The Master Plan is an important instrument to promote significant changes in Brazilian cities in order to achieve a sustainable development and create a new relationship between man and the environment. As far as this planning is concerned, the Master Plan is a basic tool to stablish guidelines to meet citizens necessities, as well as quality of life and social-economic development. For this purpose, citizens supervision and participation in local activities are necessary, so that Constitutional principles and democracy are accomplished. Civil society should be part of the decision-making process concerning enviromental public policies, as well as integrate elaboration, and supervision of these policies, taking into consideration that the public authorities, as well as the society, have to protect and defend the environment for the future generations (article 225, of the Federal Constitution). In this context, this task aims, firstly, evaluare the general guidelines od the Statute of the City (Law nº 10.257/01) and the importance of the Master Plans. Afterwards, adresses the participatory management as a way of implementing the sustainable cities.

ResumoEsta pesquisa tem como objetivo analisar os planos diretores elaborados e implementados no município de Belém, Estado do Pará, com ênfase nos períodos pós-constituinte (1988), passando pelo Estatuto da Cidade (2001) e Estatuto da Metrópole (2015), para verificar se estes instrumentos públicos foram realmente utilizados pela administração pública como instrumento de gestão e planejamento ou se apenas corresponderam ao atendimento de formalidade legal, com o fim de abster-se de crime de responsabilidade na gestão pública. A pesquisa foi realizada utilizando como método, a pesquisa bibliográfica e análise documental, abrangendo a elaboração dos dois Planos Diretores do Município de Belém, aprovado sem 1993 e em 2008, destacando um recorte de três mandatos eletivos distintos. Posteriormente, realiza-se uma análise comparativa do Plano Diretor e Plano Plurianual (PPA), com a Lei de Diretrizes Orçamentárias (LDO) e a Lei do Orçamento Anual (LOA), sob a ótica da execução orçamentária no município de Belém e sua aplicabilidade nas Ações Programáticas de cada governo, abordando os aspectos do saneamento ambiental, mobilidade e acessibilidade do transporte público e habitação social urbana. Conclui-se que os Planos Diretores e os demais instrumentos públicos PPA, LDO e LOA, não guardam sintonia entre si e comprometem a sustentabilidade da gestão pública, apresentando-se desconectados frente aos Programas e Planos municipais elaborados e suas reais execuções, frente às suas disponibilidades orçamentárias. AbstractThis research aims to analyze the master plans developed and implemented in the municipality of Belém, State of Pará, with an emphasis on the post-constituent periods (1988), including the City Statute (2001) and the Metropolis Statute (2015), to verify whether these public instruments were used by the public administration as an instrument of management and planning or if they are mere legal formalities, in order to abstain from a crime of responsibility in public management. The research was carried out using bibliographic research and documentary analysis as a method, covering the elaboration of the two Urban Development Plans carried out by the Municipality of Belém in 1993 and in 2008, highlighting a section of three distinct elective mandates. Subsequently, a comparative analysis of the Master Plan and Pluriannual Plan (PPA) is performed, with the Budget Guidelines Law (LDO) and the Annual Budget Law (LOA), analyzing them from the perspective of budget execution in the municipality of Belém and its applicability in the Programmatic Actions of each government, addressing aspects of environmental sanitation, mobility and accessibility of public transport and urban social housing. It is concluded that the Master Plans and the other public instruments PPA, LDO and LOA, are not in tune with each other and compromise the sustainability of public management, presenting themselves disconnected from the Municipal Programs and Plans elaborated and their real executions, facing their budgetary availability.

An important problem of small towns in settlement systems is the development and the need to preserve the natural and historical environment through the use of relief, water bodies and other measures. At the stage of developing master plans of small towns, the composition of project materials should provide effective management of the formation of the urban environment and architectural and artistic appearance. To this end, it is necessary to expand the range of issues addressed in separate sections of the master plans: in particular, the scheme of formation of architectural and artistic appearance of the city should highlight the most significant compositional areas and elements of its planning structure and ways of their development; develop a system of city-wide visual landmarks and provide visual connections of the main nodes of the city with the most valuable areas of the natural landscape; to develop the concept of the color decision of architectural and spatial structure of the city; to plan creation of new axes of formation of visual perception of a kind of the city taking into account real processes of development and distribution in its territory of central functions. It is necessary to actively use the compositional possibilities of forming the main ensembles on the basis of existing areas, as well as to take into account the need to improve the quality of the architectural and spatial environment while maintaining the typological diversity of buildings. Keep in mind that the shape of the square affects the spatial orientation and sequence of the ensemble's review and perception. Specific spatial characteristics of small towns require a special approach to the development of intersettlement relations. The environment of small towns is formed mainly under the influence of external intersettlement factors. Features and principles of formation of small towns interconnected both with the significant city-center of settlement system, and rural settlements are investigated. The use of these principles in project practice will improve the public service system in small towns through group resettlement and increase the level of service to urban and rural populations.

