The hypothesis of this research was that these states never had a rich level of strategic partner-ship (despite the officially proclaimed status), but always remained a sort of “negative strate- gic dependence” because of the high level of asymmetry in their relations. I. Zhovkva proved that the attribute of strategic partnership is community of strategic interests without its further reflections existing relations are superfluous. G. Perepelytsia marked that scientists must distinguish two definitions of strategic partnership – as a level of the attained cooperation and as an instrument of state foreign policy. In the given article strategic partnership is examined in two measures. The first part is sanctified to the use of the concept of strategic partnership in the foreign policy of the Russian Federation (on the example of Ukraine), and second to accordance of level of their cooperation proclaimed strategic partnership. After 1991, the goal of Moscow was ‘a friendly and neutral Ukraine.’ The relations were built primarily on an economic basis, but even then Russia widely used a ban on the import of some goods as a political instrument. After 2004, problems in Russian-Ukrainian relations related to the Russian military base in Crimea and the basing of the Russian Black Sea Fleet aggravated. Kremlin tried to destruct Ukraine rather than let it go its own way these witnessed against the contemporary concept of strategic partnership, which was the foundation of Russian politics towards Ukraine. Rather, the RF used very old policy of ‘stick and carrot’ (low gas prices and other economic preferences as the carrot, responsibility for ‘compatriots’ as the stick). The Treaty on Friendship, Cooperation, and Partnership between Ukraine and the Russian Federation was denounced as well as all Russian-Ukrainian agreements on the Black Sea Fleet, so, the RF itself refuses from using ‘strategic partnership’ as instrument of its policy towards Ukraine.

Currently, the Republic of Turkey plays a vital role in international processes taking place on the world stage. Since ancient times, at the crossroads of the paths between the world of East and West, the Republic of Turkey claims to have an excellent position in the relations of these regions with each other, as well as in their internal processes and events. The universal location between Europe and Asia makes Turkish foreign policy one of its main political issues, especially in the field of regional cooperation. Moreover, the changes in the world of recent decades, such as the collapse of the USSR, revolutions and military operations in eastern countries, the transition of Crimea to Russia, lead to the fact that Turkey pursued its foreign policy thoughtfully and actively, taking the most advantageous positions for itself. An essential region for pursuing Turkish policy is the Black Sea region. The events of recent years have significantly affected him and the role that large states play in him, such as the Republic of Turkey and the Russian Federation. It also began to arouse great interest among states and regions of the Western world, such as the European Union. The changed geopolitical structure of the Black Sea region has led to the need for its members to determine their positions and areas of interaction in which they are ready to cooperate or, on the contrary, to oppose each other. In this article, the author will examine the relations of the Turkish Republic and the Russian Federation in the Black Sea region and its importance. In this study, political relations, security, economy, energy, and security will be discussed. In the conclusion of the study, the current state of Turkey-Russia relations and assessments will be made about its future.

The article analyses significance of the Agreement on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation. The author outlines the statement of the President of Ukraine Petro Poroshenko about the termination of the Agreement on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation, analyses the reasons for delaying the breakdown of diplomatic relations with the aggressor country, and studies the trade-economic and financial reasons for such a delay. Fear of large-scale armed invasion in Ukraine, the existence of certain arrangements with negative consequences for the ownership of Ukrainian oligarchs in Russia and so on are distinguished among the reasons for the delay of denouncing this treaty. Therefore, Ukraine legally preserved strategic partnership relations with Russia and continued to develop trade and economic relations. The domestic policy of both states was characterized within the context of Russian-Ukrainian war; the main content of the analysis of the Great Agreement and its 20-year implementation period was revealed. Fundamental changes in relations between the West and Russia were formulated. The analysis of the interpretation of the main points and theses of the Agreement were carried out. After analyzing the Great Agreement the author considers it obvious that Ukraine and Russia have different conceptual views on the role of the Treaty in their development as well as in development of their interstate bilateral relations. The article analyses Russia’s ignoring of the main points and norms of the Agreement on Friendship, Cooperation and Partnership and describes the reasons for radicalization of relations both in political and social dimensions that have been provoked by the Russian-Ukrainian war. The author concludes that Russia under cover of the Great Agreement, created all conditions necessary for committing its military aggression against Ukraine and gives examples of war crimes. From 14 to 28 December 2017, in the central part of the Black Sea, within the exclusive economic zone of the Russian Federation, a joint interdepartmental comprehensive oceanological expedition was carried out on board the R/V «Professor Vodyanitsky». The main goal of the expedition was to study the characteristics of the hydrological, hydrochemical, hydro-optical and hydrobiological structure of the Black Sea waters during the winter, as well as to collect material for studying the sedimentation system of the sea, which allows assessing the particle fluxes in the water column, the rate of its sedimentation to the bottom and biogeochemical processes occurring in water and bottom sediments.

In the early 1990 s, the foreign policy concept in Russia was based on the policy of «Euro-Atlanticism», which presumed orientation towards the Western model of development, integration with the Western countries and a conflict-free vision of international relations. But unlike the era of «Cold War» with the USSR, the Western countries did not consider the Russian Federation to be equal in status and did not hasten the process of establishing strategic partnership. Russia has never managed to establish an alliance with the Western countries and become «part of the Western world», «Euro-Atlanticism» has not proved itself. In the late 1990s, a shift began to a course of «multi-vector» foreign policy, implying a multipolar system of international relations. Moreover, at the end of the twentieth century, the Russian Federation faced growing threats from the United States and the countries that make up the military-political bloc of NATO, which necessitated a rethinking of priorities and possibilities for ensuring the protection of Russia’s national interests and security, and the development and adoption of new doctrines and concepts on the subject. This article thus deals with the process of establishing State priorities on the basis of the principle of protecting the national interests and safeguarding the national security of the Russian Federation during the period 1999-2007.

The basic ways of development of the foreign policy concept of the Russian Federation to conditions of such phenomenon as globalization are considered. Characteristics of process of globalization are given; his basic features and criteria of development are revealed. The analysis of activity of the international nongovernmental organizations is lead as the tool for creation of conditions of the new world order, the decision of essential global problems. The interrelation of the separate phenomena in the Russian politics processes of 90-th with universal processes of globalization is shown. Conclusions about positive and negative factors of influence of globalization on the Russian state and a society are made.
