In the beginning, Rome was ruled by kings. Their expulsion heralded the foundation of the Republic, a political system strong enough to withstand both internal and external threats to the state. Among these internal threats was the possibility of an elite man trying to set himself up as a king. Modern scholarship agrees that there were three such attempts to recreate a monarchy in the early Republic: Spurius Cassius in 485, Spurius Maelius in 439 and Marcus Manlius Capitolinus in 385/4. The affectatores regni purposefully courted the plebs in order to gain supreme power. But Roman virtue was too strong; all three men were caught, tried (either publicly or privately) and executed. Their possessions were seized and consecrated to the gods; their families shunned their memory. These attempts to establish tyranny revealed both the fragility and the power of the Republic.

The article considers the role of ideology and values in the formation and implementation of the current foreign policy of the Republic of Turkey. Taking into account the increasing role of regional actors such as Turkey in international politics, studying their tactics and mechanisms of influence on the global political environment is necessary to explain the further transformation of the international system.The study reveals the strengthening role of the ideology and values in world politics in general and in individual states, such as Turkey, in particular. Under the rule of the Justice and Development Party headed by the current President R.T. Erdogan the country began a gradual transition from «Kemalism», which includes the preservation of secularism, ProWestern democratic values and a gradual departure from the Ottoman heritage, to a more conservative domestic and foreign policy, characterized by the strengthening of Islamist and nationalist sentiments, as well as the transition to the policy of «neo-Ottomanism», «neo-pan-Turkism». The return of the idea of «aggrandizement» of the country to the official political discourse has affected the conduct of Turkey's foreign policy towards both the regional states and the world arena as a whole.The Republic not only began self-restoration as an autonomous actor of international relations in the eyes of the key world powers, but also started to spread its own values and ideas among the population of both the Middle East and among the states which constitute a national interest for Turkey (Russia, the post-Soviet space, etc.), thus influencing them at various levels and involving them in its orbit of influence – both politically, economically and from a humanitarian point of view.Using «hard power» abroad no longer meets the current Turkey’s policy. Instead it relies on forging humanitarian ties, combining initiatives in the cultural, educational and scientific fields to achieve a long-term influence. The Republic of Turkey is trying to spread the following values among the world community:«Justice». International relations must be just and fair. For Turkey it means conformity with its national interests.«Religious fatalism». Government actions both at home and abroad are legitimized through references to religion and fate.«Democratic values». The Republic of Turkey considers itself the most democratic state in the world and contrasts itself with “Western democracies”, which, according to the Turkish leadership, are spreading hegemony rather than democracy.«State-centrism» and collectivism. The interests of the state, society, and especially the Muslim Ummah, are placed above the values of the individual.«Traditional values». Given the Islamization and conservatism of Turkish society as a whole, traditional values also begin to play a major role in the general political discourse of the state.«Culture». Turkey also makes adjustments to the concept of «culture» in very inclusive terms, presenting its culture as a «melting pot» that can turn anything into Turkish.«Respect». In the eastern tradition, it is customary to show respect to elders, as well as neighbors and guests. Turkey uses a demonstration of respect in foreign policy instrumentally and pragmatically. An example of this is the address of the President of Turkey in relation to the leaders of other states: Nursultan Nazarbayev – «aksakal» of the Turkic world, Vladimir Putin is a «dear friend».

In the article on the example of two states, the Republic of Turkey and the Republic of India, the forms and methods of implementing the changes in the policy of memory in recent decades have beenexamined, their directions have been revealed, their positive and negative impact on society has been analyzed. It is shown that the policy of historical memory strongly correlates with the politicaldiscourse of the country, but increasingly responds to external challenges. Changes in the policy of memory mean changes in the semantic organization of the country’s space. At the same time, broadpolitical, cultural and, accordingly, memorial pluralism is not a guarantee of social harmony. Important components of the experience of implementing the policy of memory in these countries have been established, they can be taken into account in the development of the corresponding direction of the state policy of Ukraine.

The interest in Republican thought is on the increase again, now chiefl y thanks to the works of Quentin Skinner and the circle of so-called neo-Republicans (or civic Republicans) concentrated around Phillip Petit. They stress the peculiar perspective that Republicans have had on the state and society. This is seen in their distinctive view of freedom as the absence of domination, or attachment to the category of citizenship and the related role of civic virtues. These special characteristics justify, in their opinion, distinguishing the Republican trend of political thought (historically and now) from other positions, especially the liberal tradition. Accepting generally the above opinion, the paper draws our attention to signifi - cant differences within Republicanism itself. To do this, it cites the three conceptions of republic that were formed in the 16th century and refer to England (Sir Thomas Smith), Venice (Gasparo Contarini) and Poland (Wawrzyniec Goślicki). Although they were formed around the same time and have common roots mainly in Aristotle’s philosophy and Roman Republican ideas, each of the three perspectives views the republic from a different angle. While all three authors believe the coexistence of three elements – orderly institutions, wise law and virtuous citizens – to be crucial for any state, they rely in their deliberations on one element only. This has an impact on the way their conceptions fi nally appear and on the conclusions for the political system they draw. And so, Smith gives precedence to institutions, Contarini emphasises the key role of law and Goślicki gives primacy to virtue, concentrated in an ideal senator. Taking notice of such differences among thinkers openly admitting to an attachment to the Republican tradition should make us even more careful so as not to oversimplify it as if it were uniform and completely cohesive. Further, the awareness of such differences may provoke refl ection how justifi ed the use of the Republican banner is in respect of so different authors as, for instance, Machiavelli and Montesquieu.

