Contemporary technologies of training specialists in different professions envisage mastering the skills of a 'quality user' of computer technologies. At the same time, the issues of training primary school teachers, specialists in inclusive and remedial education to use more complex multimedia systems with the need to understand programming processes have often been excluded from basic courses as an 'unnecessary' component.But considering the current trends towards distance education, the “rejuvenation” of 'advanced users' and the need to maintain a educator's reputation, the trend towards introducing such systemic courses in the training process for specialists in primary, inclusive and correctional education has become a kind of concept for professional competence. It was based on the needs of today's teachers to transfer knowledge through multimedia systems (creating interactive databases, web pages, blogs or websites, preparing and conducting WebQuests, using computer games from producers or their own development through the platforms Wordwall, Etreniki, Flippity and Scratch programmes, etc.) that became the deciding factor for introducing specific topics on their use into training courses and expanding basic programmes of computer competency. Also, the training process began to include interaction with the training audience through social media. This multi-component work to develop a «modern/advanced» teacher provides the basis not only for improving the quality of the educational process, but also for its individualization according to the needs of each participant and his/her special educational needs, allowing to change the complexity of tasks, the saturation of tasks with audiovisual information.

The children with special educational needs are educated in a friendly environment in kindergarden and in primary school icluding during gym classes. The aim of this study is to analyze the level of development of prfessional competency of future kindergarten and primary school teachers for adapted education during gym classes. To analyze the methods of didactical testing, resolving of casus and pedagogical observation were applied. After completing specialized training the students from “Pre-school and primary school pedagogy” major developd sufficient level of competency for inclusion of children with physical disabilities in the educational process during gym classes.

Modern educational process is a qualitative condition in preparation of children with special educational needs for school. Information and communication technologies incorporation in the educational process is a requirement of modern learning environment. Preparation of children with special needs for school, inclusive education and individual approach is possible with innovative methods in the educational process in preschool. On one hand, information and communication technologies are learning environment improvement factors, as well as a challenging factor for teachers affecting teachers’ professional competence development.

A problem of future subject teachers training in conditions of Federal State Educational Standards introduction for various steps of an education system in Russia has been considered in this paper. For teacher�s ICT competence development a training program has been offered and a course �ICT Technical Means in Subject Teacher�s Professional Activity� has been developed. The course consists of two modules: �ICT Technical Means and Their Pedagogical Opportunities� and �Network Technologies and Their Application in Educational Process�. An electronic educational and methodical complex which structure is presented in this paper, being educational and methodical maintenance of this course, has been developed for training process efficiency increase. Preparation results indicators, control�s forms and methods, allowing to define a level of trainees� knowledge and abilities have been offered for the purpose of control and assessment related to training course materials� assimilation extent on two substantial modules. It has been shown that the developed course�s educational and methodical providing allows to optimize the future subject teachers� training process in higher education institution and also in system of professional development and professional retraining of pedagogical workers for the purpose of their professional competence formation in the area of ICT technical means use in educational process.

In this article, the authors consider the main conditions and ways to improve the quality of professional competence of teachers of special education. The main conditions for successful professional competence are the improvement of psychological and pedagogical and special knowledge about the competent interaction of a teacher and a child with special educational needs, the organization of the educational process aimed at developing the professional competence of teachers in teaching and raising children with special educational needs.

It is confirmed that the efficiency of an inclusive educational environment functioning is ensured by the presence of diversified psychological and pedagogical professionals and their proficient cooperation. The training of these professionals is of top priority while developing inclusive education in Ukraine. The results obtained during the pedagogical experiment convincingly prove that the author’s developed and tested methods and teaching and methodological materials allow directing the educational process to the training of future diversified psycho-pedagogical professionals to work in the conditions of the inclusive educational environment. During the formative stage of the pedagogical experiment, research and experimental work were carried out to check the effectiveness of the specialist training system of the psycho-pedagogical field to work in the conditions of a functioning of the inclusive educational environment. In order to obtain empirical data and to ensure their validity, a questionnaire and methodology to diagnose the levels of formation of bachelors’ professional competence were developed, in the context of which the criteria and levels of formation of the investigated quality were defined, as well as the tools for its implementation were created. The article reveals the importance of experimental activity in the process of improving and updating the educational process in educational institutions. It is shown that modern pedagogical science is designed to work on the advancement and to offer to the consideration by the Ministry of Education and Science of Ukraine the experimentally tested modern methods, educational technologies, models and systems with the draft normative provision of their introduction into the education system. The introduction of educational innovations across the country should be preceded by an examination of its effectiveness through the experimental and innovative way in the real mode of the educational process of educational institutions. Such activity is carried out on the basis of the Regulations on the procedure for the implementation of innovative educational activities. The purpose, task, content of experimental work on the problem «Scientific and methodical principles of forming the professional competence of people with special educational needs», which will be carried out during 2019-2024 years, is revealed. The content of experimental work of scientists and practitioners consists in theoretical substantiation and experimental verification of organizational and pedagogical conditions for the formation of professional competence of students with special educational needs with mental disorders, with disorders of the spectrum of autism, with speech impairment, hearing, vision, emotional-volitional sphere, support-foot apparatus in the institutions of vocational education. The necessity of training specialists, which, taking into account the social and social condition of people with special educational needs, was able to ensure the formation of their professional competence in vocational (vocational) education institutions, was engaged in the preparation of children with special educational needs for professional self-determination.

