The goal of the study is to make a comparative analysis of the dynamics of indices of economic indicators and sufficiency indicators used to calculate an urban environment quality index of a Russian municipality. The city of Kirov, Russia, was taken as a sample for the study, which went on from 2012 through 2018. The analysis demonstrated practically no statistically significant correlations in the dynamics of indices of individual subgroups of indicators, as well as in the dynamics of indices of individual indicators, although with a few exceptions. The results of the study confirm the need to improve the methodology of calculating the integral indices of cities and regions. These indices are related to urban ecology, quality of life, and sustainable development issues. The results also demonstrated the inadequacy of such tools for systematic and comprehensive international analysis of today urbanization problems.

Currently, the role of the big cities in the development of economy and society, the organization of high-quality urban space for people are widely discussed. However, there are still many unresolved urban issues with the crucial one being the need for the city-person interaction. Better interaction, diversity in satisfying the population’s needs, feedback from an active citizen who influences the development of the city are the attributes of modern metropolis that competes for any person. City’s advantages result in a greater population size and better quality of their life. Otherwise, the city shows the degradation signs and population decline. The purpose of the study is to justify the need for a multi-criteria assessment of living conditions in the Russian megalopolises under the citizens’ needs and the improvement of modern urban space. This assessment could guide the managerial decisions in defining the strategic priorities in city development. The following methodological tools were used: experts’ assessments of urban environment quality, demographic analysis of urban population movement; positioning of Russian megacities by criteria ‘urban environment quality’ and ‘population’s cost of living’, their grouping by the qualitative characteristics of urban environment; content analysis of the strategic documents for the development of the largest megacities. The novelty of the study is a new interpretation of the concept of ‘place’ in terms of the urban area. It is defined in a broader sense rather than a particular localization with the borders. It is an urban environment with a set of different opportunities to meet citizens’ growing needs. The study arrives at the approaches to a multi-criteria assessment of the living conditions in million cities under the citizens’ needs. To do this, the authors applied the methods of the Ministry of Construction, Housing and Utilities in the Russian Federation and analyzed the conditions and dynamics of the urban environment, studied the demographic processes, and evaluated the megalopolis attractiveness under the income and cost of living ratio. This revealed the challenges of the cities which could be theoretically solved in the strategic documents of megalopolis development, while the development of efficient mechanisms could help in the practical implementation of the solutions (municipal programs and projects). The article offers to analyze and constantly update the strategic documents of the million cities with regard to the public opinion and the needs of city dwellers in high-quality urban space. The authors worded the need to re-define the urban space which used to be interpreted as a place for living and the human role in its development. The results of the study could be of interest to public authorities and local governments that strategically manage the million cities. Further research is seen to be connected with the development of a comprehensive integral multi-criteria assessment for the current condition and dynamics in the urban space quality to define the megalopolis competitiveness in terms of their interest for the citizens.

The city is a complex system in which all components of the ecosystem interact with each other. In the course of the constant collection of information about the ecological situation, significant amounts of data are accumulated, the combination of which in a single information space provides new opportunities for obtaining new knowledge about the study area. The paper presents a study of the ecological component of the urban environment quality on the example of Krasnoyarsk city using open spatial data. Since one of the main factors for the assessment is the natural and ecological situation in the city, the following quality indicators were selected: the nature of thermal anomalies, air and land surface temperature, relief, number of storeys of residential and industrial buildings, concentration of suspended particles. The data on the land surface temperature were prepared using the Landsat-8 satellite data from 2013 to 2020, cloudless scenes were selected during the snowless period, which amounts to 30 scenes per city territory. The Open Street Map database was used to determine the number of storeys and types of all city structures. To achieve the goals, the authors selected the necessary vector layers for analyzing the urban environment, carried out a search and download of data on the air temperature and the land surface temperature, organized a single information space for geoinformation analysis across the Krasnoyarsk city. As a result of the geoinformation analysis, the search for relationships between objects was carried out, a comparison of data on one indicator from different monitoring sources was made. A vector polygonal layer has been created from small segments on the territory of the city that are more homogeneous in terms of buildings and relief features to search for relationships. Sets of layers where seasonal thermal urban anomalies are displayed have been created, the ratio of stable elevated temperatures to local climatic zones has been found, and existing sources have been evaluated regarding assessment of atmospheric air in relation to stable heat islands.

The article is devoted to the method of calculating the urban environment quality index on the territory of the Russian Federation. The authors reviewed the existing methodology for calculating the urban environment quality index of cities, and made a comparative analysis of statistical data and sample research materials on this issue. As a result, some discrepancies were found in the calculation of the following indicators: “the share of green areas”, “attractiveness of green areas”, “variety of services in green areas”. The article proposes a method for calculating the indicator: “the share of green areas” and a model for adjusting the following indicators: “attractiveness of green areas”, “variety of services in green areas”. Application of this method and adjustment of indicators will not only lead to changes in the calculation of the urban environment quality index for the city of Barnaul and for other cities of the Russian Federation, but will also allow to “qualitatively” evaluate Russian cities by the level of improvement and comfort of living of residents. Thus, Federal authorities will be able to provide targeted assistance to municipalities in areas where there is an urgent need.

The article provides a comprehensive analysis of outdoor lighting in the central part of Tyumen (with consideration of conducted field observations) and prospects of its development on the basis of the general plan of illumination of the central part of the city being under design. Main provisions of this general plan as well as methodological principles and assessment criteria of design solutions illustrat-ed by photographs, schemes and visualisations of the illuminated objects are described.

Городская среда один из важнейших предметов исследования урбанистики, рассматривается как целостный природно-антропогенный комплекс, подкрепленный развитыми технологическим, научным, производственным, социально-культурным потенциалом города. The urban environment is an integral natural and anthropogenic complex, supported by developed technological, scientific, industrial, social and cultural potentials of the city.
