugal. An energy audit was conducted based on the analysis of the energy consumption profiles. A monitoring campaign was carried out to measure and disaggregate the electricity consumption. The consumption of natural gas and water were also assessed. The building envelope and the heating and lighting systems were also evaluated. Some patterns of energy-environmental behaviours of the academic community were investigated through a Web-based survey. Findings – The energy efficiency plan contemplates short-term tangible/intangible actions. It also considers the investment and payback period of the tangible measures. The implementation of three improvement measures in the lighting system would lead to a consumption reduction of about 26,123 kWh/year, avoiding the emission of 3,704 KgCO2/year, for an initial cost of 9,920 (payback period of 3.7 years). Research limitations/implications – Results are restricted to the case study and there are limitations in their generalisation outside of their context. However, they show some broadly implications and trends that have relevance for the higher education sector. This paper highlights the importance of engaging students, faculty and technical staff for working together on the assessment of the energy efficiency of the buildings where they study and work. Social implications – The higher education sector holds important functions in educating the next generation of professionals for a sustainable culture. The categories of activities described in this paper are good examples of what can be done within the academic community for acting towards sustainability. The results also pointed out that making users aware of their energy consumption is a priority towards the energy efficiency in higher education buildings. Originality/value – Reductions on energy consumption are expected if the energy efficiency plan would be implemented. The results of the behavioural study were presented to the FEUC’s board of directors to be integrated in the “Good Practices Manual on Water and Energy Management”.

Higher education in Indonesia is faced with increasing international reputation. Rating issued by various international agencies suggested higher education in Indonesia to conduct various strategic initiatives to bring the institution into a World Class University. University of Indonesia and Bogor Agricultural University as the top universities in Indonesia enacted a series of Organizational Strategy and Program Strategies at various fields, including research toward a process of internationalization of higher education. A series of strategies were then examined using a qualitative research approach through a case study of the document search methods, interview and observation. Results from these studies indicate that the awareness of internationalization, international publications and funding as factors that need to be increased in developing areas of research at the University of Indonesia and Bogor Agricultural University. Based on the data analysis model developed Internationalization Strategy, University of Indonesia and Bogor Agricultural University conducted through six forms of support is the awareness, commitment, planning, operationalization, review and reinforcement in a sustainable manner.

Vol. 7 Núm. 1 (2019): Investigación y Pensamiento Críticoenero-abril 2017 The past decade of global development has witnessed extensive use of capacity diagnostics for improving the systems and skills needed for national, institutional and organizational development. Little of this experience, however, has been applied to higher education. This paper presents a model for adapting capacity diagnostics to creation of tools for (1) documenting existing resources in higher education institutions or academic areas, and (2) detailing perceptions in the labor market of current assets and gaps to facilitate better planning for and development of required curricular, research and personnel capacities. This model is illustrated with a case study from the Republic of Panama where a North-South research partnership between the National Secretariat for Science, Technology and Innovation (SENACYT) and Tulane University applied the diagnostic to an assessment of the country’s higher education and research in the social sciences. Findings suggest significant discrepancies between the present academic offer and the skills and knowledge required by the productive sector; they also highlight specific institutional and policy adjustments that would strengthen the university system overall and preparation in the social sciences at all levels. This paper refers to the Panama case in a broader discussion of how this research approach may be applied more broadly to inform policy for countries’ higher education systems, particularly in developing regions. As higher education becomes increasingly important for emerging economies’ competitiveness, potential for adoption of this model worldwide is considerable.

The impact of the last global economic crisis (2008) on the European economy put a strain on higher education (HE), yet it also pushed the sector towards intensive reforms and improvements. This paper focuses on the “Strategy for the Development of Higher Education in the Republic of Bulgaria 2014-2020”. With a case study methodology, we explore the strategic endeavours of the Bulgarian government to comply with the European directions and to secure sustainable growth for the HE sector. Our research question is ‘How capable is the Bulgarian HE Strategy to overcome the economic and systemic restraints of Bulgarian higher education?’. Because the development of strategies for HE within the EU is highly contextual, a single qualitative case study was chosen as the research approach. HE institutions are not ivory towers, but subjects to a variety of external and internal forces. Within the EU, this is obviated by the fact that Universities obtain their funds from institutions such as governments, students and their families, donors, as well as EU-level programmes. Therefore, to explore how these pressures interact to affect strategic action on national level, the case method is well suited as it enabled us to study the phenomena thoroughly and deeply. The paper suggests the actions proposed within the Strategy have the potential to overcome the delay, the regional isolation and the negative impact of the economic crisis on the country. Nevertheless, the key elements on which the success or failure of this Strategy hinges are the control mechanisms and the approach to implementation. Shortcomings in these two aspects of strategic actions in HE seem to mark the difference between gaining long-term benefits and merely saving face in front of international institutions.

