Promoting Aboriginal Territoriality Through Interethnic Alliances: The Case of the Cheslatta T'en in Northern British Columbia

Across rural North America, aboriginal and nonaboriginal people have formed strategic alliances to defend what are perceived to be common resources and attachments to place. Thus far, little is known about how these partnerships have factored into indigenous pursuits of territorial autonomy. This article describes how the Cheslatta T'en, a Dakelh (Carrier) community in north-central British Columbia, established a measure of control over their homeland after forming an alliance with local nonnative residents. Cheslatta leaders used cultural exchanges and social networks generated by the alliance to fashion territorial initiatives that, when taken together, channel popular environmentalism, provincial forestry policies, and ancestral ethnoecology into collective identity, action, and authority. As a result, the band has attained political influence over its traditional lands without participating in the province's treaty settlement process. Interethnic partnerships in rural areas are particularly relevant to political ecology because they reveal how the common experience of powerlessness can generate new forms of resource management that synthesize diverse constructions of nature. In this way, the paper contributes to the growing empirical work on such alliances and to emerging frameworks for a political ecology of social movements. It also adds to the ethnographic literature on the colonial encounter in British Columbia by highlighting the role of interethnic collaboration in contemporary rural resource management projects.

The new protected area (PA) designation of Conservancy in British Columbia, Canada marks a positive shift in government policy concerning PAs and the role of First Nations in provincial land and resource management and conservation. We present a review of the Conservancy designation within a legal and political ecology context, and assess some of the related opportunities and challenges presented by this new designation. Our data were gathered through document, literature and legal reviews, complemented by field research observations and personal communications with key informants from the Gitga'at First Nation.

Purpose – The purpose of this paper is to propose a method to measure intellectual capital (IC) in firms involved in strategic alliances, an area that has received scant attention in the literature, as existing research is focused mainly on organizational level mainly and increasingly on macro-level unit such as regions or nations. There are very few works at the meso-level (i.e. alliances, clusters), and the paper aims to fill this void, by providing researchers and practitioners with a tool capable of combining measurement and management aims, developed at organizational level with the active participation of the researchers. Design/methodology/approach – The method of analysis is based on a model formalized through a fuzzy expert system (FES). The FES are able to merge the capabilities of an expert system to simulate the decision-making process with the vagueness typical of human reasoning, maintaining the ability to still have a numeric value as a response. Its construction requires the participation of experts, whose knowledge of the problem is accumulated in the form of blocks of rules. These features make it possible to formalize the decision-making process related to the IC valuation, handling qualitative and quantitative variables, and exploring the cognitive mechanisms underlying this process. Findings – The outcome of the application is a system designed to measure the intangible performance deriving from participation in a strategic alliance using FES. This study contributes to the broadening of the research community’s understanding regarding the alternative measurement of IC created within strategic alliances. Research limitations/implications – To the best of the authors’ knowledge, IC literature lacks methods expressly designed to measure the incremental value of IC originating from collaboration among firms. From a measurement perspective, the results may be regarded as valuable proof that IC performance within strategic alliances can be measured quantitatively. Practical implications – On the management side, the possibility of retracing the determinants of different IC intermediate indicators composing the final IC index allows strategic alliances managers to use this information for decision-making purposes. Originality/value – To the best of the authors’ knowledge this is the first study applying FES to measure IC in a firm belonging to a strategic alliance. In the authors’ opinion, fuzzy logic methodology, recently applied in empirical work designed to evaluate IC, represents a reliable methodology because of the “fuzzy” nature of IC.

