The research purpose is the definition of methodological approaches for rural settlements development modelling. The methods include the comparison of advanced domestic and foreign experience in area settlements development modelling. The scientific research is the rural development model that consists of five major systems: ecological, economic, administrative, anthropogenic and social. Besides, the basic systems of enablers and processes were identified. The expediency of applying the basic Pentagon-model concept that was successfully used for solving the analogous problems of sustainable development was shown.

The purpose of the article is substantiation of the theoretical and methodological provisions of inclusive rural development and the development of guidelines for assessing social, economic and political changes in rural areas for compliance with the principles of inclusive development. Research methods. As a methodological base for the development of the problem under study, the provisions of the concept of inclusive growth and development, as well as rural development, were used. The research used methods: analysis and synthesis (in the study of the nature and main provisions of inclusive rural development), comparative analysis (in the analysis of methods for developing integrated indices and determining their advantages and disadvantages), statistical methods (for calculating the integral index of inclusive rural development). Research results. The research improves the theoretical and methodological principles of inclusive rural development and develops methodological approaches to its measurement. The proposed methodological approach is based on the measurement of inclusive rural development in two areas: the sectoral dimension, which includes the political, social and economic components of inclusion; a component dimension that assesses inclusion at the level of access, quality and distribution of goods and services. The existing methodological approaches to the development of integrated indices that can be used for measuring inclusive rural development are analyzed. Given the advantages and disadvantages of available methods, as well as the possibility of their application for the purposes of this study, the feasibility of using the method of weighted amounts for integrated assessment of inclusive rural development is justified. The normative approach was used as a method of standardization of indicators. It is established that the lag in the level of inclusive development in rural areas is -0.073 or -11.7% of national indicators. The variation of deviations in the components of sectoral inclusion is higher than in the component inclusion. In the sectoral dimension, the largest deviation of indices compared to national indicators is observed for social inclusion (-0.122 or -16.3%), and the smallest - for political (-0.04 or -6.8%). Variation of deviations from national indicators by types of inequality in access, quality and distribution of goods and services - by component inclusion, has a smaller range: -9.2… -13.2%. Scientific novelty. Theoretical provisions of inclusive rural development are developed and a methodological approach for its assessment is proposed based on the use of a two-dimensional matrix of indicators, which includes three sectoral dimensions (political, social and economic) and three component dimensions of inclusiveness (accessibility, quality and distribution of public goods and services). Practical significance. The developed methodological approach can be used to monitor the program documents implementation in the sustainable development sphere, the implementation of rural development policies and inclusive development. The flexibility of the methodological approach as for using different sets of indicators allows it to be implemented at the UTC level, which is planned to justify and test in the following publications. Topicality. Existing models of socio-economic systems development are mixed due to the existence of a wide variety of tools and mechanisms used by different countries at the national level and the systemic dynamics of change that force to change or refine models. Therefore, the study of basic models of development of national socio-economic systems is very relevant to take into account their positive and negative features in creating a model of management of business development in the innovation and investment economy of sustainable development. Aim and tasks. The aim of the article is to study the impact of the model of development of the national socio-economic management system of business processes and structures and to summarize the key functional and structural changes of management models at the macro level. To achieve this goal it is necessary to study the models of development of socio-economic systems, typologies of basic models of business development management, as well as to develop a consolidated description of business development management models on the basis of common features. Research results. The study presents a detailed description and generalization of key functional and structural changes in management models at the macro level. As a result of the research the consolidated characteristic of models of management of development of business which is constructed on methodological approaches of a macrolevel on signs of common features and applicability in innovation and information economy of sustainable development is received. The analysis of the consolidated characteristics of business development management models showed much in common in all components of the features of the models built on methodological approaches at the macro level (environmental, social, competence, infrastructure, innovation), but some features are purely specific. Conclusion. Analysis of models based on the "value of sustainable development" suggests that market and transitional (hybrid) models are weak in terms of ensuring the recognition and real achievement of sustainable development goals. This indicates an equally low correspondence of their values of sustainable development, so it is appropriate for the formation of the external environment of entrepreneurship to apply the experience of countries that have chosen corporate, Scandinavian, socio-oriented and South European models of national socio-economic systems.

The aim of the study is to substantiate the methodological tools for the integral assessment of rural development in terms of economic, social and environmental components and to determine the level of development of rural areas. For this purpose, the author has analyzed the existing methodological approaches to the study of socioeconomic processes in rural areas; grounded scientific methods and formed a system of criteria, indicators and indicators for assessing rural development. Assessment of the state of rural areas structurally involves the analysis of its organizational formation, the development of entrepreneurship as an economic basis, social infrastructure facilities, rational use of natural resources. A comprehensive assessment of the state and rural development has been carried out, it will ensure the identification and delivery of a stable relationship between the rates of economic growth, the level of development of society and the proper state of environmental management. On the basis of this, an effective mechanism for the implementation of management decisions to achieve the specified development parameters is proposed.
