El artículo analiza los factores políticos que atravesaron la definición de la política de inteligencia militar argentina entre 1990 y 2015. El argumento central es que esta responsabilidad estuvo condicionada por dos apreciaciones ampliamente arraigadas en los gobiernos del período: que la inteligencia militar constituye un instrumento peligroso para la estabilidad democrática; y que la Argentina carece de problemas externos que puedan requerir la generación de este tipo de conocimientos en el mediano plazo. Estos elementos no sólo tornaron accesoria –desde la mirada de las élites locales– la definición de una política de inteligencia, sino que también configuraron un status quo que reprodujo la subordinación de los intereses defensivos del país a las preocupaciones estratégicas de otras naciones.   Abstract This article analyzes the political factors that crossed the definition of Argentine´s military intelligence policy between 1990 and 2015. The argument is that this activity was conditioned by two assumptions widely held by the governments of this period: that military intelligence is dangerous for democratic stability; and that Argentina does not have external problems that may require this type of knowledge in the medium term. These elements not only made “unnecessary” the definition of an intelligence policy -from the perspective of the local elites- but also shaped a status quo that maintained the subordination of the country's defense interests to foreign strategic perceptions.

The article gives a general overview of the main factors influencing the formation of Azerbaijan’s foreign policy, as well as analyzes how these factors have changed since Azerbaijan’s independence until 2021. The conclusion is made that the existence of the Nagorno-Karabakh conflict has been a key factor in the formation of the political and economic system of the country, as well as the consciousness and perception of the world by its citizens. Since independence, Azerbaijan’s main objective has been to change the regional status quo, as well as to regain military and political control over Nagorno-Karabakh. In the theoretical part of the article, the author considers two categories of statehood: small and medium power. The established definition of small and medium power says that the main criteria of their difference lies in the size of the economy, the number of armed forces, as well as in the criterion of the “will” of the peoples to solve extraordinary foreign policy tasks. The author believes that the consolidation of the country’s available capabilities made it possible not only to achieve the goal of territorial integrity, but also to move Azerbaijan from the category of a small to a medium power. Azerbaijan deliberately moved to the rank of a medium power: through the development of regional ties and energy diplomacy, as well as through the isolation of Armenia. As a result, Azerbaijan’s seizure of seven districts and part of Nagorno-Karabakh, including Shusha, was a significant event that allowed the country to fundamentally change the unfavorable status quo that had prevailed for years.

In Chapter 6, the case studies are analyzed through the frameworks of critical regionalism and critical political economy. The first section describes how a political economy of localism has come to exist within media policy discourse. This system favors the status quo over alternatives, tethers local media exclusively to specific places, and impedes our ability to think through ways to bridge the spatial and social divides of localism. The second section reintroduces critical regionalism as an approach that tempers this political economy. The chapter argues that while the political economy of localism works to stifle policy alternatives, there are policy windows – “moments of critical regionalism” – that require our attention. The chapter offers a definition of media localism based on critical regionalism and the case studies.

This article examines the development of political opposition in Scotland from 1695 to 1701 in the context of the Company of Scotland Trading to Africa and the Indies. It is argued that the potency of the political movement inspired by Darien derived from the view that King William was directly implicated in the failure of the colony. Three episodes in the Company's history—the loss of subscriptions in Hamburg, the appearance of memorials in the new world prohibiting English aid to the colony and the imprisonment of Darien sailors by the Spanish authorities—are examined in detail. The ramification of these controversies was increasingly seen as the result not of English interference, but rather the crown's refusal to act on behalf of the Company. Because a significant proportion of the population was invested in the Company, and because the press helped to keep Darien in the forefront of public consciousness, these issues transformed Darien into a major political grievance that united disparate political factions in support of a single cause. Although the alliance inspired by Darien was temporary, it, nonetheless, played a crucial role in disrupting the political status quo.

The concept of failed state came to the fore with the end of the Cold War, the collapse of the USSR and the disintegration of Yugoslavia. Political violence is central in these discussions on the definition of the concept or the determination of its dimensions (indicators). Specifically, the level of political violence, the type of political violence and intensity of political violence has been broached in the literature. An effective classification of political violence can lead us to a better understanding of state failure phenomenon. By using Tilly’s classification of collective violence which is based on extent of coordination among violent actors and salience of short-run damage, the role played by political violence in state failure can be understood clearly. In order to do this, two recent cases, Iraq and Syria will be examined.

This chapter shifts the focus to the third and final stabilization phase of the political communication cycle (PCC). During the stabilization phase, a new political communication order (PCO) takes shape through the building of norms, institutions, and regulations that serve to fix the newly established status quo in place. This status quo occurs when formerly innovative political communication activities become mundane, yet remain powerful. Much of the chapter details the pattern of communication regulation and institution construction over time. In particular, this chapter explores the instructive similarities and key differences between the regulation of radio and the internet, which offers important perspectives on the significance of our current place in the PCC and the consequences of choices that will be made over the next few years.

