The weak motivation of young people to scientific and pedagogical activity, the shortcomings of the system of training highly qualified personnel, the decline in the interest of postgraduate graduates in professional scientific and pedagogical activity and many other factors lead to the aging of scientific and pedagogical personnel of Russian universities. In the last few years, universities have been actively searching for approaches to improving the systems of reproduction of scientific and pedagogical personnel. The analysis of programs aimed at rejuvenation of personnel and building up the scientific potential of the university, carried out in the article, allowed us to identify the key features of practical tools used in universities. The most promising mechanism can be considered contract training, since it allows you to secure young promising personnel at the university for at least several years. At the same time, this practice is not systematized, has no theoretical and methodological justification, in addition, there are no conceptual developments of the model of the contract training of scientific and pedagogical personnel. The purpose of this article is to develop a conceptual model of the contract training of highly qualified scientific and pedagogical personnel and to analyze the implemented model. The methodology of this work is based on a systematic approach, in which both special methods were used: comparative analysis, content analysis of documents, morphological analysis, and general scientific research methods. To achieve stated goal, the practice of implementing a model of contract training of personnel is revealed on the example of the Vladivostok State University of Economics and Service. The program of reproduction of scientific and pedagogical personnel based on the system of targeted contract training has been implemented at the university for several years and already has certain results. The scientific novelty of this work consists in the formation of conceptual approach to the development and implementation of a system of the contract training of scientific and pedagogical personnel for universities. The article may be useful for researchers and university managers dealing with the issues of training highly qualified personnel, rejuvenation of the personnel structure and personnel management of the university in general.

From the thrusters on smaller, but numerous, harbour support vessels through to the pod-drives on cruise ships and ocean going liners, azimuth control has rapidly established itself in the maritime industry. From the design of the ship, to the training of personnel and the development of operational procedures, the industry has risen to meet the demand. However, this rapid evolution has not allowed sufficient time for the propagation of knowledge throughout the different disciplines. On a day-to-day basis, maritime pilots must deal with such ships, coping as they do, with an as yet unstandardized environment. This paper presents the findings of an EU project (AZIPILOT) considering accidents and incidents and concerning the training and operational practice of ships equipped with Azimuth Control Devices (ACD’s).

This article is devoted to the issues of mutual influence of the processes of implementation of the concept of «green» economy and the index of human capital development in the world economy. The problems of the ecological crisis of 2021, the search for reduction of energy, material and other types of resources, taking into account the development of a «green» economy and environmental improvement, are outlined.The authors present the main approaches and directions of high–quality training of personnel and the search for ways of its development, based on the system of increasing human capital, identifying new directions for the use of existing resources by employees, including digital ones, adaptation to technology, taking into account the new «green» course of development of the world economy.

Abstract An analysis of maritime transport policies in Ghana was conducted in this study. The objectives were to establish the existence or otherwise of maritime policy, the degree of its effectiveness and its impact on the maritime industry in particular and the nation as a whole, identify the challenges affecting the successful implementation of maritime policies in Ghana, and suggest measures for effective implementation of Ghana's maritime policies. The study was conducted in the port communities of Tema and Takoradi. It employed a descriptive research design and the instruments used were interviews and questionnaires. The study focused on maritime policies enacted since Ghana’s independence. The findings of the study indicate that although there is no single document as a maritime policy, there are forms of policies. These policies are described largely as ineffective having such impacts as loss of revenue to the state, pollution of the marine environment and a high cost of doing business through Ghana's ports. Some of the challenges impeding the successful realization of expected results from maritime policies in Ghana include inadequate training, insufficient resources and a low level educational background. Some of the measures for addressing these challenges include establishment of an intergrated maritime policy, education of merchants in maritime-related trade, provision of additional resources and training of personnel involved with functions guided by Ghana's maritime policies.

Abstract An urgent task in the training of personnel of industrial enterprises is the development of the required amount of practical skills. In the context of a pandemic, restrictive measures, as well as the high cost and danger of conducting training on real equipment, virtual laboratories are becoming one of the most promising training tools. The virtual laboratory includes a visualization system (many 3D objects, animations and effects), as well as software components, databases, modules for logging and assessing the quality of exercise performance. Within the framework of this work, the task of developing a visualization system for virtual laboratories is considered. A structural diagram of the visualization system is proposed, illustrating all the necessary elements for creating virtual stands, an implementation algorithm is drawn up. The software implementation is described on the example of a laboratory setup for performing the Reynolds experiments.

The present work proposes a system of assortment of healing material in the Central Equipment and Sterilization of the Community Hospital of Hopelchen, Campeche starting with the use of input parameters (demand and costs), the analysis to determine how much and when to request consumption material. As well as assess the orders based on your weekly demand. This will be reflected in the improvement of the delivery-reception system, which impacts directly in all areas of the Hospital, thus avoiding serious problems such as shortages, ant theft, and reduction of expenses for excessive and untimely purchases, Expired products and shrinkage, among others. Likewise, the training of personnel in charge of the Central Equipment and Sterilization is considered. The aforementioned, will lead to a solution to a major problem of an economic and public nature, which is to avoid transferring the users belonging to this hospital to the General Hospital of the City of Campeche, for not having the necessary supplies in time and shape. The proposal is necessary, since as a hospital our reason for being is to provide health and well-being to our users, who demand good service and that this is provided with quality and warmth.

В статье рассматривается проблема обучения персонала организаций в условиях распространения коронавирусной инфекции. Цель — обобщить представления об онлайн-обучении персонала и, учитывая достоинства и недостатки этой формы обучения, наметить основные ориентиры его развития. Автор делает вывод, что переход к дистанционным и смешанным формам обучения продиктован не только сложившейся эпидемиологической ситуацией, но и необходимостью снижения транзакционных издержек работодателя в этой сфере. В работе рассматриваются не только достоинства онлайн-обучения, но и недостатки организационного и психологического характера. Выделены основные стратегические ориентиры обучения персонала организаций в режиме онлайн. По мнению автора, установка на непрерывное образование (life long learning), возможность выстраивать индивидуальные образовательные траектории и развитие онлайн-обучения может стать — при условии согласования образовательных потребностей работника и задач организации — инструментом карьерного развития и сопровождения персонала. The article discusses the problem of training the personnel of organizations in the context of pandemic. The goal is to summarize the ideas about online training of personnel and to highlight, based on the advantages and disadvantages of this form of training, the main guidelines in its organization. It is concluded that the transition to distance and mixed forms of education is natural not only as a result of the situation, but as a way to reduce the transaction costs of the employer in this area. Not only the advantages of online learning are considered, but also the disadvantages of both organizational and psychological nature. The main strategic guidelines for training personnel of organizations online are highlighted. It is assumed that the orientation towards life long learning, together with the ability to build individual educational trajectories and developing online training, can become a tool for career development and support of personnel through the coordination of the educational needs of the employee and the objectives of the organization.