Turkey has changed significantly since the AKP came to power in 2002. These changes affect the political system, political culture, the legal system, but also people's everyday lives. With this system transformation, a strong polarization of society can be observed. The question arises whether a more consensus-oriented, pluralistic system or a more authoritarian “majority democracy” has been created in the Republic of Turkey. When examining these questions, the author deals in particular with the parties, social groups, political culture and the causes, backgrounds and possible solutions to political and social conflicts.

During most of the Republic, the Romans viewed only perduellio as a threat to state security. Other threats were dealt with through institutionalised mechanisms of stability in Rome’s political structure, above all through the public lawmaking assemblies. Only when the political system wavered in the late Republic did the Romans criminalise “diminishing the superiority of the Roman people” maiestas populi Romani minuta (maiestas) as a crime against the state. Inherent in maiestas is the authority of the Roman people to negotiate consensus through the public lawmaking process in which the people voiced their commands. During the Empire, the emperor embodied the superiority of the Roman people and through him, as the chief lawmaker of Rome, were channelled the commands of the people. The scope of maiestas was altered to adapt to changing ideas of the state, but the idea that maiestas constituted the chief crime against the state persisted.

Abstract: The Constitution of the Republic of Indonesia Year 1945 Article 29, paragraph 1 explains that "the State based on Almighty God". Normative-juridical provision has given legitimacy to the formalization of Islamic law for transformative integrated in the political system and constitutional law in Indonesia. Internalization of Islamic law into the legislation at the local level has opened the scope of the spirit of autonomy granted by the regions both general and specific. This spirit also later brings their initiative to roll Regional Regulation nuances of Islamic law, which of course raises the pros and cons in the community.Keywords: Legislation, Autonomous Region, FormalizationAbstrak: Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 pasal 29 ayat 1 menjelaskan bahwa “Negara berdasarkan atas Ketuhanan Yang Maha Esa”. Ketentuan normatif-yuridis ini telah memberikan legitimasi bagi formalisasi hukum Islam untuk terintegrasi secara transformatif dalam sistem politik dan hukum ketatanegaraan Indonesia. Internalisasi hukum Islam ke dalam peraturan perundang-undangan di tingkat daerah telah membuka ruang adanya semangat otonomi yang diberikan oleh daerah-daerah baik yang umum dan khusus. Semangat ini pula yang kemudian melahirkan adanya inisiatif untuk menggulirkan Peraturan Daerah bernuansa syariat Islam, yang tentunya menimbulkan pro dan kontra di tengah kalangan masyarakat.Kata Kunci: Perda, Otonomi Daerah, Formalisasi

<p>The Republic of Indonesia was not established as a purely secular state as muslims constitute the majority of Indonesians. Indeed, they were divided into three main paradigms: secular, theocratic, and fiqh. The Pancasila state was the result of a gentlemen’s agreement amongst different muslim groups with different paradigms. The regimes of Soekarno and Soeharto considered that the Pancasila state was unique to the Indonesian character and accordingly these leaders tried to unify these different paradigms following Prof Soepomo’s idea of an integralistic state in which the state gives more power to the executive. This idea of an integralistic state is, however, alien to the secular, theocratic, and fiqh paradigms so that this failed to resolve the conflict. In this regard, Abdurrahman Wahid tries to resolve the ideological conflict by incorporating modern sciences into the fiqh paradigm. This fiqh paradigm has supported the establishment of the Republic of Indonesia, but also, according to Wahid, is able to harmonize secular and Islamic aspirations in the national political system.</p><p>[Republik Indonesia tidak didirikan berdasarkan konsep murni sebuah negara sekuler karena muslim merupakan mayoritas rakyat Indonesia. Muslim Indonesia terbagi dalam tiga paradigma utama: sekular, teokratik, dan fikih. Bentuk negara Pancasila merupakan hasil kesepakatan ketiga kelompok paradigma tersebut. This article discusses the origins and development of political parties in the Republic of Turkey, the political forces in Turkey during Ataturk's period, and the political turmoil in Turkey during the second half of the XX century. The article includes detailed research on the struggle for the survival, in some cases, the forced closure of certain political parties and groups in Turkey, a country with a distinctive Islamic and Western oriented society. In this regards, this article aims to explain in detail, how the method of operation was followed, what political parties and groups have been emerged, what positions do they occupy in the political system, how did they affect social and political spheres, structure, organizational characteristics of Turkey. The topic was selected explore the following facts and factors: at first, to show the reasons and historical circumstances of the formation of the first political party, to identify the role and places of parties in the political and social life, thirdly, to clarify the reasons for the formation of a multi-party system; Fourth, it sets out the specifics of the development of major political parties in Turkey since 1990s. The constitutional reforms of 2017 in the Republic of Turkey continued with the noticeable tendency of strengthening the executive power embodied in the institution of the head of state. Finally, this institution is constitutionally designed in a form that provokes significant debates in the legal and political public, which makes the subject interest even more provocative and attractive. The paper tries to present the understanding of the existing system of government in Turkey with the dominant position of the institution of the President of the Republic. In order to complete the objective notion of central research, it is first necessary to analyze the development of recent Turkish constitutional history during this century and explore the personal element of the institution of the head of state recognizable in the current president, Recep Tayyip Erdogan. In order to fully master the problem in question, it is necessary to pay appropriate attention to the institution of the army. Finally, the concluding epilogue of the conducted research can be a contribution to the discussions on the qualification of the type of government system of the state in question.
