In response to COVID-19, many state governments chose to halt elective or nonessential procedures to free up personal protective equipment (PPE) for frontline medical workers. To help guide and inform state health policies, an emerging body of literature developed which contextualized the role of abortions as time-sensitive, essential medical procedures. Despite this, Texas, Indiana, and Iowa issued executive orders restricting elective or nonessential procedures, and included abortions among the medical services being banned. This content analysis analyzed executive orders and subsequent communications from officials in all three states to identify rhetorical patterns and the language that was used to connect the coronavirus pandemic to abortion care. The major themes that emerged were the expansion of gubernatorial powers due to the declaration of an emergency, connecting abortion services to PPE shortages, classifying abortions as “elective” procedures, differentiating medical and surgical abortions, and purposeful avoidance of the actual term “abortion.” The findings indicate that governors in each of these three states used COVID-19 to further restrict abortion access, and they were able to use rhetoric to create a distinct narrative and justify their policies.

AbstractProminent public policy models have hypothesised that rising income inequality will lead to more redistributive spending. Subsequent theoretical advancements and empirical research often failed to find a positive relationship between inequality and redistributive spending, however. Over the last few decades both income inequality and redistributive spending have been growing in the United States states. In this work, we consider whether temporal variation in inequality can explain variation in redistributive spending, while controlling for a number of factors that covary with redistributive spending in the states. In an analysis of data for 1976–2008, we find that higher levels of inequality are associated with greater redistributive spending, offering empirical evidence that fiscal policy at the state level responds to growing levels of income inequality. Considering the growing role of state governments in welfare provision during the past several decades, this finding is relevant for policy researchers and practitioners at all levels of government.

While empirical findings remain unsettled on whether greater fiscal decentralization would improve state level equity, there is no unique theoretical model that provides for such basis. Simultaneously, there is rather scant knowledge on the theoretical consequences of deepening fiscal federalism on the trade-off between efficiency and equity in delivering local public goods. Hence, the purpose of this paper is to bridge these gaps and develop a hypothetical scenario of ascertaining the effects of delegating conventional central government’s commitment to combat income inequality to statelevel governments instead. Our results unfold that devolvement of such responsibility may improve state level equity but at the expense of state level efficiency under specific circumstances. However, our findings are indeed susceptible to the magnitude of specific random events affecting local states relative to federal government and the degree of commitment of state governments. Further scenarios are discussed to track the endogeneity of local politicians and bureaucrats in this redistributive process. In particular, their strategic motives are found to yield contradictory, if not ambiguous, results that question out the entire issue of delegation.

Amidst an economic recession and a long period of high rates of unemployment, the appropriate role of government expenditures in creating economic growth has become a major feature in current political discourse at both the federal and state level. This article uses an endogenous growth model to examine the fundamental relationship of state-level government spending and per capita GDP. Specifically, the analysis uses state-level data covering a six-year period controlling for state workforce characteristics, distribution of industrial activities, and tax revenue sources to develop a working model of state economies. The analysis found that state government spending had a positive, statistically significant effect on per capita GDP. The marginal return in per capita GDP for an additional dollar per capita of public expenditure was found to be between $1.89 and $2.39. In addition, indicator variables for political party in power were added to examine correlations between political party control and economic outcomes. The political party in power had no significant effect on GDP. The positive, statistically significant correlation between GDP and public expenditures alongside political variables with no significant effect on GDP indicates specific policies implemented by state governments may have more explanatory power of economic output than political party control.

Его служение на Английской земле совпало с углублением диалога между Русской Православной и Англиканской церквами, явившегося следствием религиозных преобразований в Англии в 1830 - 1840-е гг. Отец Евгений в рассматриваемый период фактически стал связующим звеном между русским церковноначалием и англиканами - инициаторами единения двух Церквей. Он проделал огромную работу по популяризации православия в Англии и много сделал для ознакомления русской церковной общественности с вероучением и структурными особенностями англиканства. Материалом для исследования послужили, прежде всего, письма протоиерея Евгения Попова обер-прокурорам Святейшего Синода Н. А. Протасову и А. П. Толстому. Эти документы являются своеобразными отчётами о современном состоянии Англиканской Церкви, о религиозных течениях в ней и усилиях, предпринимаемых определёнными церковными кругами в Англии по сближению с православием. Результаты его деятельности имели важное значение в последующие десятилетия, когда англикано-православный диалог вышел на церковно-государственный уровень. The article is devoted to the insufficiently studied aspects of Russian prominent cleric Archpriest Eugene Popov, rector of Russian Embassy Church in London from 1842 to 1875. His Ministry on the English soil coincided with the deepening of the dialogue between the Russian Orthodox and Anglican Churches, which was the result of religious transformations in England in the 1830s and 1840s. Father Eugene in the period under consideration actually became a connecting link between the Russian Church authorities and the anglicans-initiators of the union of the two Churches. He had done a great job by popularizing Orthodoxy in England and by familiarizing the Russian Church community with the doctrine and structural features of Anglicanism. The study, first of all, is based the letters of Archpriest Yevgeny Popov to the chief prosecutors of the Holy Synod N. A. Protasov and A. P. Tolstoy, which were original reports on the current state of the Anglican Church, it’s religious trends, and the efforts made by certain Church circles in England to get closer to Orthodoxy. The fruits of his activities were important in the following decades, when the Anglican-Orthodox dialogue reached the Church-state level.

