The article deals with theoretical approaches to the essence of innovation development, its role in the formation and enhancement of international competitive advantages of the national economy in world markets. The problems of innovative development in the countries with a transformational economy, in particular Ukraine, are analyzed, the role of globalization in modern world processes is emphasized. The main factors of formation of innovation competitiveness of the national economy are investigated. Their influence on the development of innovation environment in Ukraine is considered. On the basis of the analysis, the ways of improving the innovation and investment climate in Ukraine and the possibilities of its integration into the world economic, scientific and technological space are outlined. The necessity of forming a long-term competitive strategy for Ukraine and carrying out radical reforms as the basis for the implementation of sustainable innovation development is substantiated. Modern tendencies in the development of production of innovative and high-tech products in Ukraine are researched. The results of using innovative potential in the development of high-tech branches of economy are analyzed. The recommendations for solving the main problems of increasing its export potential connected with insufficiency of investment support, imperfect innovation development and mechanisms of technology transfer are substantiated.

Innovations are crucial for the competiveness of a national economy. Today, they are the main competitive advantage of modern enterprises. A research of the innovation potential of Ukrainian enterprises has been done. The paper includes indicators of innovation activity in Ukraine and their comparison with those of the EU member states: proportion of innovative enterprises, share of enterprises with adopted innovations by the type of innovation, expenditures on research and development. The international position of Ukraine by elements of the Global Competitiveness Index, the sub-index of innovation and its elements has been considered. Abstract. The development of the world economy, despite the barriers, is quite dynamic. The drivers of growth and stabilization of national economies at present are not raw materials industries, nor even industrial enterprises, but companies that generate innovative products. The enterprises that are most dynamically developing and producing innovations include enterprises in the field of medicine and IT. The updated list of S&P 500 companies showed that 50% of all the most innovative companies in the world are registered in the United States. Despite the pandemic challenges, some economies have not suffered significant losses due to quarantine restrictions. Since the level of innovative development of the national economy is a total (integrated) expression of the whole complex of innovative products created by companies of such a country, the initial elements are the creation of favorable regulatory and state support for developers of innovative products, tax benefits and incentives, export support for innovative products and so on. In order to assess these achievements, international organizations have developed appropriate methods for measuring the index of innovation development, namely: Global Innovation Index (GII) (WIPO and Cornell University), Bloomberg Innovation Index (BII) (Bloomberg), Global Competitiveness Index (World Economic Forum), World Competitiveness Index (IMD World Competitiveness Center). Studies have shown that against the background of the flagship countries (Switzerland, Sweden, Singapore, USA, Germany, China, etc.), Ukraine is constantly losing its position in the rankings, which is an objective reason for deindustrialization of the economy and denationalization and privatization of strategic enterprises of national importance. Today, Ukraine ranks 45th (GII) and 56th (BII), respectively, and belongs to the group of countries with below-average incomes per capita. At the same time, Ukraine ranks 71st in terms of innovation spending and 37th in terms of innovation development (profit). The development of Ukraine’s innovation component, according to experts and specialists, is ahead of forecast values. The theoretical issues of project-oriented management of innovative development of the national economy in the turbulence of the modern economic environment have been investigated. In-depth studies of the nature of the emergence of synergistic effects of project-oriented management of innovative development and reveals their specific characteristics in the context of modern development of the national economy. The paper substantiates that the understanding of synergetic effects from the interaction of participants in the innovation process is characterized by a new look at their content and sources, and the project approach to the common goal in combining their interests determines the importance of developing new approaches to understanding them. The application of a project-oriented approach to the study of innovative development of the national economy allows to take into account its complex internal structure, the links between its subsystems and elements. It is noted that this aspect of the problem of innovation development in the national economy contributes to the emergence of new meanings such as project-oriented management of innovation development, as well as new perspectives of synergetic effects inherent in the practical implementation of such management. The origins of the spread of synergetics for the study of innovation processes, the relationship with project-oriented management, and on this basis, the sources and main types of synergetic effects are identified. It is noted that using a project-oriented approach to manage innovative development, the main synergistic effects allow participants to achieve common goals to increase the profitability of the project; reducing the cost of its implementation; reducing the need for resources; optimization of the timing of the project. The article develops views on the manifestation of synergetic effects at the level of formation of the project-oriented cluster from the standpoint of project-oriented management as a subsystem of the innovation system. The directions of manifestation of synergetic effects of the project-oriented innovation cluster are singled out. A graphic model of realization of synergy of national economy in the context of project-oriented management of innovative development is offered.

Abstract This article is devoted to the results of the analysis of scientific background in the field of development and research. The purpose of this paper is to assess the employment and financing research and development sphere in Slovakia, Hungary, Ukraine and Russia, which allows to determine the prospects of sectors that include research and development and to explain ways to enhance their effectiveness. The analysis if statistic information allows estimating the level of science support in Ukraine and determining the possible benefits for competitiveness of the national economy.

The article examines the tendencies of innovative development of the national economy of Ukraine. The technological structure of domestic production of goods and services is analyzed and the main problems and threats are identified. The dynamics of innovative activity of Ukrainian enterprises and the structure of financing of innovative activity in the country have been determined, which has allowed to identify problems in this direction. The dynamics of changes in the number of scientific personnel and financing of education and science as the basis for the development of innovative infrastructure of the national economy have been revealed.