Slogans play an important role in conveying information to targeted audiences, and the translation of slogans tends to be studied under the rubric of public-notice translation. Previous research mainly uses researchers’ expertise to evaluate the quality of this type of translation. Yet, little is known about what the targeted readers think about the translation, although their opinions present key information that helps to determine whether the translation has achieved the intended effect. This paper elicits and systematically analyzes readers’ responses. We investigate the case of Macao, a rapidly growing economy where the demand for English translation has markedly increased in recent decades. Public administration bodies in Macao have commissioned Chinese-to-English translation in varied areas such as tourism, social security and welfare, cultural and sports events. We sampled ten translated slogans that were used in the public sector, and administered survey questionnaires (n=130) to both source-text and target-text readers. The two groups of readers’ evaluations, based on the criteria of fluency, conciseness, persuasiveness and mnemonic effect, reveal that the translations are perceived significantly less favorably than the originals are. Readers most strongly disliked word-for-word translations, and pointed out numerous problems with the translations such as ungrammaticality, inappropriate word use, lack of appeal, and unintelligibility due to insufficient background knowledge. This research demonstrates the tangible value of using readers’ responses to evaluate translation quality. It also has implications for translator training, and recommends that public authorities should institute a rigorous quality assurance system.

The emergence of various institutions today's economy helped spur the economy of the community. But unfortunately the growth of the economic institutions are not supported by an adequate legal development. The presence of various financial institutions helped bring a major role in economic development of society, especially the poor. These financial institutions emerged as a form of providing funds or capital goods for the public to purchase goods on payment in installments or periodically by consumers. Construction consumer finance based on an agreement with the principle of freedom of contract as legal bases for both parties. In practice financing undertaken by financial institutions poured in the form of a credit agreement. In each of providing credit to their customers finance institutions always face a risk, therefore the customer's business situation and developments to be followed continuously starts the moment the credit is given to the loan. As for giving legal protection to the parties in the process of providing collateral (guarantee), then one of them is with the enactment of Law Fiduciary. Implementation of lending followed by a fiduciary assurance processes at financial institutions in the city of Cirebon most important is the legal effect if the Borrower defaults which are expected to creditors (financial institutions) can be easily exercised fiduciary object. Constraints faced in a fiduciary guarantee is as follows: a. Any cost of making a deed by the Borrower felt heavy, incomplete b. Any requirements of the Borrower to elaborate on the type, brand and quality of the fiduciary object, c. The office registration still limited fiduciary, fiduciary registration e. The article describes the origin and formation of the «Dipromisto» Institute. The peculiarities of the project approach and methodological findings of the institute at the beginning of 1930s are considered.. The realism and pragmatism of Ukrainian specialists in the field of urban planning are noted. A necessary component in the devel-opment of the master plan of the new city, or the reconstruction of the existing one, was the technical and econom-ic studying of the city and more detailed analytical work. Only after that the sketch project was made and devel-opment of the final project of planning and drawing up in detail of the partial project of planning of the first turn was carried out. The Institute's development has consistently attempted to make the city aware and practical, not only as a supplement to industrial production, but as a self-sufficient facility designed to ensure all aspects of people's lives. The same approach was used in the process of developing the master plan of Kharkov (1933-1938). Thanks to the Institute, several dozen master plans of cities and about a hundred master plans of industrial settlements of the Ukrainian SSR were designed, and a master plan of Kharkov was developed. The school of complex urban planning was formed thanks to the work of many talented specialists: O. Eingorn, G. Sheleikhovsky and P. Alyoshin, as well as D. Bogorad, M. Davidovich, I. Malozyomov, O. Marzeev, P. Khaustov and other specialists. Eingorn was the undisputed ideological leader of the Institute. Thanks to his leadership, a methodology for designing cities was developed. First of all, the design process was divided into four stages: technical and eco-nomic studying of the city; drawing up a draft planning plan; development of the final planning project; drawing up a detailed partial draft of the first stage planning. Eingorn paid great attention to the architecture of the city and work with the landscape and another important implementation of O. Eingorn is a reorganization of the de-sign process and the work of the architect-designer and associates. Another prominent specialist – G. Sheleikhovsky. He co-authored and engineered and designed two large ur-ban projects, the master plan of Kharkiv and Big Zaporizhia. He was also a scientist who laid the foundations of urban climatology, which in the 1930s was just beginning to develop. This research explores the concept of understanding of mosque managers in the public space about the importance of facing the direction of Qibla. Samples Mosque located in the public space of the Hospital Jogja International Hospital, Adisutjipto Airport and Mall Plaza Ambarrukmo be proof of the tendency of pattern of understanding of managers of religious orders to face the direction of Qiblah correctly. By using qualitative analysis method and data collection method in the form of observation, interview and documentation, it is found that first, that understanding of mosque managers in public space at three places reflects the quality of life of Islami ie measuring to the expert so that the direction of qibla . Secondly, the accuracy of the direction of the mosque building in the public space in Sleman Yogyakarta is included in the category of accurate with the maximum reason for the 6 minute arc disturbance, where the direction of the largest deviation on the mosques is 0o 1 '20.8 "or equivalent to 3,074 km which means still leads the city of Mecca.Keywords: Accuracy, Understanding and Mosque in Public Space Penelitian ini menggali konsep pemahaman para pengelola Masjid di ruang publik tentang pentingnya menghadap arah kiblat. Dengan menggunakan metode analisis kualitatif dan metode pengumpulan data berupa observasi, wawancara dan dokumentasi diperoleh hasil penelitian, pertama bahwa pemahaman para pengelola masjid di ruang publik pada tiga tempat tersebut mencerminkan kualitas hidup Islami yakni melakukan pengukuran kepada pihak ahli sehingga arah kiblat sesuai dengan keilmuan astronomi. Kedua, akurasi atau ketelitian arah kiblat bangunan Masjid di ruang publik di Sleman Yogyakarta termasuk dalam kategori akurat dengan alasan maksimal penyimpangan 6 menit busur, di mana arah penyimpangan paling besar pada masjid-masjid tersebut adalah 0o 1’ 20,8” atau setara 3,074 km yang berarti masih mengarah kota Mekah.Kata kunci: Akurasi, Pemahaman dan Masjid di Ruang Publik

