The study's purpose was to develop an approach to the empirical assessment of the impact on the quality of HC to the developing economy during the economic crisis on the example of Azerbaijan. To obtain quantitative assessments of the qualitative characteristics of human capital development, the questionnaire method has been used. Based on a survey of 7232 people (which has been carrying out for July-September 2017-2020 in the context of the economic regions of Azerbaijan) and the main components' method, the factors of the qualitative characteristics of the development of the HC was determined. Using the method of linear regression modeling, the fact statistically more level significant influence on the level of economic development of the country of qualitative indicators of the development of the HC has been determined than quantitative indicators during the economic crisis. An integral model of an empirical assessment of HC's qualitative development has been developed

Studies of factors of sustainable economic development in modern conditions are highly relevant for Russia due to the constant increase and tightening of sanctions restrictions. They have a negative impact on the introduction of innovative developments and economic growth, and reduce the competitiveness of Russian enterprises and their products on world markets. Human capital can become one of the key factors for countering sanctions restrictions, improving the efficiency of economic development and gaining additional competitive advantages for domestic enterprises and the economy as a whole. Assessing the impact of human capital on the sustainable development of the economy is difficult, since it is one of the specific forms of capital. When making appropriate measurements, economic scientists rely on a number of developed theoretical methods and practical tools that support them, which allow us to obtain fairly accurate values of the human capital development index (HDI) based on statistical data. First of all, this is the current UN methodology for calculating the HDI indicator, as well as modern software systems OriginPro-8.6 and Eviews-10.0, which have sufficiently advanced functionality for performing calculations. Russia today has all the necessary prerequisites and opportunities for progressive social and economic development. However, the formation of econometric models will help to timely determine the current and forecast values of the level of human capital development for individual enterprises, industries, and the country’s economy as a whole. This paper shows the practical application of the econometric tools of all the above approaches to obtain the calculated values of the HDI indicator for different time periods and different scenarios for the development of the Russian economy. The results obtained confirmed the high practical significance of the tools used and the acceptable accuracy of the calculations. However, the current and forecast values of the level of human capital development alone will not be able to ensure the effective development of the Russian economy. On the contrary, the effective use of human capital in the implementation of import substitution strategies and national projects will allow our country to become one of the world’s leading economic development countries.

The study is aimed at analyzing how to live a healthy life in the Covid-19 and economics related to Islam and theory H. Health can have an effect on one's economy, as growth in economic development will improve with good quality of life. The approach used in this research is the research of the library through researching, analyzing and reading the literature on how to lead a healthy life in Islam which is linked to Covid 19 and the economy. The results of the analysis show that on the importance of maintaining hygiene in everyday life , health and Islam have the same view. The economic crisis is the impact of Covid-19 to get a new normal life.

Introduction. No standard methodological approach has yet been developed for an objective assessment of the value of the human resource from the position of its effect on the results of the related industry. Food industry is a strategically important branch of the National Economy. It has its specific requirements for labor resources, which can be used as indicators of their effective use in the production process. The on-going transformation of the food industry structure requires customization of such indicators. The present research objective was to form a group of indicators to assess the efficiency of the use of human capital in food industry. Study objects and methods. Food industry ensures domestic food security and provides the rational use of all resources in the production process. The research featured indicators of human capital assessment adopted in international financial reporting, as well as methods of statistical and mathematical data analysis. Results and discussion. The present article introduces a new methodological approach to determine the impact of human capital on the socio-economic efficiency of a food industry enterprise. The calculation of the integrated human capital index was based on statistical indicators of demand and the intellectual component in the industry, e.g. indices of employment, education, and industrial production. According to the proposed approach, the indicative function was performed by an integrated indicator of socio-economic development, which included indices reduced to a comparable form. The indices reflected the ecological, economic, and social efficiency of food production. The method was tested at a local cereal-producing company. An average increase in costs for the development of human capital by 1% increased the indicators of the socio-economic development from 4 to 5%. The objectivity of the assessment depended on the provision of a given level of human capital development and the choice of target criteria for the development of the food industry. Conclusion. The proposed method can facilitate labor management decisions in food industry. The list of indicators can be expanded in accordance with the objectives and installations of scientific research.