Since the United Nations (UN) approved the Agenda 2030 for Sustainable Development in 2015, higher education institutions have increasingly demonstrated their commitment by supporting several initiatives. Although a great deal of progress has been made, there is still a lack of integrative approaches to truly implement Sustainable Development Goals (SDGs) in higher education. This paper presents a practical case that illustrates how to design and articulate SDGs within an institutional setting adopting a holistic approach: EHUagenda 2030 plan of the University of the Basque Country (UPV/EHU). It is based on empirical inquiry into global and holistic sustainable transformation and a real experience to move towards a verifiable and pragmatic contribution to sustainability. This plan describes the contribution to 12 of the 17 SDGs, along with three sectorial plans (Equality Campus, Inclusion Campus and Planet Campus), as well as the refocus of the UPV/EHU’s Educational Model and the panel of sustainable development indicators, which addresses the technical aspects of monitoring the SDGs. The methodology (mapping; mainstreaming; diagnosis and definition and, finally, estimation) is systematic and replicable in other universities yet to embark upon this integration. This case study makes a contribution towards the understanding of the complexity of the changes in Higher Education and the ways to approach it.

The formation and development of the university's personnel potential is one of the conditions for joining the project to support higher education organizations announced by the Ministry of Education and Science of the Russian Federation in June 2020. The project is called the Strategic Academic Leadership Program. The fulfillment of this condition cannot be carried out without overcoming the limitations and effective responses to the challenges that are associated with the academic profession. The article is a review. Its purpose is to study threats and barriers to the development of the university’s personnel potential. It is shown that as internal threats one should consider the high stressfulness of faculty activities, violation of their personal safety and low loyalty; the barrier is the vulnerability of the academic profession. The research focuses on the current staff of Russian universities. The main research methods are analysis and synthesis of relevant scientific periodical literature. The main result of the study is the position that the presence of threats and vulnerabilities in the academic profession entails consequences that have a devastating effect not only on the personality of the teacher, the university, the academic community, but also on the higher education system as a whole, catalyze the departure of teachers from the academic profession, and prevent the preservation of and the development of the university personnel potential, ensuring the competitiveness and attractiveness of the university.

El presente artículo tiene como propósito realizar un estudio sobre las percepciones en torno a una educación remota y a una educación híbrida en la educación superior.  El estudio de caso de un programa universitario de posgrado se articula con el enfoque de la investigación basada en el diseño para analizar percepciones sobre una educación remota en tiempos de pandemia e identificar factores claves de éxito para una nueva normalidad educativa a partir de los microciclos de la fase de implementación.  Entre los hallazgos, se reconoce que una educación remota respondió a la emergencia de la pandemia y se identificaron factores claves de éxito tales como la temporalización del proceso de enseñanza y aprendizaje, la docencia sincrónica, el diseño tecnopedagógico de los entornos virtuales de aprendizaje, y la transformación digital universitaria.  Estos resultados permiten resignificar el concepto tradicional de educación híbrida incorporando fortalezas de la educación remota, y reposicionándola como una modalidad de estudio estratégica para una nueva normalidad educativa que recupere progresivamente la presencialidad y expanda el aprendizaje de los estudiantes. La presente investigación contribuye a plantear pistas desde la educación híbrida hacia una renovada educación postpandemia. The purpose of this article is to lead a case study on perceptions around remote education and hybrid education in higher education.  The case study of a graduate university program is articulated by the design-based research approach for analyzing perceptions about remote education in the Covid-19 pandemic and to identify key success factors for new educational normality through the microcycle of análisis and exploration.  Among the findings, it is recognized that remote education responded to the emergency of the pandemic and identified key success factors such as teaching and learning timing, synchronous teaching, instructional design of virtual learning environments, and digital transformation in universities. These results allow us to re-signify the formal concept of blended learning including key strengths of remote learning and consider it as a strategic learning model for new higher education normality that will progressively recover face-to-face classrooms and expand students’ learning. This research contributes to raising clues from blended learning to renovate post-pandemic education

Community service (PKM) is an integral part of the Tri Dharma of Higher Education which in its implementation is inseparable from the other two dharmas, and involves all members of the academic community: lecturers, students, education staff and alumni. Through PKM the academic community can be present in the midst of the community.The location of Nurul Ihsan Foundation is sufficient to enter the village, so that not many people know of its existence. Even though the Foundation has been established since 1994. Besides educational activities (pesantren), Nurul Ihsan Orphanage also organizes skills training for foster children and the surrounding community to cultivate talents and provide them with certain skills for the future. The number of activities above, the need to continue to develop skills is a matter that has always been championed by the management of the Nurul Ihsan Orphanage Foundation and other institutions. To meet these needs, strategic marketing management counseling is carried out so that the name Nurul Ihsan Foundation is increasingly known to the wider community. It is hoped that more donors will continue to help fulfill the education of the students and orphans at the Nurul Iksan Foundation. One solution that resulted from this outreach was about marketing media and marketing personnel that must be owned by the Nurul Iksan Foundation. PKM with the title: "Counseling Strategic Marketing Management in the Development of the Nurul Iksan Foundation" in general went smoothly and impressively. The students and the foundation's management were very enthusiastic in listening to the explanation of the material provided. This is illustrated by the many questions raised and two-way discussions that occur. The enthusiasm continued when the session reviewed cases related to marketing media.Keywords: Marketting Management, Promotion Media ,Development.