ResumenEl objeto de este texto es la exposición y análisis de los procedimientos de intervención pública en el paisaje urbano de la ciudad de Madrid. El objetivo último de ese análisis es identificar el modelo público para el paisaje urbano en Madrid.  Este texto se centra en la exposición analítica de documentos oficiales antes que en sus conclusiones definitivas, por lo que le corresponde la denominación de Informe.  Este informe se organiza en dos partes: una exposición teórica que enmarca el posterior análisis de instrumentos administrativos de intervención en el paisaje.  Se concibe como parte de la investigación de Tesis Doctoral titulada “Transformación Reciente del Paisaje Comercial en el Centro Histórico”, acotada en un marco temporal de apenas diez años, marcado por la crisis y la desregulación económica, y en un marco territorial limitado al centro histórico de Madrid. Esa investigación se enmarca en una reflexión general sobre la relación entre actividad económica y paisaje urbano. El interés de este informe para la investigación es sobre la utilidad de ese modelo público para el paisaje urbano en Madrid como parámetro para valorar la rentabilidad de los esfuerzos públicos y privados en la mejora de la calidad del paisaje urbano.AbstractThe purpose of this text is the exhibition and analysis of public intervention procedures in the urban landscape of the city of Madrid. The ultimate goal of this analysis is to identify the public model for the urban landscape in Madrid. This text focuses on the analytical exposition of official documents rather than on their final conclusions, for which reason the denomination of Report corresponds. This report is organized in two parts: a theoretical exposition that frames the subsequent analysis of administrative instruments of intervention in the landscape. It is conceived as part of the Doctoral Thesis research titled "Recent Transformation of the Commercial Landscape in the Historic Center", bounded within a period of just ten years, marked by the crisis and economic deregulation, and in a territorial framework limited to the historic center of Madrid. This research is part of a general reflexion on the relationship between economic activity and urban landscape. The interest of this report for the investigation is about the utility of that public model for the urban landscape in Madrid as a parameter to assess the profitability of public and private efforts in improving the quality of the urban landscape.