The section introduces Part II, which spans the period 1946 to 2014, by tracing the history of the debates about culture within UNESCO from 1947 to 2009. It considers the central part print literacy played in the early decades, and the gradual emergence of what came to be called ‘intangible heritage’; the political divisions of the Cold War that had a bearing not just on questions of the state and its role as a guardian of culture but on the idea of cultural expression as a commodity; the slow shift away from an exclusively intellectualist definition of culture to a more broadly anthropological one; and the realpolitik surrounding the debates about cultural diversity since the 1990s. The section concludes by showing how at the turn of the new millennium UNESCO caught up with the radical ways in which Tagore and Joyce thought about linguistic and cultural diversity.

This book is an examination of Britain as a democratic society; what it means to describe it as such; and how we can attempt such an examination. The book does this via a number of ‘case-studies’ which approach the subject in different ways: J.M. Keynes and his analysis of British social structures; the political career of Harold Nicolson and his understanding of democratic politics; the novels of A.J. Cronin, especially The Citadel, and what they tell us about the definition of democracy in the interwar years. The book also investigates the evolution of the British party political system until the present day and attempts to suggest why it has become so apparently unstable. There are also two chapters on sport as representative of the British social system as a whole as well as the ways in which the British influenced the sporting systems of other countries. The book has a marked comparative theme, including one chapter which compares British and Australian political cultures and which shows British democracy in a somewhat different light from the one usually shone on it. The concluding chapter brings together the overall argument.

In the debate on the Native Authority (Amendment) Law of 1955, the late Premier of the North, Sir Ahmadu Bello, Sardauna of Sokoto, replying to the demand that ‘it is high time in the development of local government systems in this Region that obsolete and undemocratic ways of appointing Emirs’ Councils should close’, commented that ‘the right traditions that we have gone away from are the cutting off of the hands of thieves, and that has caused a lot of thieving in this country. Why should we not be cutting (off) the hands of thieves in order to reduce thieving? That is logical and it is lawful in our tradition and custom here.’ This could be read as a defence against social change, a recrudescence of ‘barbarism’ after the inroads of pax Britannica, and a plea for the retention of the status quo and the entrenched privilege of the political elite.

AbstractMy point of departure in this essay is Smith’s definition of government. “Civil government,” he writes, “so far as it is instituted for the security of property, is in reality instituted for the defence of the rich against the poor, or of those who have some property against those who have none at all.” First I unpack Smith’s definition of government as the protection of the rich against the poor. I argue that, on Smith’s view, this is always part of what government is for. I then turn to the question of what, according to Smith, our governors can do to protect the wealth of the rich from the resentment of the poor. I consider, and reject, the idea that Smith might conceive of education as a means of alleviating the resentment of the poor at their poverty. I then describe how, in his lectures on jurisprudence, Smith refines and develops Hume’s taxonomy of the opinions upon which all government rests. The sense of allegiance to government, according to Smith, is shaped by instinctive deference to natural forms of authority as well as by rational, Whiggish considerations of utility. I argue that it is the principle of authority that provides the feelings of loyalty upon which government chiefly rests. It follows, I suggest, that to the extent that Smith looked to government to protect the property of the rich against the poor, and thereby to maintain the peace and stability of society at large, he cannot have sought to lessen the hold on ordinary people of natural sentiments of deference. In addition, I consider the implications of Smith’s theory of government for the question of his general attitude toward poverty. I argue against the view that Smith has recognizably “liberal,” progressive views of how the poor should be treated. Instead, I locate Smith in the political culture of the Whiggism of his day.

In this article, I readdress the issue of rationality, which has been so far considered in western liberal democracies and in planning theory as procedural, and more recently as post-political in the post-foundational approach, aiming to show how it can gain a substantive and politicising character. I first discuss the problems and limits of the treatment of rational thinking as well as rational consensus-seeking as merely procedural and post-political. Secondly, utilising the notion of Realrationalität of Flyvbjerg, I discuss how rationality attains a politicising role due to its strong relationship with power. Using the concept of planning rationality aiming at public interest, I present the general position and actions of professional organisations in Turkey, focusing on the Chamber of City Planners, as an example illustrative of my argument. I finally argue that rationality becomes a substantive issue that politicizes planning, when it is put forward as an alternative to authoritarian market logic. In doing so, I adopt the Rancièrian definition of the political, defined as disclosure of a wrong and staging of equality. In conclusion, I first emphasize the importance of avoiding quick rejections of the concepts of rationality and consensus in the framework of planning activity and planning theory and secondly, call for a broader definition of the political; the political that is not confined to conflict but is open to rational thinking and rational consensus.
