Introduction. The work studies the system of county administration on the territory of the Komi Region at the end of the XVII – first half of the XVIII century. This period was characterized by significant transformations based on changing the system of public administration from voivodeship- clerical into collegiate. It was actively implemented in the highest and central authorities, not only changing the document management system, but also forming a new state apparatus. The situation was different in the county voivodeship offices, such as, the voivodeship office in Komi Region. Materials and Methods. The main research methods were system-structural, historical, formal-legal, etc., which became basic in the analysis of published and unpublished documents. Results and Discussion. As shown by the study of published and unpublished documents on the territory of the Komi Region (Yarensky uyezd), populated with black-collar and later state peasantry, there was no transition from the voivodeship – clerical to the collegiate system of management and office management at the time under study. The collegiate model of public administration, formulated in the new administrative legislation, could not displace the Voivodeship model. The clerical system evolved according to its own laws and demonstrated viability, and the collegiate system was forced to adapt to the requirements of the reforming tsar. This was especially evident when the county office carried out the document management. Conclusion. Carrying out the reforms of the beginning of the XVIII century, the authorities on the county level could not organize the transformation of the clerical service and management and was not ready for changes. As a result, the clerical office work was maintained along with the collegiate one. Collegiate office work was actively introduced and developed in the central office. On the ground, for example, the Yarensky uyezd, clerical office work continued to be preserved, and collegiate one became dominant only by the middle of the XVIII century.

The article is devoted to the introduction of electronic document management technologies in public administration. Peculiarities of introduction of electronic document management system in public authorities are analyzed. Regulations on electronic document management in public administration are studied in detail. The main problems faced by organizations during the introduction of electronic document management are summarized. The main advantages and disadvantages of the organization of electronic document management in public administration bodies are systematized. The following advantages of electronic document management technologies are revealed: integrated approach to electronic document management planning, saving time and resources, creating a single information space, facilitating document management, the effect of long-term use and successful implementation of electronic document management system, which helps managers and employees work more productively. Innovative technologies for the development of electronic document management in public administration are analyzed. The efficiency of management mechanisms in public authorities is substantiated, taking into account a set of external and internal factors of influence, development trends in a competitive environment and the need to organize the rationality and quality of the process of implementing electronic document management. The main purpose of the introduction of electronic document management technologies in public administration is to rid public authorities of the routine, clumsy, bureaucratic machine of traditional office work.

Artykuł powstał w oparciu o badania przeprowadzone w ramach realizacji projektu „Biurowość w czasach pandemii. Wpływ epidemii COVID-19 na informatyzację biurowości w administracji publicznej”, a jego głównym celem było określenie roli i znaczenia wykorzystania systemu EZD w okresie epidemii COVID-19 w jednostkach administracji samorządowej i rządowej w terenie. Na artykuł złożyły się – oprócz wprowadzenia i podsumowania – następujące części: System elektronicznego zarządzania dokumentacją (gdzie nakreślono w zarysie historię i prawne ramy wykorzystania systemów EZD w polskiej administracji), O badaniu (zawierającej opis poszczególnych etapów realizacji wspomnianego powyżej projektu badawczego i zgromadzonych danych), System EZD w badanych jednostkach – uwagi ogólne (w tej części omówiono proces wdrażania i wybrane aspekty użytkowania systemu EZD w jednostkach objętych badaniem), Organizacja pracy w czasie pandemii COVID-19 (przedstawienie praktycznych aspektów funkcjonowania urzędów w nowej, zmienionej pandemicznymi obostrzeniami rzeczywistości), System EZD w czasie pandemii (określenie roli systemu EZD w czasie epidemii koronawirusa SARS-CoV-2), Przygotowanie techniczne (ocena przygotowania technicznego oraz przybliżenie poczynionych inwestycji w sprzęt informatyczny niezbędny do pracy biurowej) oraz Przygotowanie merytoryczne (w tej części przedstawiono zapotrzebowanie urzędników na formy doszkalające). Office practices in times of pandemic. EDM system during COVID-19 outbreak in local and central government units in the field The article is based on research conducted under the project „Office practices in times of pandemic. The impact of the COVID-19 epidemic on digitization of office work in public administration”, and its main objective was to determine the role and importance of the use of EDM system during the COVID-19 outbreak in local and central government administration units in the field. The article comprises – besides the introduction and summary – the following parts: Electronic Document Management System (where the history and legal framework of the use of EDM systems in Polish administration is outlined), About the study (describing the different stages of the above mentioned research project implementation and the collected data), EDM system in the surveyed units – general observations (this part discusses the implementation process and selected aspects of the use of the EDM system in the surveyed units), Organization of work during the COVID-19 pandemic (presentation of practical aspects of operation of the units in the new reality, changed by the pandemic strictures), EDM system during the pandemic (definition of the role of the EDM system during the SARS-CoV-2 coronavirus epidemic), Technical preparation (assessment of technical preparation and approximation of the investments made in IT equipment necessary for office work), and Substantive preparation (this section presents the needs of officials for additional training).

