The aim of this article was to analyze the factors that influenced the creation and subsequent activity of the Civic Platform Spokesperson Team in the years 2006–2007. The subject of research was also the genesis of the institution of the Shadow Cabinet and presentation of circumstances surrounding the creation of the Civic Platform. The author's research intention was also to provide answers to the following questions: did the Team of Spokespersons contribute to an increase in public support for Civic Platform in the early parliamentary elections of 2007; did the activity of the Civic Platform's Shadow Cabinet improve the organisation of the political party's communication activities with its external environment, and did it lead to an increase in its advantage over its competitors?

Problematyka kreacji instytucjonalnych elit władzy jest zagadnieniem, które absorbowało i nadal absorbuje przedstawicieli nauk społecznych. Procesy rekrutacji i selekcji, zdobywania poparcia społecznego i oddolnej legitymacji zdają się interesować nie tylko świat ludzi nauki, praktyków sfery politycznej, lecz także obywateli — wyborców. W niniejszym artykule podjęto próbę udzielenia odpowiedzi na pytania dotyczące udziału radnych sejmików województw wybranych w 2014 r. w wyborach parlamentarnych kolejnego roku. Zastanawiano się nad kwestią samej skali aktywności radnych, problemami ich związania lub nie z poszczególnym blokiem politycznym i z określonym terytorium, wreszcie analizie poddano zmiany dotyczące uzyskanego przez nich poparcia wyborczego. “Winners” and “losers.” Analysis of changes in the support received by provincial assembly councillors running for parliamentThe issues of the creation of institutional elites of the authorities constitute a problem that absorbs representatives of social sciences to this day. The processes of recruitment and selection, gaining social support and bottom-up legitimization seem to absorb not only the world of academics and practitioners of the political sphere but also citizens-electors. In this paper, an attempt has been made to give answers to questions concerning the participation of provincial assembly councillors elected in 2014 in the parliamentary elections held the following year. The issue of the scale of councillors’ activity, problems of their connection or its lack with a specific political bloc and specific territory have been considered, while the rest of the analysis refers to changes regarding the electoral support they gained.

This essay theorizes how the enforcement of universal norms contributes to the solidification of sovereign rule. It does so by analyzing John Locke’s argument for the founding of the commonwealth as it emerges from his notion of universal crime in the Second Treatise of Government. Previous studies of punishment in the state of nature have not accounted for Locke’s notion of universal crime which pivots on the role of mankind as the subject of natural law. I argue that the dilemmas specific to enforcing the natural law against “trespasses against the whole species” drive the founding of sovereign government. Reconstructing Locke’s argument on private property in light of universal criminality, the essay shows how the introduction of money in the state of nature destabilizes the normative relationship between the self and humanity. Accordingly, the failures of enforcing the natural law require the partitioning of mankind into separate peoples under distinct sovereign governments. This analysis theorizes the creation of sovereign rule as part of the political productivity of Locke’s notion of universal crime and reflects on an explicitly political, rather than normative, theory of “humanity.”

