The paper discusses the existing methodological and methodical difficulties in researching of interrelation between social and general cognition. Investigation of this communication is hampered by the fact that recent studies carried out in the framework of disparate concepts of social cognition and different approaches to the study of intelligence. Attention is paid to the problem of the use of certain types of tests of social cognition, the success of the implementation of which is related to the degree of development of verbal ability test, in particular — pragmatic language. The article describes the results of the available studies of the association of social cognition, general intelligence and language abilities. The study was performed by a grant from the Russian Science Foundation (grant № 14-18-03461) at the Federal Medical Research Centre of Psychiatry and Narcology under the Ministry of Public Health of the Russian Federation.

The article considers the main fields and onotogenetic development processes of men- talization and empathy. The neural measures and psychological studies results show that there is an active formation process of mentalization and empathy in adolescence. The article highlights the disputable character of the results of modern studies of social cognition in adolescence. The neural measures require further interpretation. The differences in mechanisms of empathy and mentalization are discussed, specifically the order of empathy components (cognitive or emotionally) forming in the onotogenetic development process. The various results of studies showing the proximity of these processes and prove their relative independence (including at the level of neural networks). The article contains the evidence that strong mentalization reduces the risk of emotional maladjustment and aggressive behavior, while its deficits correlate with bullying. We consider the current study of mentalization and empathy family factors. Particular attention is paid to the E.Mains study, which summarizes the research of social cognition ontogenetic development factors in building on the cultural and historical theory development of the of the psyche L.S. Vygotsky. The study was performed by a grant from the Russian Science Foundation (grant № 14- 18-03461) at the Federal Medical Research Centre of Psychiatry and Narcology under the Ministry of Public Health of the Russian Federation.

The structure of publications in the WoS system in scientific areas of priority G of the Strategy of scientific and technological development of the Russian Federation in the world and in Russia for 2010-2019 was considered. A comparison of the number of publications on aquaculture issues in the WoS system in the context of the leading countries and Russia was made. A general tendency of an increase in the number of publications in the field of aquaculture for this period was revealed, which indicates an increase in the interest of scientists and society in aquaculture issues. Based on the data of the Russian Science Citation Index (RSCI), an assessment of the publication activity of the authors directly in the field of aquaculture was carried out in the context of the main areas of research. It has been shown that the publication activity of specialists as a whole fairly objectively reflects the current state of domestic aquaculture and the main trends in its progressive development, corresponding to global trends.

24.07.2016 a large group of academicians of the Russian Academy of Sciences (RAS) wrote a letter to the President of the Russian Federation V. V. Putin, in which they gave an unfavorable assessment of the current state of Russian science. The letter listed a number of measures aimed at correcting the current state of science, and noted that "the time of political correctness is over, it is high time to speak out openly calling things by their proper names".Meeting with a group of academicians of the Russian Academy of Sciences in December of 2016, the President of the Russian Federation V.V. Putin stressed the timeliness of setting the above problems and the need to eliminate the noted deficiencies, drawing attention to the fact that only outstanding scientists of international standing with significant scientific achievements should be elected as academicians of the RAS.In connection with the critical assessment of the current state of Russian science in its various fields, expressed in the aforesaid letter of the academicians, it is of some interest to analyze the scientific activities and scientific achievements of some Russian scientists, in particular, in the field of thermal power engineering. For this analysis, articles were used published in the Teploenergetika (Heat Power Engineering) journal as well as a Report prepared under agreement No.14.574.21.0017 with the Ministry of Education and Science of the Russian Federation (hereinafter — MoE&S) on improving the thermodynamic and technical-economic efficiency of trigeneration plants at distributed and small-scale power generation facilities. As follows from this analysis, the authors of the aforesaid publications mislead the scientific community and the MoE&S concerning the alleged increase of thermodynamic and technical-economic efficiency of trigeneration plants considered by them. There are no grounds for such conclusions, since the listed materials contain no specific results of experimental and/or calculation studies of thermodynamic and technical-economic efficiency of trigeneration plants. It is therefore very strange that a Committee of the MoE&S signed an Act certifying “proper” implementation of Agreement No. 14.574.21.0017.

Anhedonia (or hypohedonia) reflects a missing or reduced ability to experience pleasure. Interest in the concept of clinical psychology and psychopathology is due to the high significance of violations of ability to experience pleasure as a predictor of serious mental disorders, such as schizophrenia, depression, chemical dependency. For under- standing the psychological deficits of patients with schizophrenia spectrum disorders is of particular importance to social anhedonia, reflecting the reduced ability to experience interest and pleasure from interactions with socially relevant stimuli and partners, and is implicated in disorders of social cognition, to social exclusion of patients. Revised Social Anhedonia Scale (RSAS) was designed to assess the severity of social anhedonia, tested in many countries, widely used in studies of schizophrenia. The problem of estimating the psychometric characteristics of the test RSAS, including the validity of the technique has become part of the project for the study of social cognition in mental disorders (grant funds of the Russian Science Foundation, Project № 14-18-03461). This article presents the results of the evaluation of the psychometric characteristics of RSAS and the applicability of the methodology for the Russian sample. The study was performed by a grant from the Russian Science Foundation (grant № 14- 18-03461) at the Federal Medical Research Centre of Psychiatry and Narcology under the Ministry of Public Health of the Russian Federation.

The article discusses the connection between the phenomena of empathy and subjectivity from the standpoint of cultural and historical psychology (L.S. Vygotsky) and the reflexive-activity approach (V.K. Zaretsky and others). We conduct a meth- odological analysis of the sources of empathic abilities and subjectivity (sense of agency, intentionality) in anthropogenesis (M. Tomasello), investigate the common roots of these phenomena in the development of dialogical thinking in ontogenesis (C. Fernyhough), and postulate a hypothesis on the interrelation of their higher, mature forms. We present the results of the empirical study of empathy and subjec- tivity in university and college students (N=154). In the group of university students, the relationship between empathic ability, perspective taking, emotional support and position of agency in learning is revealed. College students have a lower level of em- pathic abilities and a greater degree of objective (passive) and negative positions in the learning activity, their position of agency is weakly connected to perspective tak- ing and shows a significant negative correlation with personal distress. Conclusion: students with a more pronounced subjective position (stronger sense of agency) have a stronger empathic ability, which confirms the initial hypothesis. This article was prepared with the financial support of a grant from the Russian Science Foundation (grant № 14-18-03461) at the Federal Medical Research Centre of Psychiatry and Narcology under the Ministry of Public Health of the Russian Federation.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.