The article considers the peculiarities of the development of the automated court document management system in Ukraine. The author points out that the development of the studied phenomenon has passed a rather short way, which can be divided into several stages that led to it: 1) the stage of formation and development of technical progress in the Ukrainian state (1996–2001) – recognition of information security and information security the most important function of the state; 2) stage of active normative-legal development (2001–2009) – adoption of the basic normative-legal acts of Ukraine, introduction of the automated system of document circulation in administrative courts; 3) the stage of general digitalization of society (2009 – present) – the active use of the automated document management system of the court, the establishment of criminal protection. Attention is drawn to the fact that the development of an automated court document management system has become one of the ways to improve the process of informatization and computerization of office work in the country, confirming the rapid evolution of technical progress. Today, this system provides an opportunity not only to speed up the process, but also allows quick access to the necessary documents that are freely available via the Internet (an example is the Unified Register of pre-trial decisions, etc.). However, the simplification of information interaction has led to a number of situations that threaten the criminal law and criminological security of Ukraine, in connection with which in 2009 a decision was made to criminalize illegal interference in the automated document management system of the court. It turns out that the main purpose of creating an information protection system is, first of all, the implementation of an action plan to ensure national security. The protection of information belonging to the judiciary is no less important and can be considered as one of the areas of protection of our state. The popularization of the term «information security» began with the development of the media, the transition to document automation in Ukraine and general digitalization.

Digital technologies used for document management (especially in large enterprises) have changed the basic principles of office work. Optimization of internal processes helps to improve the efficiency of decision-making, including strategic ones. The widespread adoption of digital technologies in recent decades has led to a rapid increase in the volume of information and has actualized the task of digitally transforming existing business models in enterprises. The previously used principles of automating business processes are outdated. Currently, large enterprises are rethinking existing approaches to the organization of both external and internal processes, and a deep reorganization is being carried out, based on the reengineering of existing information systems. In the article, the authors consider issues related to the reengineering of the electronic document management system for Lukoil-Nizhnevolzhskneft LLC.

Currently, an electronic document management system has been widely implemented in the practice of tax authorities, which allows you to reduce time and labor costs for processing and preparing documents; to provide operational services to the population; to ensure the availability and openness of information to the public about the activities of tax authorities, as well as services provided by tax authorities; to reduce the cost of interaction between the population and tax authorities. However, despite the automation of office work, a number of unresolved problems remains in the field of document management of tax authorities.The relevance of this study is that the main problems of the tax authorities are a large number of routine manual operations performed by employees, as well as a large volume of incoming documents that are received by the tax authorities. The creation of documents, as well as their storage, transmission and search for such documents require significant labor, time and financial costs. That is why recently tax inspections have been working on a comprehensive automation of the inspection’s activities by introducing a system for processing and accounting documents, which will allow you after a while to abandon documents and information presented on paper.The study analyses the electronic document management systems used in the practice of public administration, describes the advantages and disadvantages of each system. The paper also analyses the features of the document management process in the tax authorities. Based on the conducted research, the authors propose the introduction of a modern domestic system built on the “Logic of SED”-platform. This system is aimed at improving the efficiency of work in various areas of joint activity of employees of the organization in terms of automation of project document flow and the possibility of collective work.

This article considers the features of electronic document management at retail trade enterprises of the FMCG-segment. The paper observes the types of document flow at chain companies and examines the process of implementation of electronic document management system. The notions of “electronic document management” and “electronic data interchange” are also distinguished in the article.The paper explores positive changes caused by the introduction of electronic document management and the complexity of its implementation. The study reveals that in the Russian Federation the process of mass introduction of electronic document management in the chain retail companies of the FMCG segment has been ongoing for about ten years, though has reached the highest level of its activity in the last two years. At present day, the major part of chain retail companies in the FMCG-segment has already started to actively work with the Electronic Data Interchange system. Moreover, in recent years the number of partner-enterprises that join this system has been steadily increasing.The results of the study show that introduction of electronic document management in chain companies of the FMCG-segment allows to reduce the time spent for processing documents and to track all stages of the core business processes more effectively. It also ensures information security, improves staff discipline and the quality of service, which in its turn significantly improves management efficiency of the company in general.

The article emphasizes that modern governments, working in unique socio-economic, historical and cultural conditions, must take into account global trends, as well as the growth of citizens’ expectations associated with the rapid development of information technologies and other factors. In such circumstances, special attention is paid to the effectiveness of public administration. The article discusses some of the significant factors impacting the effectiveness of public administration, such as the professionalization of the state apparatus, the legibility of the institutional framework, the optimization of information flows and corporate culture. In accordance with this, on the basis of work experience in the public administration system and analysis of civil service reforms in the countries of the region, the main challenges and possible solutions are shown. In the professionalization of the state apparatus, the importance of the merit principles in the selection and promotion stages of personnel through the empowerment of human resource (HR) management services, the integrity of tools and approaches at all stages of selection process, and the responsibility of the selection board are noted. The author focuses on the need to ensure a balance of powers, responsibility and resources, delimitation of powers between political and administrative civil servants, optimization of information flows. Particular importance is paid to corporate culture, which is one of the main factors affecting the efficiency of the state apparatus. It is noted that central values of corporate culture and leadership in state bodies of the countries of our region, along with generally accepted in the modern leadership theory, should be respect for the dignity, work and time of employees.

Values guide actions and judgements, form the basis of attitudinal and behavioral processes, and have an impact on leaders’ decision-making, contributing to more sustainable performance. Through a bibliometric study and content analysis, 2038 articles were selected from Scopus, from the period 1994–2021, presenting global research tendencies on the subject of values, public administration, and sustainability. The results indicate that Sustainability is the most productive journal, the main research category is in social sciences, the most productive institution is the University of Queensland, the location with the most publications and research collaborations is the USA, and the authors with the greatest number of articles are Chung, from Chung-Ang University; García-Sánchez, from the University of Salamanca; and Pérez, from the University of Cantabria. Analysis of keywords shows that the most relevant are “sustainability”, “CSR”, “sustainable development”, “innovation”, and “leadership”. Time analysis of keywords reveals a tendency for lines of research in the social and work area. The results also provide data about the framing of studies in sustainability pillars and the types of values referred to and indicate the main areas of public administration studied. Finally, a future research agenda is proposed.