Pastaraisiais metais Lietuvoje vis labiau diskutuojama dėl politinėms partijoms skiriamų valstybės biu­džeto lėšų, jų didinimo, kontroliavimo ar... areštavimo. Politinės partijos yra tas subjektas, kuris atlieka mediaciją tarp valstybės ir visuomenės. Valstybė yra tuo suinteresuota, todėl skiria joms tam tikrą finan­sinę paramą, tarsi laikydamasi romėniškos maksimos do ut des. Korupcinių grėsmių požiūriu valstybės biudžeto lėšos yra patikimiausias politinių partijų finansavimo šaltinis, tačiau čia taip pat slypi pavojus, jog politinės partijos praras savo prigimtį ir taps kvazivalstybinėmis organizacijomis, atitrūkusiomis nuo visuomenės grupių ir jų „natūralaus“ suinteresuotumo finansiškai paremti joms priimtinas politines pro­gramas ir jų įgyvendintojus. Turint tai omenyje, šiame straipsnyje analizuojami Lietuvos politinių partijų finansavimo iš valstybės biu­džeto būdai ir formos. Remiantis kitų Europos valstybių patirtimi, atskleidžiami diskutuotini pasirinkto valstybinio politinių partijų finansavimo modelio aspektai, neproporcingos viešosios paramos proble­matika. Be to, pateikiamos rekomendacijos tobulinti reglamentavimą, kurio inicijuotos pataisos „įstrigo“ parlamentinėje procedūroje arba po priėmimo netapo reikiamai veiksmingomis. In Lithuania the funds from the state budget assigned to political parties, its growth, control and... arrest have become a topic of increasing debate over the last years. Political parties are the subject who performs mediation between the state and the society. The state is interested in the abovementioned function and therefore it assigns particular financial support to political parties as if conferred with the Roman maxim do ut des. At the standpoint of threats of corruption the state budget allocations are the most reliable source of funding for political parties, however, there is a risk that political parties will be deprived of their nature and turn into quasi governmental organisations that have lost touch with groups of the society and their „genuine” interest to support beneficial political programmes and their executers financially. While taking this into account the article deals with the ways and forms of financing the political parties from the state budget. Arguable issues of the model chosen by the state to fund political parties and the proble­matics of non proportionate public support are revealed in the article with reference to the experience of Eu­ropean states. Moreover, recommendations how to improve legal regulation whose initiated amendments „stuck“ in the parliamentary procedure or did not become due effective after their adoption are provided.

The subject of this paper is the 2021 Bulgarian election to the National Assembly, which in fact turned into an electoral revolution. It scrutinizes its outcomes along with the reasons for the failure of all existing parties and the success of political newcomers. It considers the “stalemate” alignment of forces of an extremely fragmented parliament and forecasts possible developments. It resumes that the end of the ten-year tenure of Boyko Borisov was enforced by the new generation of the electorate that did not see life prospects under the current regime. The entry into politics of the showman Slavi Trifonov as a next idol of public opinion, is consistent with similar processes in neighboring countries and replicates the political cycle already observed twice in Bulgaria. This experience prompts caution in assessing the chances of a genuine renewal of the system of governance under new leadership.

This article raises a problem of existence of the verbal political symbols of autocratic discourse in public space. The hypothesis is advanced that in the conditions of centralization of the Russian political system, forms a specific type of discursive loyalty, interpreted as communicative behavior within the framework of the structure of verbal political symbols set by the official political discourse. The object of this research is the Russian sociopolitical discourse of Russia in the early XXI century. The subject is the instruments of manifestation of discursive loyalty used by public actors. Special attention is turned to the public attitude on verbal symbols of the country’s leader, political parties and bureaucracy in the conditions of centralization and personification of power over the period from 2000 to the present. An attempt is made to formulate the typology of discursive loyalty based on the components of perception of political symbols indicated by R. Cobb and C. Elder. Three basic types of discursive loyalty are defined depending on the dominance of separate components in perception: 1) affective, based on emotional empathy with the content of the discourse of power and its source; 2) cognitive, based on recognition of the relevance of verbal symbols of the discourse of power; 3) analytical, based on rational choice of the verbal symbols of power upon availability of the alternative or evasive option. Types of loyalty are illustrated by examples of discursive behavior of the subjects of civil society of the early XXI century – presidency and prime-ministry of V. V. Putin, whose personal influence actualized the affective type of loyalty, and the results of transformation of the political system led to proliferation of analytical type of loyalty. The author believes that the prevalence of analytical type of discursive loyalty is dangerous for the political system, due to its simulated nature, which creates an illusion of public support.

The category of the system of government in Poland requires reference to ‘the governance style’ of the right, and to the tendency that has appeared in international politics in recent years to call it populist nationalism. The objective of this paper is to show that in the case of Poland after 2015, the thesis of the retreat of democracy has no factual grounds, and it can be countered through the use of evidence. The system of government in Poland after the Law and Justice party came to power cannot be described as a contradiction to democracy. Citizens are not being manipulated and deceived. They are aware of the content of decisions made by the executive branch. The opposition is able to act freely, and it is supported by independent private media. There are many veto points in the political system. The government can count on public support that is stronger than that of the governments from the period before 2015.

