Freund Vilmos (1846 –1920), Gottfried Semper tanítványa a dualizmus korabeli Budapest egyik igen termékeny építőművésze volt. Több mint félszáz épületet alkotott a fővárosban. Főleg olasz neoreneszánsz stílusban tervezte meg épületeit. 1900 után már szinte egyáltalán nem alkotott építészként. Építészi tapasztalata megszerzését követően, 1891 körül egyre aktívabb szakmapolitikai tevékenységbe kezdett. Tanulmányunk ismerteti a Fővárosi Középítési Bizottmány szerepét, majd Freund itt végzett munkáját mutatja be, beszédeinek nagyrészt az egykorú Fővárosi Közlönyben megjelent szó szerinti rögzítése alapján. Először a gyakor lati, technológiai ügyek terén tett felszólalásait ismertetjük. Itt többek között kiviláglik Freund útburkolatokkal kapcsolatos komoly tudása, és az, hogy figyelemmel kísérte azon útvonalak állapotát, ahol általa tervezett paloták álltak. Ezt követik a más építészek plánumaival és épületeivel kapcsolatos megszólalásai. A vele egykorú vagy nála fiatalabb alkotók műveivel kapcsolatos javaslatait, illetve véleményét ismerhetjük meg. Végül pedig a „legizgalmasabb” témát, a városrendezés terén elhangzott hozzászólásait tárgyaljuk. Meglepő, hogy néhány, városképileg igen meghatározó épület létrejöttében vagy megépült formájuknak kialakításában is szerepe volt. Például az új tőzsdepalota kezdeményezését és Szabadság térre helyezését két másik építész (Hauszmann Alajos és Quittner Zsigmond) mellett ő kezdeményezte. A piaristák Duna-korzón álló épületének megjelenésére is hatással volt. Freund az igen jelentős építészeti életművén kívül a szakmapolitikai tevékenységével is figyelemre méltót alkotott Budapesten.Vilmos Freund (1846–1920) was a prominent Hungarian architect who lived during the period of the Austro-Hungarian Empire. He was a student of Gottfried Semper. The majority of the buildings by Freund were built in Budapest. His most preferred style was the Italian Neo-Renaissance. From about 1891 he had an architectural political carrier too. After 1900 he radically reduced the number of his designing work. This study is written about his work in the Metropolitan Commission of Public Architecture (Fővárosi Középítési Bizottmány). His speeches in this commission survived until today as word-by-word recordings published in the old bulletins. The first chapter deals with his speeches in relation to practical, technological affairs for example the paving of the roads of Budapest. He reported his opinion of the designs by other architects, this is the topic of the second chapter. Finally, we can read about his speeches about the great city planning actions. It is interesting that several buildings of Budapest were constructed because he and a few of his colleges initiated them.

Showing how ‘modernist cosmopolitanism’ coexisted with an anti-cosmopolitan municipal control this essay looks at the way utopian ideals about breeding better humans entered into new town and city planning in the early twentieth century. An experiment in eugenic garden city planning which took place in Strasbourg, France, in the 1920s provided a model for modern planning that was keenly observed by the international eugenics movement as well as city planners. The comparative approach taken in this essay shows that while core beliefs about degeneration and the importance of eugenics to improve the national ‘body’ were often transnational and cosmopolitan, attempts to implement eugenic beliefs on a practical level were shaped by national and regional circumstances that were on many levels anti-cosmopolitan. As a way of assuaging the tensions between the local and the global, as well as the traditional with the modern, this unique and now forgotten experiment in eugenic city planning aimed to show that both preservation and progress could succeed at the same time.

The aim of the publication is to determine the prerequisites of and to elaborate on the foundations of the Exclusion Zone reintegration in order to address the issue of rational development of urban-planning documentation complex regarding the legitimacy of said territory exploitation. It is established that for the implementation of the «Radioactive waste management strategy» the production complex «Vector» is being constructed on the Exclusion Zone territory; a powerful park of renewable energy generation is being created to implement the «Chornobyl - a Territory of Change» strategy; a Chornobyl Radiation-Ecological Biosphere Reserve was established to support and increase the barrier function of the zone; in order to promote the Safe Chornobyl brand-name, the tourist traffic is being increased and the conditions for the visitors are improving. In the absence of developed and approved city planning documentation, the listed above causes the problem of legitimacy and rationality of the exclusion zone territory use. The paper for the first time raises the question of the need to elaborate the concept of functional planning of the Chornobyl NPP exclusion zone territory and the development of the design-planning complex (urban planning documentation): from the territory.

Subject. The article updates the scientific view of the environmental protection greening and the special land use regime as a special city planning means of passive sanitary protection of people from the adverse aerial and technological impact and the recovery of the environment we live in. Objectives. I identify the specifics of designing and efficient operation of environmental protection greening as an inseparable part of the urban ecosystem. The article justifies the technique for strategic positioning of respective infrastructure projects in order to ensure the protective effect. Methods. The study relies upon general methods of analysis, systematization of existing viewpoints and published findings, graphic and logic analysis, matrix-based tools to choose an administrative strategy. Results. I analyzed the air-holding capacity of economic activity in regions and the outcome of air quality monitoring as a risk factor for public health. The article pinpoints operational difficulties in the environmental protection greening facilities and strategic approaches to addressing the issues in order to improve the environmental security of industrial zones. I determine new aspects of public relations and groups of criteria to assess the effectiveness of green infrastructure projects. The article provides the rationale for fiscal incentives for investors and public-private partnership of stakeholders. Conclusions and Relevance. Considering national projects, such as Ecology, Demography, Convenient Urban Environment, I emphasize the relevance of recovering and rehabilitating obsolete environmental protection greening facilities situated in industrial zones of industrially developed cities. Green projects should indeed comply with a set of progressive results of fundamental studies carried in various scientific areas. There should be fiscal incentives in terms of taxes and depreciation on special assets as the basis for the private-municipal partnership in green assets management in order to enhance the environmental security of industrial zones.

The authors set out the basics of urban planning policy and represent the capabilities of modern information and communication tools for an integrated way of fixing the material and intangible world for urban planning purposes in the living environment (material and spatial environment). Namely, the possibilities of communication in the field of urban planning development carried out in the context of many circumstances cover federal, regional, municipal and corporate levels of management, while taking into account political, economic, social and technological relevant factors, as well as historical and national special aspects and urban planning typology of territories. The authors describe the operation of the developed computer program Decision Support Solutions (DSS) for evaluating decision options by interested participants in urban planning activities for various urban planning types of territories. The relevance of the article is driven by the need for practical use and legalization of the presented communicative interaction. This will facilitate the identification and solution of conflicts at the pre-project stage of urban planning, as should help to consider the requirements of consumers and their support for ongoing decisions and actions of public authorities at all levels.