The very term ‘Dissenter’ became problematic in the United States, following the passing of the First Amendment. The formal separation of Church and state embodied in the First Amendment was followed by the ending of state-level tax support for churches. None of the states established after 1792 had formal religious establishments. Baptists, Congregationalists, Presbyterians, and Methodists accounted for the majority of the American population both at the beginning and end of this period, but this simple fact masks an important compositional shift. While the denominations of Old Dissent declined relatively, Methodism grew quickly, representing a third of the population by 1850. Dissenters thus faced several different challenges. Primary among these were how to understand the idea of ‘denomination’ and also the more general role of institutional religion in a post-establishment society. Concerns about missions, and the positions of women and African Americans are best understood within this context.

Drawing on nationally representative data from six cohorts of beginning teachers from the Schools and Staffing Survey and the National Teacher and Principal Survey, this study applies a difference-in-differences research design to examine the relationship between changes to state-level alternative certification policies and the characteristics of new teachers. The introduction of alternate routes into teaching is associated with an increase in the fraction of new teachers of color in a state and the new teachers who graduated from selective colleges. No evidence was found of a relationship with the relative share of male teachers or teachers of in-demand subjects.

FtsJ RNA 2′-O-methyltransferase 1 (FTSJ1) gene has been implicated in X-linked intellectual disability (XLID), but the molecular pathogenesis is unknown. We show that Ftsj1 is responsible for 2′-O-methylation of 11 species of cytosolic transfer RNAs (tRNAs) at the anticodon region, and these modifications are abolished in Ftsj1 knockout (KO) mice and XLID patient–derived cells. Loss of 2′-O-methylation in Ftsj1 KO mouse selectively reduced the steady-state level of tRNAPhe in the brain, resulting in a slow decoding at Phe codons. Ribosome profiling showed that translation efficiency is significantly reduced in a subset of genes that need to be efficiently translated to support synaptic organization and functions. Ftsj1 KO mice display immature synaptic morphology and aberrant synaptic plasticity, which are associated with anxiety-like and memory deficits. The data illuminate a fundamental role of tRNA modification in the brain through regulation of translation efficiency and provide mechanistic insights into FTSJ1-related XLID.

State and local governments frequently invest in policies aimed at stimulating the growth of new industries, but studies of industrial policy and related economic development initiatives cast doubt on their effectiveness. This article examines the role of state-level industrial policies in contributing to the different economic trajectories of two U.S. metro areas—Pittsburgh, Pennsylvania, and Cleveland, Ohio—as they adapted to the decline of their legacy industries. Comparative case studies show that industrial policies in Pittsburgh, which empowered research universities as local economic leaders, contributed to the transformation of the local economy. In Cleveland, by contrast, state industrial policies invested in making incremental improvements, particularly in legacy sectors. The article concludes that by empowering new local economic actors—such as universities—industrial policies can foment political change that enables structural economic change to follow.

This article argues that state government actors concerned about gun violence prevention should prioritize enactment of robust firearm purchaser regimes at the state level. First, the article outlines the empirical evidence base for purchaser licensing. Then, the article describes how state governments can design this policy. Next, the article assesses the likelihood that purchaser licensing legislation will continue to be upheld by federal courts. Finally, the article addresses the implications of this policy, aimed at curbing gun deaths, for equally important racial justice priorities. Taken together, these various considerations indicate that purchaser licensing policies are among the most effective firearm-focused laws state governments can enact to reduce gun deaths within the existing federal legislative and legal frameworks.
