Vol. 7 Núm. 1 (2019): Investigación y Pensamiento Críticoenero-abril 2017 The past decade of global development has witnessed extensive use of capacity diagnostics for improving the systems and skills needed for national, institutional and organizational development. Little of this experience, however, has been applied to higher education. This paper presents a model for adapting capacity diagnostics to creation of tools for (1) documenting existing resources in higher education institutions or academic areas, and (2) detailing perceptions in the labor market of current assets and gaps to facilitate better planning for and development of required curricular, research and personnel capacities. This model is illustrated with a case study from the Republic of Panama where a North-South research partnership between the National Secretariat for Science, Technology and Innovation (SENACYT) and Tulane University applied the diagnostic to an assessment of the country’s higher education and research in the social sciences. Findings suggest significant discrepancies between the present academic offer and the skills and knowledge required by the productive sector; they also highlight specific institutional and policy adjustments that would strengthen the university system overall and preparation in the social sciences at all levels. This paper refers to the Panama case in a broader discussion of how this research approach may be applied more broadly to inform policy for countries’ higher education systems, particularly in developing regions. As higher education becomes increasingly important for emerging economies’ competitiveness, potential for adoption of this model worldwide is considerable.

The main reason for the failure of many knowledge management (KM) projects is the absence of a well-defined framework or strategy to guide KM implementation. This paper is an attempt to determine the planning needs of the KM deployment process and propose a framework that could be used specifically by the federal university libraries in Nigeria to guide the KM implementation process. Quantitative research approach was adopted in this study and the design was a descriptive survey. A total of 300 librarians responded to the survey that sought their opinions on the planning needs for KM implementation process. The survey instrument was a questionnaire, and it was used to collect data from the respondents. Data collected were analysed using mean, standard deviation, ranks and percentages obtained with the aid of the Statistical Package for the Social Sciences (SPSS). The results of the study revealed the planning needs for KM implementation as consisting of the goals which the university library intends to achieve through KM, the KM process, skills and tools required as well as the type of partnerships needed. Based on these needs, this study proposes a KM framework made up of strategies and tactical moves to guide the KM implementation process.

Few scholars would nowadays question the importance of the United States in the world of learning; but the process whereby that nation attained its present eminence still remains obscure. Among the cognoscenti, it is generally acknowledged that American scholarship had come of age by the early 1900s, whereas fifty years earlier there had been only a handful of American scholars and scientists of international repute, and the country's higher education lagged far behind its European counterpart. Yet despite the recent popularity of intellectual history and research in higher education, which has produced a veritable flood of publications touching on various aspects of this theme, the heart of the process—the emergence of the academic profession—is still inadequately documented and imperfectly understood.

The study aimed at investigating the challenges of undergraduate married female students in higher education of Afghanistan. It also explored whether the participants’ demographic variables such as class, age and residential areas had any effect on their responses. The study employed a quantitative research design. A survey questionnaire with 29 items was used to collect the data from 100 purposefully selected respondents at Takhar University. The population of the study was undergraduate married female students who were majoring in different fields at Takhar University. 117 copies of questionnaires were administered to the respondents and only 100 useable ones were returned to the researchers. Statistical Package for Social Sciences (SPSS version 25.0) was used in analyzing the data. The study found that Afghan married female students faced different problems during their studies at the university and the challenges had a significant effect on them. It also revealed that there were statistically significant differences in the responses of the students by their class, age and residential areas. The study suggests that educational leaders should develop counselling programs at the universities to tackle the challenges of married female students and involve various stakeholders to improve their achievement.

