Risk management is important in supporting all objectives of the West Java Province Motor Vehicle Testing Technical Implementation Unit, namely providing technical safety guarantees for the use of motorized vehicles, trailer trains and postage trains on the road, supporting the realization of environmental sustainability from possible pollution caused by motorized vehicle use. trailer and train carts on the road, and provide public services to the community. Vehicles operated on the road include bus cars, goods cars, articulated cars, train carts, special vehicles and public transportation.The application of risk management can be used in all fields of work and even in various activities, including decision making, operations, processes, functions, projects, products, services and assets (ISO 31000, 2009). In Indonesia transportation has an important role in supporting national development. Indonesia is an archipelagic country where the development of the transportation sector is designed to support the movement of the economy, national stability and also reduce development inequality between regions by expanding the reach of the distribution of goods and services throughout the archipelago. With the existence of transportation, the economy of the community is more evenly distributed so that it is expected that people's welfare will increase, because the community is easier to get the goods and services needed. The transportation sector is an important sector to support the national development. As most of the energy demand in the transportation sector is used for motor vehicles in the road transportation, estimating the energy demand for motor vehicles is an important task in energy management. One of the method to predict the energy demand for motor vehicles is based ontwo main parameters, i.e. the intensity and activities of energy utilization. While the activity reflected growth in the number of motor vehicles and the mileage per unit vehicle for a certain time. By knowing the energy demand forecasts for the motor vehicle, the opportunities to increase energy efficiency can be analyzed by switching transportation mode.

Lead (Pb) remains elevated in road runoff and roadside dust, which has been attributed to legacy lead in surface soils from leaded petrol. However, “lead” tyre weights, an alloy of 95% Pb and 5% Sb, may be a relatively unrecognised diffuse source of Pb and Sb as they are still used in many countries. An unknown number of these weights drop off tyre rims and deposit on the road where they are abraded and dispersed, potentially causing adverse environmental effects. The type, number and weight of tyre weights lost from motor vehicles were characterised for a range of roading infrastructures and motor vehicle intensities in a 38 month long study of a 6.9 km length of road in Hamilton City, New Zealand. Overall, 1070 tyre weights with a combined mass of 18.6 kg were collected. About 96.4% of the collected weights were made of “lead”, which is an alloy of 95% Pb and 5% Sb, indicating tyre weights can be a major source of Pb and Sb in urban areas. The tyre weight distribution on roads used in this study depended mainly on traffic density and the prevalence of “start stop” patterns in traffic flow influenced by roundabouts and intersections. “Lead” tyre weights should be phased out and replaced with environmentally benign materials.

The motor vehicle on the road has a history of only just over 100 years. It is a major form of personal and public transport, but is also associated with hazards and risks. Many more people are killed on the roads each year in Britain than are the victims of homicide. General and forensic pyschiatric evaluation of offenders charged with or convicted of motoring offences is, however, infrequent, despite the presence of mental health problems in some of them. I describe psychiatric, criminological and legal factors associated with driving of motor vehicles, as many psychiatric patients have driving licences and have access to a vehicle or, indeed, may decide to drive unlicensed.


Aerosols have one property that distinguishes them sharply from most other pollutants of the atmosphere. They are easily seen and recognized as pollutants. The first smoke abatement law in the United Kingdom was adopted by proclamation in 1306 during the reign of Edward I, and in 1307 a violator of the prohibition was condemned and executed (Rogers & Edelman 1962). Even from the early days of internal combustion engines the emission of smoke, ‘vapour’ and oily substances has been prohibited. The Motor Vehicles (Construction and Use) Regulations 1966 presently govern emissions from motor vehicles in the United Kingdom. (These regulations are given authority by the Road Traffic Act 1930). For example, appropriate parts of the regulations stipulate, first in relation to construction, that every motor vehicle must be so constructed that it does not emit any avoidable ‘smoke or visible vapour’; and secondly in relation to use, that no vehicle may be used on the road if it emits any ‘smoke, visible vapours, grit, sparks, ashes, cinders or oily substances’ if the emission causes or is likely to cause ‘damage to any property or injury to any person’ actually on, or expected to be on, the road, or is likely to cause danger to any such person.

The State of Indonesia is a state of the rule of law (rechtstaat) based on Pancasila. As a state based on law, Traffic and Road Transportation under Law No. 22/2009 is an integrated system consisting of Traffic, Road Transportation, Traffic and Road Transportation Networks, Infrastructure of Traffic and Road Transportation, Vehicles, Drivers, Road Users, as well as management thereof. Motor Vehicle Inspection Authority on the Road by the Civil Servant Investigators in the field of Traffic and Road Transportation and the Indonesian National Police Investigators incidentally is an examination of the evidence of passed test for vehicles compulsory tested, physical motor vehicles, haulage, method of transporting goods and/or transport operating license. In order to carry out its duties and functions, Civil Servant Investigators should always coordinate with the Indonesian National Police as a coordinator and supervisor of the Civil Servant Investigators. Investigators of the Indonesian National Police, as the coordinator and supervisor, implement guidance and supervision of the Civil Servant Investigators in the field of Traffic and Road Transportation. The research is classified into normative legal research using a statute approach and conceptual approach.

The energy consumption in transportation sector was mostly created by the individual likeness to use private motor vehicle. High dependency on private motor vehicles has contributed not only to the traffic problem but also accounted to carbon emission. This study aims to investigate the psychological factors that influencing the adolescents’ intention to be more pro-environmental. This study found that the behavioural intention was significantly influenced by the adolescents’ awareness towards consequences, attitude towards environment and public transport, the sentiment of moral obligation to change, and the perceived possibilities or difficulty to practice environmental friendly travel behaviour.

