The article is devoted to the method of calculating the urban environment quality index on the territory of the Russian Federation. The authors reviewed the existing methodology for calculating the urban environment quality index of cities, and made a comparative analysis of statistical data and sample research materials on this issue. As a result, some discrepancies were found in the calculation of the following indicators: “the share of green areas”, “attractiveness of green areas”, “variety of services in green areas”. The article proposes a method for calculating the indicator: “the share of green areas” and a model for adjusting the following indicators: “attractiveness of green areas”, “variety of services in green areas”. Application of this method and adjustment of indicators will not only lead to changes in the calculation of the urban environment quality index for the city of Barnaul and for other cities of the Russian Federation, but will also allow to “qualitatively” evaluate Russian cities by the level of improvement and comfort of living of residents. Thus, Federal authorities will be able to provide targeted assistance to municipalities in areas where there is an urgent need.

The goal of the study is to make a comparative analysis of the dynamics of indices of economic indicators and sufficiency indicators used to calculate an urban environment quality index of a Russian municipality. The city of Kirov, Russia, was taken as a sample for the study, which went on from 2012 through 2018. The analysis demonstrated practically no statistically significant correlations in the dynamics of indices of individual subgroups of indicators, as well as in the dynamics of indices of individual indicators, although with a few exceptions. The results of the study confirm the need to improve the methodology of calculating the integral indices of cities and regions. These indices are related to urban ecology, quality of life, and sustainable development issues. The results also demonstrated the inadequacy of such tools for systematic and comprehensive international analysis of today urbanization problems.

Introduction. The issues of creating, preserving and improving the quality of green areas are relevant not only for the municipality — the city of Barnaul, but also for each urban settlement of the Russian Federation, village and settlement.Methodology. To identify numerous shortcomings in the management, a statistical analysis of the main indicators of the development of the improvement sector, the main opinions of «experts», was carried out. In order to find ways out to ensure the comfort of living for each resident of the city, a theoretical generalization is used.Results. The main geoecological characteristics of the municipality — the city of Barnaul – are described. It reflects not only the achievements of local governments in this area, but also highlights the main problem-the lack of a unified concept of landscaping. To predict the development of the city and the formation of a unified approach to landscaping, the main measures are proposed that will allow creating an up-to-date, and most importantly, allowing each resident to comfortably exist, a model for managing the field of landscaping.Analysis and discussion. The forecast estimate for the municipality — the city of Barnaul from the proposed measures for rational use of natural resources is given.Conclusions. The application of these results is not only possible, but it is also necessary to take into account the local self-government bodies when managing the geoecological processes of each city of the Russian Federation in order to achieve an optimal standard of living for the population.

Th e article describes the construction of a generalized assessment of the incidence of COVID-19 in the regions of the Russian Federation. Th e mathematical model includes normalization of relative morbidity indicators, which allows comparing the incidence rate in diff erent regions and the degree of change in morbidity. Based on the developed scale of epidemiological safety and the risk of disease spread, the assessment of the level of disease and the spread of COVID-19 in the subjects of the Volga Federal District is carried out.The relevance of the study is due to the fact that a comparative analysis of the incidence of COVID-19 by region is currently one of the main conditions for identifying factors in the spread/localization of the disease, assessing the eff ectiveness of eff orts and developing a system of measures to counter the spread of the disease.

The priority task of the social and economic development of the Russian Federation is providing the population with housing. The strategy for the Development of the Housing Sector in the Russian Federation for the period until 2025 is aimed at improving the living conditions of the population. As follows from this Strategy, “Each family must be able to improve its housing conditions in various ways.” Considering the urban environment, the Strategy assumes that “the transition from the construction of square meters to housing in a comfortable urban environment” and “the development and implementation of standards for the integrated development of territories.” The article systemically analyzes the basic directions of improving various aspects of building houses in the city environment in the aspect of increasing the demand and offer of the finished building products. The rating of the Irkutsk developers is made on the volume of housing introduced in 2016, as well as the mission, the company’s strategy, and the strategies of its subdivisions. The corresponding conclusions are also made.

In real urban environments, only large green areas have a significant impact on the microclimate of the territory. That is why we should strive to expand the area of green spaces in cities through compensatory gardening, and create new regulatory documents. Landscaping has a significant impact on the possibility of full-fledged recreation of city residents, form the aesthetic image of the city, improve its architectural and artistic appearance. That is why compensatory landscaping is a topical issue in every country and one of the priority tasks among authorities at all levels. The establishment of mechanisms for the solution of environmental problems will allow to create comfortable living conditions for the population. In the article, the authors conduct a comparative analysis of the state of natural complexes in some cities of the Russian Federation with different climatic conditions and their compliance with the standards of gardening, the urban environment quality index. Based on the analysis, the reasons for the achieved indicators in the field of improvement are established and measures are proposed to improve them in order to achieve an optimal level of comfort for the population. Special attention is paid to the need to improve the regulatory framework of cities in order to create a unified concept of gardening and increase the area of landscaped spaces, shortcomings in legal acts on compensatory gardening are identified. As a result, the authors formulated proposals to change the existing gardening system and created an optimal legal act regulating gardening issues. The application of this act will solve environmental issues not only in individual cities, but also in the country as a whole.

The paper considers a comparative analysis of the structure of budget revenues of the city of Novosibirsk, both among other cities with a population of over one million in the Russian Federation, and among the municipalities of the Novosibirsk region. The structure of city budgets was assessed both from the point of view of their provision with tax and non-tax revenues received directly on the territory, and from the standpoint of dependence on transfers from the higher budget for the period 2011–2018. In addition, the possibility of the use of budget resources to identify the main areas of spending in large cities is analyzed. The fact of essential reduction of budgetary independence of the largest cities in the Russian Federation over the period of analysis considered is revealed.
