The article analyzes the rights and obligations of state peasants following the reform of P.D. Kiselev, one of the aims of which was to bring the real situation of this category of the population into line with their formal status as free peasant peasants. The personal and property rights of peasants are examined as well as their implementation under the new system of government; duties, most importantly, the payment of numerous duties and obligations. The authors concluded that the reformers were not able to achieve the desired results. The situation of state peasants was better than that of other categories of peasants. However, they did not become truly free peasants before the reform of 1866.

To overcome the limits in current strength training equipment for canoeing in rowing tanks, we design a new system which can make the hull rock back and forth or side to side. As a result the canoeist needs to adjust his/her center of gravity constantly to make effective strokes. Thus the system can simulate the real situation of this sport in waters. Meanwhile, through applying adjustable gravity load resistance source, the weakness of land strength training can be overcome and training in both strength and dexterity can be conducted simultaneously, so as to improve the intensity and efficiency of canoe strength training. Furthermore, a testing and assessment subsystem is developed. This system is simple and easy to use, allowing not only monitoring of exercise, but also monitoring and assesment of athletes’ intensity and efficiency of strength training.

The research aims to point out how Venice incorporated Topla into its administrative system. Although the settlement came under Venetian control at the time of the conquest of Herceg Novi in 1687, despite several unsuccessful attempts, this area was fully integrated after the conclusion of peace in 1699 with the Ottoman Empire. Thus, the legal relations concerning the property rights over real estate were regulated in a way acceptable to Venetian interests. The paper is based on the published Cadastre of Herceg Novi and Risan from 1704 and the literature. The mentioned Cadastre reveals in full light how the Venetian government, accepting the real situation as a consequence of the Morean War (1684–1699), integrated the Topla area into its administrative apparatus.

COVID-19 has made a bad influence on economic and society including cultural and tourism industry in China，2020.The industry has received a huge loss in the first quarter of the year and the situation is getting worse in the near future. It is believed that there will be a long impact for the country even the world. In order to recover the industry, Chinese government has published series of policies to support the enterprises and clusters to reduce the bad influence of COVID-19. This paper mainly uses filed survey and documentary research to map the real situation of the industry. It tries to find the policy demand of the industries and then analyze the policies published by government to conquer COVID-19. Meanwhile it will focus on whether the supply meet the demand and give suggestions on how to promote the policy efficiency in the post period of COVID-19 in China. The provision of high-quality and timely emergency psychological assistance to minors is possible only in the conditions of a built system of interdepartmental interaction. The proposed methodological recommendations include consideration of organizational and procedural aspects of interdepartmental interaction in the provision of emergency psychological assistance on key problems of modern childhood and are based on international experience and regional practice. For the purpose of practical study of the issue, standard regulations and accompanying documents have been developed and proposed, which can be used by specialists in the field, taking into account regional specifics and the real situation, including the availability of specialists from various departments.

To solve the real-time problem of attitude algorithm for high dynamic bodies, a real-time structure of attitude algorithm is developed by analyzing the conventional structure that has two stages, and a flow diagram of a real-time structure for a Matlab program is provided in detail. During the update of the attitude matrix, the real-time structure saves every element of attitude matrix in minor loop in real time and updates the next attitude matrix based on the previous matrix every subsample time. Thus, the real-time structure avoids lowering updating frequency, though the multisubsample algorithms are used. Simulation and analysis show that the real-time structure of attitude algorithm is better than the conventional structure due to short update time of attitude matrix and small drifting error, and it is more appropriate for high dynamic bodies.

In order to solve the problem of the traditional Tercom, which is sensitive to the speed error and yaw angle error, an improved Tercom approach using with fading factor is introduced. The basic idea of this approach is to estimate the navigation position by a novel correlation function. The correlation function is calculated by weighted historical measurements. Experiment results with the real data show that this approach performs better than the traditional Tercom with regard to overcoming velocity error and yaw angle error.
