This article explores the public diplomacy of the European Union at the current stage and its reflection in the Republic of Moldova. The methods and techniques of public diplomacy have been used in the foreign policy of states over the centuries, however, only in the second half of the twentieth century they began to turn into a conscious state policy, with a solid theoretical and legislative framework. Public diplomacy is the most efficient and frequently used method of implementing the “soft power” of the state, which includes cultural, educational, sports, journalism, scientific, etc. projects, focused on interaction with the elite and society in other countries and which aims to create an attractive image of their country. The EU started to develop intensively public diplomacy and strategic communication actions in the Republic of Moldova in order to inform effectively the citizens of Moldova about its assistance and support in the process of the European integration of the country. Therefore, this article analyses the specific tools and strategies of public diplomacy applied by the European Union in the Republic of Moldova.

To this day political processes are less and less impacted by military force. States are increasingly resorting to the use of means of latent influence or relying on cultural attraction. Such phenomena have led to the emergence of soft power in international relations. Many countries, including the Republic of Korea, effectively use soft power tools in implementing policies at various levels. This manuscript seeks to analyze the main soft power components and tools of the Republic of Korea in foreign policy. The paper examines the background of the formation and development of soft power strategies. Many factors have predetermined the growing popularity of Korean culture, a phenomenon subsequently called the Korean Wave (Hallyu). This paper identifies the main elements of the Hallyu, including public diplomacy and South Koreas cultural economy exporting pop culture, entertainment, music, TV dramas, and movies, and examines how these elements complement each other.

The author considers main external and internal factors of the formation of the Eurasian track in foreign policy of the Republic of Moldova from 2009 to 2020. Among main internal factors of the development of the Eurasian (as opposed to European) track of foreign policy, the author singles out: 1) coming to power of the pro-Russian president I. Dodon; 2) current orientation of the economy on the market of the CIS countries; 3) pro-Western parliamentary contingent and representatives of the Party of Action and Solidarity led by M. Sandu, who, on the contrary, helps to blur this track. Among external factors, the author does put an accent on: 1) the influence of the Ukrainian crisis on public opinion of Moldovan citizens towards Western institutions, and as a result, the growing popularity of the «pro-Russian» foreign policy direction; 2) «soft power» of the Russian Federation, mostly concentrated on a common language (Russian) and cultural values (literature, historical past, etc.); 3) willingness of Eurasian partners (mainly the Russian Federation) to provide assistance in crisis situations at no cost, unlike European and Western institutions, which traditionally indicate a number of democratic transformations in the recipient country as one of the conditions for providing assistance. The author comes to the conclusion that the Eurasian track of the foreign policy of the Republic of Moldova is still in its «infancy», but it has great potential and promises interesting prospects for a small state with a favorable geographical position, located at the crossroads of the most important transport routes between the West and the East.

This is an interview-based study of 102 families and their observations of the last weeks and days of a dying family member. Forty-one families reported hearing about “visions,” “hallucinations,” or “dreams” from their dying loved one before their death. Of these 41 mixed cases, 37 cases demonstrated classic features of deathbed visions—reports of seeing dead relatives or friends communicating to the dying person. This article reports a content analysis of these 37 cases in order to identify the major psychosocial themes that seem to be conveyed by these kinds of experiences. Six major themes are identified. These themes are: support, comfort, companionship, reunion, prognosis, and choice and control. Implications of these themes are discussed in relation to their role in providing significant support for the psychological morale and social well being of dying people.

Over the last two decades, the Republic of Moldova has gone through a complex and controversial way of its development. Determining its vector of development based on the democratic values of Western culture the legal framework has been practically completely revised and created. The concept of reforming the pharmaceutical sector in the Republic of Moldova included: liberalization of prices and freedom from the planned system of economic management while creating the necessary mechanisms for the functioning of the market economy – creating the banking system, establishing the capital market, introducing the national currency, creating other institutions, as well as the huge process of creating a new legal framework.

The article considers the process of formation of the institutional and legal framework for the local self-government system in the Republic of Moldova. Chronologically, the study covers the first decade after the collapse of the Soviet Union. The author places the formation of the national local self-government system in the context of the European vector of Moldovan foreign policy, analysing the process (especially the implementation of the so- called “decentralization reform”) from the perspective of Moldova’s interaction with the European Union and the Council of Europe. The theories of formal structure and social imitation provide the conceptual framework for the study. The author briefly describes the Soviet self-government system, the gradual abandonment of which was the essence of the reforms of the 1990s, and touches upon the organization of self-governance according to the Anglo-Sax- on and Continental models and the modern systems of self-governance existing in the European Union, to which the Republic of Moldova aspires to become a member. The article consecutively analyses the stages of work of Moldovan legislators aimed at the formation of local authorities, evaluating its results both in terms of compliance with European norms and principles of local self-government organization and in the context of the national ethno-political, institutional and legal, civil and political specificity. According to the author’s hypothesis, the Republic of Moldova builds a system of local self-government by introducing elements of its institutional environment (European principles of regionalization and deconcentration) into its formal structures, but proceeds not so much from their compliance with specific goals and objectives of the Moldovan state, its political, economic and sociocultural specificities, as from their symbolic weight and ability to legitimize Moldova on the international scene as a state successfully undergoing a democratic transition.
