The constitutional reforms of 2017 in the Republic of Turkey continued with the noticeable tendency of strengthening the executive power embodied in the institution of the head of state. Finally, this institution is constitutionally designed in a form that provokes significant debates in the legal and political public, which makes the subject interest even more provocative and attractive. The paper tries to present the understanding of the existing system of government in Turkey with the dominant position of the institution of the President of the Republic. In order to complete the objective notion of central research, it is first necessary to analyze the development of recent Turkish constitutional history during this century and explore the personal element of the institution of the head of state recognizable in the current president, Recep Tayyip Erdogan. In order to fully master the problem in question, it is necessary to pay appropriate attention to the institution of the army. Finally, the concluding epilogue of the conducted research can be a contribution to the discussions on the qualification of the type of government system of the state in question.

In the interwar period, intensified activity aimed at constitutional legislation is observed. This also concerned the Second Republic of Poland and the Republic of Finland, in which breakthrough acts were adopted. In Poland, two uniform constitutions were in force, significantly affecting the evolution of the state system in this period – the March Constitution of 1926 and the April Constitution of 1935. In Finland, one constitution was created, but of a complex nature – four legal acts were adopted in the period of 1919-1928. While in the Second Republic of Poland, in principle until the so-called May coup in 1926, the parliamentary tendencies were observed, in the Republic of Finland from the beginning, the executive power was equipped with strong competences, but within the parliamentary system. In Poland, as a result of adoption of the April Constitution, the state system was strongly turned towards authoritarianism. Both states saw their chance of maintaining independence in the pro-authoritarian tendencies, especially in the period preceding the II World War, due to the difficult geopolitical situation. In Poland, the authorities wanted to eliminate the chaos created by typical parliamentary governance. In Finland, this was not only related to the tradition of a strong executive, but more to the fear of potential revolutionary activities (like the Civil War of 1918) in the future that the head of state would be able to prevent.

The right to work has been recognized as a fundamental human right in almost all international human rights documents and in the constitutions of many countries. This right has been recognized and guaranteed as a fundamental human right also in the Constitution of the Republic of Turkey. However, not only recognizing and guaranteeing "work" as a fundamental human right but also regulating its implementation and functioning within the framework of laws is of great importance. The concept of overwork is a concept that has been mentioned in the Labor Law regarding the implementation and functioning of the concept of work and it is regulated in our Labor Law No. 4857. In order to talk about overwork, a limited working time is required. In this context, upon determining the maximum number of hours a worker can work per week by drawing a limit on working hours in Labor Law No. 4857, overwork, which is the subject of work exceeding this period, is defined. Furthermore, the types of overwork that arise depending on the reasons for overworking, as well as the jobs that cannot be overworked, are regulated in the same Law.

The subject of our interest in the research that preceded this scholarly work was the life and creative path of Ilhami Emin, that is, his contribution to the development of Turkish literature in the Republic of Macedonia. For the purpose we consulted with literary works that offer many data, that is, they talk about the period in which he lived and created "the poet of the Turkish people". Beginning from his birth in the city of Radovis, his tumultuous school years to his work and successful acting in various cultural areas, we once again prove his great merit for the development of Turkish literature in our region. Ilhami Emin conveyed another important feature in his creation, which is bilingualism. Namely, he creates and publishes in parallel both in Turkish and in the Macedonian language, that is, his works are published in the Republic of Macedonia and the Republic of Turkey, which is why we can say that Emin has in range and aesthetically charged both the Turkish and the Macedonian literature.

According to the author of the paper, the head of state is not a position, not a title, not any state body, but the function of the President of the Republic of Belarus, along with the function of the guarantor of the Constitution, human and civil rights and freedoms. The function of the head of state is unchanged and is due to his position in the system of state authorities. This function manifests the nature and essence of the institution of the presidency, which cannot be reduced to specific actions or practices, therefore, it is implemented through the exercise of powers in various organizational forms. In this regard, the concept of “president”, unlike “head of state”, is not static, but dynamic, since the list of rights and duties of the President of the Republic of Belarus is open.Powers are unambiguous, substantive rights and duties of the President, legitimized from the functions and expressed in various organizational forms of his activities. At the same time, the characteristics of the President’s powers can only show the external side of his activities. The powers of the President, in contrast to the functions, are a variable value. The President through representative, legitimation, arbitration, control, rulemaking, personnel, integration, symbolist and ceremonial state powers carries out the function of the head of state.The function of the head of state is the superiority and precedence of the President over all state officials. In accordance with it, the idea of the Republic of Belarus is personified. This function allows the President of the Republic of Belarus to be the main public representative and act on behalf of the Belarusian state both within it and in international relations. This is the result of the state obtaining the status of a legitimate state, the continuity and interaction of state authorities, mediation between them. The constitutional function of the head of state makes it necessary for the President to have instruments of power-state bodies operating within this function.

