CHANGE OF CONCEPTUAL BASES OF FOREIGN POLICY OF THE RUSSIAN FEDERATION IN CONDITIONS OF GLOBALIZATION

The basic ways of development of the foreign policy concept of the Russian Federation to conditions of such phenomenon as globalization are considered. Characteristics of process of globalization are given; his basic features and criteria of development are revealed. The analysis of activity of the international nongovernmental organizations is lead as the tool for creation of conditions of the new world order, the decision of essential global problems. The interrelation of the separate phenomena in the Russian politics processes of 90-th with universal processes of globalization is shown. Conclusions about positive and negative factors of influence of globalization on the Russian state and a society are made.

The subject of research is social relations concerning the constitutional transformation of the State Council of the Russian Federation into the format of a constitutional state body, it’s tasks and functions in the unified system of public power. The aim of the research is to confirm or disprove hypothesis that the Russian State Council is a constitutional state body that ensures the coordinated functioning and interaction of authorities in the unified system of public power.The methodological basis of the research includes historical, comparative legal, formal legal methods, legal modeling and forecasting. The research is based on existing and historical legal acts, materials of judicial practice, as well as on the works of leading national lawyers.The main results, scope of application. The authors substantiate concept of the constitutional status of the Russian State Council as a completely new constitutional state body, formed on the basis of modern national principles of state building, taking into account the existing constitutional practice. Main task of the State Council is exercising the constitutional powers of the Russian President to ensure the coordinated functioning and interaction of public authorities, the definition of the main directions of national and foreign policy of the state. The article provides a critical analysis of the goals, tasks, functions of the Russian State Council, the decisions it makes, as a result of which a number of conflicts in the regulation of its constitutional-legal status are revealed. Some proposals to improve legislation and law enforcement practice aimed at solving of the discovered contradictions are made. Current constitutional of the State Council is a result of the constitutional amendments of 2020 in the Russian Constitution and innovations in the Federal Law on the State Council of the Russian Federation. The authors substantiate the idea that the consolidation of a new constitutional position of the State Council can be considered as a process of forming a completely new state body, designed to ensure the coordinated functioning and interaction of bodies included in the unified public system. A comparative legal analysis of the constitutional legislation on State Councils in foreign countries showed that despite the same name the status and functions of these state institutions differ greatly in different countries, therefore any comparative study of them will be unreliable.Conclusions. The Russian State Council has competence, functions of a state power character, take decisions signed by the President of the Russian Federation and therefore have a generally binding character. So it has the characteristics of a public authority. The Russian State Council is a new constitutional and legal structure - a constitutional state body created in order to implement the constitutional powers of the Russian President to ensure the coordinated functioning and interaction of other bodies (that are part of the unified system of public authority) and to determine the main directions of domestic and foreign policy of the state.

The article highlights and analyses the current issues of international security agenda related to the Russian aggression against Ukraine and the application by the Russian Federation of targeted destabilizing hybrid war techniques the territory of other states. The article describes the fundamental repercussions of Russia’s annexation of Crimea and Russian military invasion of Donbas for international relations. Strategic culture is highlighted as an important factor of success of states and factor of international security as well as a prerequisite for the effective solution of urgent global problems, prevention of crisis and destructive phenomena. The necessity of prompt, consolidated and comprehensive inter-national response to illegal actions by the Russian Federation and its proxy-subjects, rep-resenting a direct and obvious threat to international peace and security is substantiated. The author analyses the Russian aggression against Ukraine in the context of national, European and global security. The researcher notes, referring to the experts’ opinion, that the imposition of sanctions alone is not enough to achieve foreign policy goals. Specific signals from the top political leadership of states and international organizations imposing them are also important because these signals shape certain expectations of decision-makers. The results of the reviewing the geostrategic aspect of foreign policy activity of the Russian Federation have been presented. The analysis of the level of disclosure given by the author of the methodological principles of Russian geostrategy, its planning and key vectors of implementation, has been provided. The estimated level of presentation of the content of the regional vector of Russian geostrategy comes as follows: its priority is to provide geopolitical influence in the post-Soviet space through its reintegration, as well as through the creation of controlled conflicts. The monograph has separately analyzed the degree of disclosure of the essence of the global dimension of geostrategy of the Russian Federation in the context of the West, Middle East, Asia-Pacific, African, Latin American and Arctic foreign policy directions of Russia. Thus, through a number of such directions, Russia attempts to implement its influence on the international security and the emergence of a new world order.

The policy of "soft power" has lost some of its significance in Russia's foreign policy, but continues to dominate the minds of researchers. This is evidenced by numerous articles on this topic and even research by journalistic groups. The concept has become a trend not only in the study of international relations, but also in political science. The decisive criterion for determining the degree of influence of "soft power" is "attractiveness", that is, the degree to which the subject can leave the object in order to exert a certain influence on it. Russia has a set of “soft power” instruments that can, to some extent, affect facilities, including in the countries of the Central Asian region, including Kazakhstan. The study is based on a comparative approach that allows not only to identify the features of the "soft power" of the Russian Federation, but also to compare their effectiveness. The activities of the two countries are analyzed through the prism of soft power instruments used in the region, including investment, educational, scientific and cultural programs.

The hypothesis of this research was that these states never had a rich level of strategic partner-ship (despite the officially proclaimed status), but always remained a sort of “negative strate- gic dependence” because of the high level of asymmetry in their relations. I. Zhovkva proved that the attribute of strategic partnership is community of strategic interests without its further reflections existing relations are superfluous. G. Perepelytsia marked that scientists must distinguish two definitions of strategic partnership – as a level of the attained cooperation and as an instrument of state foreign policy. In the given article strategic partnership is examined in two measures. The first part is sanctified to the use of the concept of strategic partnership in the foreign policy of the Russian Federation (on the example of Ukraine), and second to accordance of level of their cooperation proclaimed strategic partnership. After 1991, the goal of Moscow was ‘a friendly and neutral Ukraine.’ The relations were built primarily on an economic basis, but even then Russia widely used a ban on the import of some goods as a political instrument. After 2004, problems in Russian-Ukrainian relations related to the Russian military base in Crimea and the basing of the Russian Black Sea Fleet aggravated. Kremlin tried to destruct Ukraine rather than let it go its own way these witnessed against the contemporary concept of strategic partnership, which was the foundation of Russian politics towards Ukraine. Rather, the RF used very old policy of ‘stick and carrot’ (low gas prices and other economic preferences as the carrot, responsibility for ‘compatriots’ as the stick). The Treaty on Friendship, Cooperation, and Partnership between Ukraine and the Russian Federation was denounced as well as all Russian-Ukrainian agreements on the Black Sea Fleet, so, the RF itself refuses from using ‘strategic partnership’ as instrument of its policy towards Ukraine.

The article is devoted to the consideration of the modern model of interstate relations between Russia and Kyrgyzstan. The author demonstrates the asymmetry of such model, expressed in the fact that the Eurasian integration is a foreign policy priority for the Russian Federation, that considers it a strategic goal of the multipolar world. The policy of Kyrgyz Republic is based on the multivector principle and therefore refers to the integration project as one of the tools for achieving economic interests and a means of ensuring development. The author comes to the conclusion that the main meaning of that integration project for Kyrgyzstan is a pragmatic solution of social problems with the assistance of the Russian Federation and other EAEU member states. For Russia, in its turn, the pragmatism of this model consists in the strengthening of its strategic presence in the Central Asian region and its authority in the international arena as a whole. In the future, not only the common historical past, economic, militarypolitical and humanitarian ties, but also joint participation in the formation of a new world order will be the dominant factor in strengthening RussianKyrgyz relations.