Artykuł opisuje podziemną działalność wydawniczą grupy osób skupionych wokół Joanny i Andrzeja Gwiazdów w latach osiemdziesiątych XX wieku oraz historię tworzonych przez nich pism „Skorpion” i „Poza Układem”. Autor opisuje genezę i funkcjonowanie obu pism, analizuje ich linię programową i przybliża treść wybranych artykułów. Tekst oparty jest na archiwalnych egzemplarzach pism i na relacjach osób zaangażowanych w ich powstawanie. To pierwsze opracowanie historyczne na ten temat, a także przyczynek do – przygotowywanej przez Piotra Brzezińskiego – biografii politycznej Joanny i Andrzeja Gwiazdów. The article describes the underground publishing activities of an informal group gathered around Joanna and Andrzej Gwiazda in the 1980s and the history of the magazines they created: “Skorpion” and “Poza Układem” (“Outside the System”). The author describes the genesis and functioning of both magazines, analyses their programme and introduces the content of selected articles. The text is based on archival copies of the periodicals and on the accounts of people involved in the creation of them. This is the first historical study on the subject, as well as a contribution to the political biography of Joanna and Andrzej Gwiazda prepared by Piotr Brzeziński.

This chapter discusses the most prominent active partisan organizations representing the Palestinian population in Israel’s political arena. Some of these organizations act as political parties in the Israeli Knesset, while others have chosen to distance themselves from participation in parliamentary elections in order to avoid any cooperation with or legitimization for the Israeli state. The Palestinian political parties in Israel have been affected by political developments and implications resulting from the Arab-Israeli conflict and particularly the Palestinian problem, alongside Israeli national political, economic and social developments since the creation of the state in 1948, in addition to being impacted by internal socioeconomic changes and transformations within the Palestinian community in Israel.

The subject of the article is repeat parliamentary elections in two countries by mere chance run on the same date. The external parallels of both election campaigns, such as the low turnout and the importance of voters from abroad, the continuing relevance of the agenda of toplevel corruption, the electoral failure of the socialists in both rounds are striking, and are scrutinized in the article. However, the outcomes of the campaigns are very different. In Bulgaria, even the second attempt to renew the government and the political class ended with an uncertain intermediate result, and its main triumphant Slavi Trifonov’s standing is far from looking encouraging. The success of the new counter-elite force and its leader is not promising to end the political crisis and is remindful of the previous scenarios already seen twice in Bulgaria: the unexpected rise of political psychics and the subsequent shift of sympathies to the next idol of the masses. In Moldova, the renovators succeeded in consolidating their grip on power and securing impressive credit of popular trust thus making a credible step towards implementation of their promises. It remains to keep track of who will be more successful.

In 1936, his politics still leftist but increasingly apprehensive about Communism, Dos Passos used his exposure to the Hollywood film industry to create his only independent film treatment, “Dreamfactory.” This manuscript, though never produced as a film, is the only film project he undertook consisting entirely of his own concepts and his own writing. “Dreamfactory” imagines visually what The Big Money communicates by adapting montage to the page: the complicit relationship between film and the creation of material desire that fuels capitalism. Using the techniques of montage Dos Passos had absorbed from early U.S. and Soviet film, the treatment employs the tools of its own making to critique itself as a product. This innovative work presaged the political and professional crisis that would emerge from Dos Passos’s next film project, the documentary The Spanish Earth (1937): though Dos Passos wrote the “Dreamfactory” treatment, its ideological direction was the subject of correspondence between him and the Dutch Communist filmmaker, Joris Ivens, who would direct the Spanish film. Ivens’ conception of his art as a vehicle to be shaped by the ideological demands of the Party would conflict with Dos Passos’s belief that art should evoke creative engagement and individual choice.
