The People’s Republic of China is one of the states focusing intensively on building its soft power and shaping its international image. However, China’s image is still negative and primarily based on stereotypes. In recent years, this country is willing to change such perceptions and present itself as an efficient, intensively developing, capable country that is much more than just a global production plant. The article aims to review China’s different manifestations of development aid regarding changing this type of public diplomacy and its meaning to the Chinese government. Is it only motivated by good intentions, or maybe its goal is to only provide an advantage to China? It is evident that owing to significant development, China needs to expand its economic contacts. However, the tested hypothesis states that behind Chinese development aid, political motivation is hidden as well. The research is based on content analysis of official documents and Foreign Ministry’s statements referring to development aid.

Public diplomacy which is part of soft power is a branch of diplomacy which has recently taken place and importance in the agendas of large and small states. This segment of diplomacy includes a series of methods and maneuvers which bring positive results to the country it uses and promotes for its own interests. Sports diplomacy is an important dimension of a country's public diplomacy, which has an important and influential role. Different countries aim to use sports diplomacy in the most effective way in favor and profit of their country, and one of these countries is the state of Kosovo. During our work we have tried to present the impact of Kosovo sports diplomacy and its role in improving the international image. Through descriptive, comparative, analytical methods as well as through interviews we have tried to shed light on how much sports diplomacy has influenced the improvement of Kosovo's international image. With the method of interviews, we have interviewed 3 experts in sports diplomacy, and we have analyzed these interviews by implementing the comparison with materials and scientific facts which are related to public diplomacy, with an emphasis on sports diplomacy. In conclusion, we can say that sports diplomacy in Kosovo should be given great importance in order to achieve greater results. Kosovo and its competent institutions need to develop specific strategies and investments for its sports diplomacy.

Summary In late 2011 and early 2012, the People’s Republic of China drew on its most unique diplomatic tool: the giant panda. Although this phenomenon is widely covered by the global media, the practice of panda diplomacy is only barely discussed in diplomatic or international relations studies. This article uses the most recent revival of this diplomatic practice for a closer analysis and locates it as a special version of animal diplomacy within the frame of public diplomacy. It first argues that panda diplomacy is — besides all the efforts to promote and support animal conservation and biological research — a political undertaking, which is symbolically used by the Chinese government to win hearts and minds in selected foreign countries. Second, it highlights an important aspect of some Chinese public diplomacy initiatives, namely China’s ability to integrate international partners in its attempts to shape its global image.

Nowadays, knowledge economy is becoming a tool of international influence for a number of states. In 2013 Russia will be celebrating ten years since it joined the Bologna Process, launched in June 1999 by the Ministers of Education of 29 European countries. The article analyses the potential international political contribution of the Bologna system to the development of Russian soft power tools, such as public diplomacy, Russian language promotion and strengthening the EU-Russia cooperation through the intensification of its cultural and educational component.

This article discusses the relations of Turkey with Sub-Saharan Africa from political, economic and cultural points of view. The focus is laid on the performance of Turkish institutions on African ground, assessing not only governmental, but also humanitarian and civil initiatives. The nongovernmental factors are especially important with regard to Turkish African policy: the so-called Anatolian tigers and their associations both within the Justice and Development Party (from 2002onwards) and outside the scope of traditional state diplomacy exerted their influence on the political activity of Turkey in general and in “newly discovered” territories such as Africa, in particular. This new, globalized middle class formed the most important social and economic motivations behind the Turkish opening to Africa creating space for public diplomacy and thus contributing to the democratization of Turkish foreign policy. With regard to Africa, Turkey is the most active donor of the world proportionately to its economic performance. Several Turkish organizations (TİKA, İHH, Diyanet Vakfı, TUSKON, MÜSİAD, Kızılay, Hizmet) work in the fields of humanitarian assistance and development aid. They try to make benefit from cultural and religious proximity thus relying on direct connections with the locals and convey services of Western standard without Western attitude.

Summary China’s growing confidence on the world stage under the leadership of President Xi Jinping is reflected in the country’s more active, vocal and, lately, even ‘wolf warrior’ diplomacy. It is also clearly visible in China’s public diplomacy approach, where priorities have shifted from advertising Chinese culture as the country’s major source of soft power to promoting China’s models of domestic and global governance. The Chinese government proudly presents policies such as the Belt and Road Initiative and, more recently China’s approach to the COVID-19 pandemic, as improvements in global governance or sometimes even as Chinese ‘gifts’ to the world. This article argues that under President Xi, the content and form of China’s public diplomacy have changed. China’s public diplomacy has hardened, it is more strongly controlled by the Chinese Communist Party and the content of China’s public diplomacy messages have become more political.

The article deals with UNESCO and Russia interacting. It is shown that the cooperation with UNESCO is favorably affecting an international image of Russia, and the fact contributes to strengthening conclusively the components of the Russia’s soft power. The author also concludes that it is necessary to go on with the formation of a national public diplomacy. An active cooperation with UNESCO certainly helps with achievement of the goal. It can be more actively used to solve important domestic political tasks as well: the establishment of democracy, the formation of the rule of law, the prophilaxis of ethnic and social conflicts.