The huge development in the websites and continuous exchange of the information led to more consideration of the websites accessibility. There are many accessibility-based on studies conducted throughout the world. However, the existing literature lacks a study on the assessment of accessibility to the Iraqi universities websites. Accordingly, this study measured the accessibility to websites of 36 Iraqi public universities listed in the official webpage of the Iraqi Ministry of Higher Education. Furthermore, it explored the relationships among three free web accessibility tools, namely Web Accessibility Versatile Evaluator, EIII Page Checker and Access Monitor, to test their agreement in terms of the accessibility results. These three free tools were used to evaluate the accessibility of the Iraqi universities websites. Statistical Package for the Social Sciences was used to analyze the results. The results of the three tools showed that the issue of accessibility is ignored by the webmasters of websites under the study. Introduction. Academic responsibility consists in the duty of higher education providers to their students. By implementing academic responsibility, these providers respond to the demands of their society. The purpose of this article is to explore and analyse: implementation of education and teaching; mentoring; service to the university; research, publication; community service and ch anges. Materials and Methods. A qualitative research approach, employing the case study method, was used. Data were obtained from in-depth interviews from lecturers and students, field observations, as well as collating and reviewing documents. Results. The results of the study show that, in the implementation of education and teaching, the planning stage refers to the process of drafting the semester lesson plan. Student-centred active and participatory learning models are maintained; in mentoring, the guiding process simultaneously combines academic guidance, career guidance and personal-social guidance. While service provision is prioritised as one of the important educational aspects, in the implementation of research, it improves the ability of lecturers to research; in publications, to meet writing standards, peer assessment standards and documentation standards; in community service, it consists at the level of how to devote the knowledge possessed by the academic community to the progress of society; in change leadership, it involves technology, structure and human resources. Discussion and Conclusion. There is a commitment to support the implementation of academic responsibility of higher education through engagement in teaching, mentoring, serving the university, discovering, publishing, truth-telling, serving the community and leading change. This academic process shows the value of commitment to a better quality of higher education.

There is increasing interest in hermeneutics as a research approach in the field of information systems. However, the problem facing researchers is that there is a paucity of information on the application of hermeneutics for empirical research in the social sciences; indeed, there is very little guidance on what exactly constitutes a hermeneutic method for the investigation of social phenomena. In order to address this problem, this paper provides an overview of concepts and principles from the related philosophies of phenomenology and hermeneutics; it then illustrates their application in an interpretive case study on the information systems development process. The insights obtained from the application of the hermeneutic method outlined in this paper have helped realize the study's objective of illustrating the link between phenomenological hermeneutics and the conduct of interpretive research.

Higher education in Indonesia is faced with increasing international reputation. Rating issued by various international agencies suggested higher education in Indonesia to conduct various strategic initiatives to bring the institution into a World Class University. University of Indonesia and Bogor Agricultural University as the top universities in Indonesia enacted a series of Organizational Strategy and Program Strategies at various fields, including research toward a process of internationalization of higher education. A series of strategies were then examined using a qualitative research approach through a case study of the document search methods, interview and observation. Results from these studies indicate that the awareness of internationalization, international publications and funding as factors that need to be increased in developing areas of research at the University of Indonesia and Bogor Agricultural University. Based on the data analysis model developed Internationalization Strategy, University of Indonesia and Bogor Agricultural University conducted through six forms of support is the awareness, commitment, planning, operationalization, review and reinforcement in a sustainable manner.

The core argument is that social science must re-examine its mission and praxis in order to be a significant player in future higher education. This article reviews the results and prospects arising from a four-year international project. Originating in Greenwood and Levin's concern about the social sciences, the project, funded by the Ford Foundation, was organised as an action research network of social scientists. Meeting several times over four years, the assembled group of scholars shifted focus from the future of the social sciences to broader questions of the future of higher education as a whole and the possible role of the social sciences. Four issues emerged as vital future challenges:• Collective denial among academics that knowledge production (research and teaching) is a collaborative effort and that individual academics depend on and are responsible for contributing to the health of the academic collectivity.• Academic freedom, conceived as an individual right is under siege and will have to be reconstructed to include both individual rights and collective and institutional responsibilities and rights in higher education.• An appreciation of the multiplicity of teaching, research and organisational factors that interact to constitute healthy universities is lacking in most quarters.• Technologies of accountability now drive the development of higher education towards a focus on an artificially narrow metrics of knowledge-generation and away from inquiry into what constitutes relevant and sustainable knowledge-generation practices.