Purpose The purpose of this paper is to verify the development of economic activities in rural areas in terms of their public infrastructural equipment. Design/methodology/approach As a case study, the Polish rural areas were selected. A two-stage survey was conducted in 2015. The first stage involved entrepreneurs from rural areas. The second stage of survey was data collection for rural areas regarding economic activity and infrastructural equipment. In total, 121 objects (communes) were selected. The multicriteria analytic hierarchy process (AHP) method was used for the analysis. Findings The results demonstrate that for each kind of business, communication accessibility is the most important criterion. By contrast, environmental awareness and concern for the environment is the least important element for pursuit of the economic activity in rural areas. Research limitations/implications Limitations are connected mainly with the applied AHP method. The number of the comparable elements at the same hierarchy level is limited due to practical purposes. In addition, an assumption of full comparability of elements (criteria and alternatives) in the hierarchy model can be discussed. Furthermore, data quality and availability limit the scope of the empirical work. This study is a major simplification of reality modeling, but it gives practical benefits by simplifying the decision support procedure. Practical implications The findings of this paper contribute to the advancing theory of local development, with public infrastructure being one of its basic elements (factor of production). This paper explores the importance of physical infrastructure for different economic activities, and thus offers theoretical insights in two areas. First, this paper indicates the uneven weight of each infrastructure element for the various business sectors. Second, based on the collected data, this study also contributes to the literature, by using the AHP method to explore the relationships between infrastructural equipment and economic activity in rural areas. As the practical implication for local and regional development policies, this study indicates, that the most important criterion for each kind of economic activity is communication accessibility. This kind of public investment should be undertaken primarily to support entrepreneurship, especially in rural areas. Originality/value The uniqueness of the method lies in assumption about the uneven weights of infrastructure elements and therefore their impact on the process of ranking the objects (rural areas). The weight of individual infrastructure elements will vary depending on the kind of economic activity; therefore, the way of ordering will also be different for each economic activity.

Paternal attitudes, beliefs and behaviors that appear as family pattern or parenting styles play a key role in personality development and stabilizing the identity of adolescents. The present study assesses parenting styles and identity formation status of adolescents studying in and around Mysore city. A total of 400 adolescents (200 early and 200 late adolescents) were randomly selected covering Mysore city and nearby rural areas, of which equal number among were male and female adolescents and also equal number of them were from urban and rural areas. They were provided with Parental authority questionnaire (PAQ) developed by Buri (1991) and Aspects of Identity Questionnaire – IV (AIQ – IV) developed by Sampson (1978). PAQ measured perceived parenting styles. The AIQ scale measured personal, Relational Social and Collective areas of identity formation. The collected data were, coded and analyzed using SPSS software. The data was analyzed by Two-way ANOVA to find significant difference if any, in the developmental stages, area of living as well as gender of the participants. Results revealed that, adolescents with authoritarian Parenting styles had higher personal identity formation than adolescents with permissive and authoritarian parenting styles. Developmental stage showed significant influence on all components of identity-Personal, Relational, Social and Collective, where in early stage adolescents had higher identity than adolescents at later stage. In general, this study showed that the developmental stages had considerable effect on the collective identity formation in both early and late adolescents.

Abstract: The study of natural resource management policy is concentrated more on the implementation and evaluation of natural resource policies, whereas failure and lack of optimal public policies are mostly caused by public policy formulations that are not systematic, partial and have not touched the substance of the matter. SDA policy theory explains that ecological problems cannot be solved partially but with a multi-level approach by examining actors who play a role in the preparation of policy regulations so that the problems of natural resource management can no longer be analyzed with a technical approach but are more appropriate to use a political aspect approach.Keywords: Resource Policy, Political ecology, Polital aspect. Abstrak: Kajian kebijakan pengelolaan sumberdaya alam (SDA) lebih banyak dikonsentrasikan pada implementasi dan evaluasi kebijakan SDA padahal gagal dan kurang optimalnya kebijakan public lebih banyak disebabkan karena formulasi kebijakan public yang tidak sistematis, parsial dan belum menyentuh pada substansi persoalan. Teori kebijakan SDA menjelaskan bahwa persoalan ekologi tidak bisa diselesaikan secara parsial tetapi dengan pendekatan multi aras dengan mengkaji aktor-aktor yang berperan dalam penyusunan regulasi kebijakan sehingga persoalan pengelolaan SDA tidak bisa lagi dianalisis dengan pendekatan teknis tetapi lebih tepat menggunakan pendekatan political aspect.Kata kunci: Kebijakan SDA, Ekologi Politik, Aspek Politik.