Purpose. The aim of the article is to research of methodical bases of formation and develop of qualitative characteristics of human capital in Ukraine and influence of investments on this process. Methodology of research. The theoretical and methodological basis of the study is the fundamental provisions of modern economic theory, scientific works of scientists. The following methods were used in the process of research, in particular: analysis and synthesis – to study the object and subject of research; abstract and logical – for theoretical generalizations and formulation of conclusions; constructive and experimental – to form a solution with the help of analytical software; tabular – for a visual representation of the dynamics of investing in human capital. Findings. The main problems and prospects of human capital development are substantiated, the properties inherent in this economic category are determined. The reasons for inefficient reproduction of human capital in Ukraine are identified; the lack of an effective market mechanism in terms of human training is established. It is determined that the surplus of previously prestigious specialists can further create conditions for problems with their employment. It was investigated that there are problems with employment of graduates of higher education institutions in specialties related to economic orientation and law. Originality. According to the results of the study, it is substantiated that human capital plays an important role in ensuring the effective functioning of the country's economic system. This made it possible to analyse and clarify the importance of the qualitative characteristics of human capital and the impact of investment in human capital as a factor in increasing the competitive advantage of the economy. Practical value. The scientific substantiation of theoretical positions and practical measures on maintenance of the mechanism of the state regulation of reproduction of human capital according to transformational changes which can be used at development of projects of economic and social development of Ukraine is offered. The article summarizes the views economists on the role of education in the economic development of society. The proven leading role of education in the identification of society as a whole and of each individual is revealed specific historical conditions of development. In particular, the classics of economics emphasize that a person's income depends on his craft and qualifications. Ukrainian scholars have largely linked the country's economic development to the level of education its managers. The causal relationships between education and socio-economic development at the individual and social levels in the works of A. Marshall and G. Becker are analyzed. The influence education on economic development at the macro level in the scientific works scientists of the ХХ century is studied. The role of education in the transformation of scientific knowledge into technology is considered. The place and role education in the formation, reproduction and development of human capital are substantiated. Preservation and development of the knowledge base is possible only with a high level of education of the workforce and quality training, which is closely linked to the growth of investment in this area of the economy. Investments in education give the highest economic return and they also have great social significance for human development. The peculiarities of the impact investments in education and their economic efficiency are considered, including the growth of human capital and increase of labor productivity, increase of innovative opportunities of the economy, acceleration of knowledge transfer. Structural changes, economic growth, raising living standards largely depend on the level of education and quality of human capital. A country that is unable to use the potential of education and ensure the quality of population development will be at the bottom of global economic development. Today knowledge has become an independent factor of production, such as land, capital and labor. Without a society with a high level of education and intelligence, there can be no question of building a «new economy».

We study the impact of Russian regional governors’ rotation and their affiliation with private sector firms for the quality of investment climate in Russian regions. A theoretical model presented in the paper predicts that these factors taken together improve “endogenous” property rights under authoritarian regimes. This conclusion is confirmed empirically by using Russian regional data for 2002—2010; early in that period gubernatorial elections had been canceled and replaced by federal government’s appointments. This is an indication that under certain conditions government rotation is beneficial for economic development even when democracy is suppressed.

Subject. This article deals with the issues of determining the level of financial literacy of the population of the Tyva Republic. Objectives. The article aims to analyze the level of financial literacy of the population of the Tyva Republic and identify factors that cause the financial illiteracy rates. Methods. For the study, we used a questionnaire method within a sociological survey. Results. The article presents results of the sociological survey of respondents and highlights the main reasons for the financial illiteracy of the majority of the population of the Tyva Republic. Conclusions. The results obtained can be taken into account when developing the area's socio-economic development programmes improving the quality of life of the population.

The paper examines the economic linkages between the post-Soviet states from the point of view of the financial and economic crisis of 2008–2009. It aims to find out whether the interdependence between the countries of the former Soviet Union is still large enough that crises in individual countries affect the economic development in the neighboring states, and assesses the impact of the crisis itself on the linkages between the former Soviet republics. The evidence is mixed: while some channels of interdependence deteriorated over the last decade, others became more important, and some were even strengthened by the crisis itself.