<p>The concepts of leaders and leadership have been dealt with by many different disciplines, such as psychology and sociology, with the fields of management and political science being foremost, and have become frequent subject matter of academic discussions and research. The first studies in this field took place at the beginning of the 20<sup>th</sup> century, with analysis of important personalities that changed the course of the history and shaped societies’ futures with their extraordinary abilities and characteristics. It was predominantly these characteristics, as well as behavioral and situational approaches, that formed the basis of these first studies. The objective of this study is to determine which of the six presidents of the Republic of Turkey, who have served or are serving as Head of State, has more of the charismatic leadership characteristics, employing an interdisciplinary methodology in which multi-criteria decision-making methods and techniques are used. Within this context, the traits that a leader and a charismatic leader should have were determined, the weights of these traits were calculated using the Analytic Hierarchy Process (AHP), the calculated weights were used in the Fuzzy TOPSIS method, and the presidents were analyzed from the perspective of charismatic leadership. The results obtained support the predictions made before the study was begun. The article considers the role of ideology and values in the formation and implementation of the current foreign policy of the Republic of Turkey. Taking into account the increasing role of regional actors such as Turkey in international politics, studying their tactics and mechanisms of influence on the global political environment is necessary to explain the further transformation of the international system.The study reveals the strengthening role of the ideology and values in world politics in general and in individual states, such as Turkey, in particular. Under the rule of the Justice and Development Party headed by the current President R.T. Erdogan the country began a gradual transition from «Kemalism», which includes the preservation of secularism, ProWestern democratic values and a gradual departure from the Ottoman heritage, to a more conservative domestic and foreign policy, characterized by the strengthening of Islamist and nationalist sentiments, as well as the transition to the policy of «neo-Ottomanism», «neo-pan-Turkism». The return of the idea of «aggrandizement» of the country to the official political discourse has affected the conduct of Turkey's foreign policy towards both the regional states and the world arena as a whole.The Republic not only began self-restoration as an autonomous actor of international relations in the eyes of the key world powers, but also started to spread its own values and ideas among the population of both the Middle East and among the states which constitute a national interest for Turkey (Russia, the post-Soviet space, etc.), thus influencing them at various levels and involving them in its orbit of influence – both politically, economically and from a humanitarian point of view.Using «hard power» abroad no longer meets the current Turkey’s policy. Instead it relies on forging humanitarian ties, combining initiatives in the cultural, educational and scientific fields to achieve a long-term influence. The Republic of Turkey is trying to spread the following values among the world community:«Justice». International relations must be just and fair. For Turkey it means conformity with its national interests.«Religious fatalism». Government actions both at home and abroad are legitimized through references to religion and fate.«Democratic values». The Republic of Turkey considers itself the most democratic state in the world and contrasts itself with “Western democracies”, which, according to the Turkish leadership, are spreading hegemony rather than democracy.«State-centrism» and collectivism. The interests of the state, society, and especially the Muslim Ummah, are placed above the values of the individual.«Traditional values». Given the Islamization and conservatism of Turkish society as a whole, traditional values also begin to play a major role in the general political discourse of the state.«Culture». Turkey also makes adjustments to the concept of «culture» in very inclusive terms, presenting its culture as a «melting pot» that can turn anything into Turkish.«Respect». In the eastern tradition, it is customary to show respect to elders, as well as neighbors and guests. Turkey uses a demonstration of respect in foreign policy instrumentally and pragmatically. An example of this is the address of the President of Turkey in relation to the leaders of other states: Nursultan Nazarbayev – «aksakal» of the Turkic world, Vladimir Putin is a «dear friend».

In the article on the example of two states, the Republic of Turkey and the Republic of India, the forms and methods of implementing the changes in the policy of memory in recent decades have beenexamined, their directions have been revealed, their positive and negative impact on society has been analyzed. It is shown that the policy of historical memory strongly correlates with the politicaldiscourse of the country, but increasingly responds to external challenges. Changes in the policy of memory mean changes in the semantic organization of the country’s space. At the same time, broadpolitical, cultural and, accordingly, memorial pluralism is not a guarantee of social harmony. Important components of the experience of implementing the policy of memory in these countries have been established, they can be taken into account in the development of the corresponding direction of the state policy of Ukraine.

The subject of the article is a comparative analysis of the state and features of the manifestation of civic identity in a multiethnic region of Russia on the example of the Republic of Bashkortostan. The work is based on the data of three ethnosociological surveys conducted in recent years with the direct participation of the authors of the article. The object of the study is the modern population of the Republic of Bashkortostan. The purpose of the article is to consider the level and significance for the residents of the region of various forms of group identity in time dynamics (over the past 10 years). The article shows the state of civic consciousness of the population of the region based on specific materials of mass surveys using methods adopted in political and sociological sciences, and identifies factors influencing it.

The second half of the 20th century witnessed many political and social upheavals in the Republic of Turkey as well as in the rest of the world. The political turmoil and chaos that occurred after 1970, which we determined as the limit of our study, and the social values that started to change with the introduction of technology in the institutional field after 1980 and in the individual life after 1990 caused the Turkish society to change at different speeds. Mehmet Güleryüz, who is the artist of the is a sensitive painter who observes, assimilates and has succeeded in reflecting these problems in his works by passing these problems through his intellectual filter with his ability to analyze with universal accuracy.