<p>Since the Supreme Court of Canada affirmed the fishing and hunting rights of the Mi'kmaq nation in 1985 and 1990, the government has failed to accommodate these in appropriate and effective resource management frameworks. In Unama'ki/Cape Breton Island, Nova Scotia, the subsistence harvest of lobster and moose by Mi'kmaq has therefore caused cross-cultural conflict and ecological concerns. Since 2006, the Lobster Management Plan (Unama'kik Jakejue'ka'timk) and the Moose Management Plan are being developed under Mi'kmaq leadership to manage the Mi'kmaq harvest communally. These innovative management initiatives will serve as case studies for this thesis to explore how Mi'kmaq negotiate the political ecology of co-management in Nova Scotia and effectively assert Mi'kmaq rights to resource harvest and selfgovernance. Most notably, the management plans employ cultural principles of sustainability and pro-active approaches to cross-cultural communication. This research shows how Mi'kmaq communities have developed resource management capacities and frameworks that can also inspire the self-government aspirations of other aboriginal nations in Canada. Mi'kmaq strategies and experience suggests that aboriginal leadership and cultural principles are integral to the meaningful implementation of aboriginal resource rights. Semi-structured interviews with Mi'kmaq and governmental resource managers illustrated diverse discourses of aboriginal resource rights, ecological knowledge and sustainability. Aiming to represent research insights appropriately, this thesis follows the decolonization agenda of aboriginal methodologies and features reflective discussions of the author's positionality within the Mi'kmaq research community. This also allows for a review of how the author came to terms with conflicting discourses and aboriginal ontologies of ecological knowledge, as well as the requirements for decolonizing research. Supporting reflective insights, a framework of anthropological political ecology and poststructuralist arguments for ontological diversity explain the validity of aboriginal perspectives on ecological knowledge and resource rights, which is the premise of decolonization paradigms. A review of engaging with aboriginal culture both in theory and practice concludes that the practical experience is essential for an appreciation of aboriginal perspectives and thus integral to cross-cultural communication and co-management relationships.</p>

This chapter examines how the ex-colonials organized, what political influence they achieved, and why their efforts stalled. Anticipating elections, their leaders mounted social and cultural events with support from local politicians. These events maintained collective identity and social networks. They signaled a political potential and tightened bonds with local politicians. Similar models of patron-client arose in other Mediterranean cities (e.g., Aix-en-Provence, Marseille, Nice, Montpellier, Perpignan, and Toulouse). In the 1965 municipal elections, all parties in Toulon wooed the ex-colonials, who backed the moderate right. For the 1965 presidential and 1967 parliamentary elections, they sought to maintain their influence, but lost unity. The patron-client relations and electoral support that joined them to the moderate right would persist until the rise of the National Front in the 1990s.

Conceptions and challenges of public participation in British Columbia are reviewed to identify those characteristicsof planning processes that serve to benefit or constrain the interests and needs of public stakeholders. Perspectives onpublic participation, including representative and participatory democracies, and approaches to incorporating publicperspectives in decision-making (i.e., shared decision-making, consensus-building, and interest-based negotiation) arepresented to demonstrate the different approaches (and their benefits and challenges) available for providing opportunitiesfor public participation. Lessons from other natural resource management contexts are distilled and used to evaluatethe BC context. Three principal forest planning and management frameworks (the Commission on Resources and theEnvironment, Land and Resource Management Plans, and sustainable forest management certification) are examinedin light of whether meaningful opportunities for public participation were provided.Key words: public participation, British Columbia, Commission on Resources and the Environment, Land and ResourceManagement Plans, sustainable forest management certification