<p>Often modern cars have a collision avoidance system built into them known as Pre-Crash System, or Collision Mitigation System in order to reduce the collision. But majority of vehicles on the road, especially heavy motor vehicles lack in such a system. In this paper, the implementation of the Collision Avoidance System is to reduce the risks of collisions at the hairpin bend on a Hilly track, Ghats, or other Zero visibility turns. The proposed system contains a set of IR sensors, LEDs, etc. It uses four IR sensors, which are placed on either side of the hairpin bend. The sensors are mutually exclusive and are connected to LEDs through wires. Based on the output of sensors, the LEDs will glow and start alerting the other vehicle approaching from the other end, Hence the drivers will decrease their speeds which would help in preventing collision. The LEDs will help the drivers in detecting the position of  the vehicles on either side of the bend. During climatic conditions like fog, snow, etc, the visibility of the drivers would decrease due to which they will not be able to see the LEDs, Hence, a collision may take place. To bring help as soon as possible to the injured, we have also made a proposed system which would alert the nearby hospitals that an accident has taken place. We have used Arduino UNO, GSM sim module and these will be kept inside a black box which will be inside the, car safe from breakage during the accident.<strong></strong></p>

The order of traffic on the road is very important for motorists on the highway, the lack of awareness of motor vehicle users and the poor drivers of traffic discipline make the level of traffic violations in driving on the highway always increase so that the number of ticket data received by the Dumai District Court. This research was conducted to analyze and classify data violations using the k-means method to facilitate knowing the types of violations that are often violated by vehicle users. The attributes to be analyzed are the types of violations and types of vehicles. The test was carried out using the Rapidminer 5 application where the data tested was data from the Dumai District Court on December 2017, as many as 616 violations. Central cluster data consists of 3 clusters, namely C1 = Many, C2 = moderate and C3 = few who commit traffic violations. So the results of the data obtained where C1 produces 1 data, C2 gets as much as 4 data and C3 as many as 7 data. Where the type of violation that is often violated is the type of violation that does not use a helmet and the type of vehicle is a motorcycle. From the results of this study can be used or can be followed up with the holding of socialization to reduce the number of traffic violations. Keywords: Clustering Analysis, K-Means, Traffic Violations, Rapidminer

Представлена разработанная программа «Технический сервис», обменивающаяся информацией с базой данных систем ГЛОНАСС/GPS. Данная программа работает по сети и позволяет оповещать технический персонал, занимающийся обслуживанием, ремонтом и выпуском на линию или в рейс автотранспорта, напоминая ему о времени наступления прохождения технического обслуживания (ТО) для каждой единицы техники предприятия. При этом идёт информирование о количестве заменяемых жидкостей, марок и кодов фильтров, с краткой историей о неисправностях и ДТП техники, а также дублированием всей информации с системы ГЛОНАСС: расход топлива, пробег, скорость, марки и госномера техники. Разработанная программа имеет следующие возможности: хранит список техники с государственными номерами, постоянно обновляя данные о пробегах автотранспорта; хранит для каждой единицы техники необходимую информацию для проведения ТО автотранспорта, краткую историю о крупных неисправностях, проведённых капитальных ремонтах и ДТП автотранспорта. Данную информацию можно распечатать или сохранить на компьютер. Вовремя проведённое ТО является основой и залогом безотказной работы автотранспорта, что сказывается на успешном ведении бизнеса. The developed program "Technical Service" is presented, exchanging information with the database of GLONASS/GPS systems. This program works on the network and allows you to notify technical personnel engaged in service, repair and release on the road or on a motor vehicle trip, reminding them of the time of receipt of maintenance operation (MOT) for each unit of the enterprise equipment. At the same time, there is information about the number of liquids, grades and filter codes to be replaced with a short history of equipment malfunctions and accidents of vehicles, as well as duplication of all information from the GLONASS system: fuel consumption, mileage, speed, brands and license plates of vehicles. The developed program has the following capabilities: stores a list of vehicles with license plates, constantly updating data on vehicle mileage, and stores for each unit of equipment the necessary information for maintenance operation of vehicles, a short history of major malfunctions, major repairs and accidents of vehicles. This information can be printed or saved to a computer. Timely maintenance operation is the basis and key to the failure-free operation of vehicles, which affects the successful conduct of business.

Motorcycle dominates traffic in Bali, particularly in urban roads, which occupy more than 85% of mode share. The three types of vehicles, i.e. motorcycles, heavy and light vehicles share the roadways together. Under mixed traffic conditions, motorcycle may be travelling in between and alongside two consecutive motor vehicles. Considering such a situation, passenger car equivalent values should be examined thoroughly. This study aims to determine passenger car equivalent (PCEs) of motorcycle at mid-block of Sesetan Road. Three approaches are used to examine the PCEs values. This study found that the PCE of motorcycles are in a range between 0.2 and 0.4. This values are about the same to the existing PCE of the Indonesian Highway Capacity Manual (1997). This study also pointed out that motorcyclists and car drivers may behave differently to the existence of motorcycles. Car drivers are more aware than motorcyclists on the existence of motorcycle on the road. Further, more samples are required to obtain comprehensive results. In addition, the presence of heavy vehicles need to be considered for future study.