The article reviews one of actual and debatable problems in modern education – inclusive education of children with special educational needs. Timeliness and relevance of the study at the moment of writing the scientific article has been justified. The purpose of the study is to reveal the separate issues of potential readiness of teachers of institutions of general secondary education of Chernihiv region for the introduction of inclusive education. Analysis was conducted for achievements of scientists, who studied different aspects of teachers’ readiness for professional activity and forming the professional competence within the inclusive education. Potential professional readiness of teachers at general secondary educational institutions was demonstrated via two main indicators: professional readiness and psychological readiness. It was found that level of emotional perception is higher than level of theoretical readiness to include children with special needs in educational process – not to mention the practical experience of work with such categories of students. The emphasis is on avoiding the risks during introduction of inclusive education in Ukraine (formal inclusion, «strong-willed inclination», «spontaneous», uncontrolled inclusion). Analysis was conducted for results of studying the teachers at general secondary educational institutions of Chernihiv region. Recommendations were provided on training and retraining of teachers at general secondary educational institutions – for their adequate preparation within realities of Ukrainian school. This is development and implementation of training discipline for students of higher pedagogical education, as part of their work with children having special educational needs. It also includes advanced training courses for teachers, regarding the peculiarities of work with children having special educational needs – within the framework of inclusive education.

In this context, the report analyzes trends in the teacher's professional competence for adapted physical education in different countries.

The article describes the features of teaching a foreign language to pupils with special educational needs in the context of distance education. The data of the survey of parents of children with special educational needs on the features of distance learning and learning a foreign language are highlighted. The need to form inclusive competence of future secondary school foreign language teachers as a component of their professional competence is emphasized. The criteria for an inclusive foreign language lesson are described. Achieving the goal of scientific research involves solving the following tasks: 1) to justify the need for the formation of inclusive competence of a foreign language teacher in high school; 2) to characterize aspects of readiness for distance learning; 3) to formulate the general principles of the organization of educational process in the context of inclusive teaching of a foreign language in high school in the conditions of distance learning. Well-structured foreign language lessons, which are based on the criteria of proper teaching and the principles of modern foreign language didactics, provide opportunities to respond to the individual needs of students in very different learning situations. Teachers must have the courage to move away from the «teaching pages» approach, in pure textbook teaching. To do this, they need further education and training and external conditions conducive to such training. Given the above principles of inclusive education, such a process allows for effective support and supported learning in the context of distance education of students with special educational needs.

The article describes the state of psychological readiness of primary school teachers for the introduction of inclusion into the national education system. The 92,8% of pedagogical workers have been found to support the latest changes regarding inclusive education. The above points testify to the humanistic orientation of teachers to the organization of educational process involving the children with special needs. They perceive and appreciate not only the positive qualities of the students, but the person as a whole, that is, respect their dignity, recognize the right to free access to education. At the same time, the desire to work with this category of children was revealed by only 6,98% of the respondents. Reasons that prevent teachers from perceiving educational reforms, lack of information about working with special children (87,21%), lack of understanding how and how to make individual programs for children with special educational needs and implement an algorithm for its implementation (94,77%). There is also a fear of preserving the life and health of such students (97,09%), as experience proves that children with emotional and intellectual disorders do not always control their actions and threaten not only their personal health and life, but also other children. Proposals have been developed to increase the teachers' readiness to work with children with special educational needs. It is important to clearly identify the category of children with special educational needs that are able to integrate into society and minimize the individual curriculum. The future teachers need to know articles of the Law "On Education", which define the requirements for inclusive classes. It is necessary to hold trainings, master classes, consultations, round tables, webinars on problems of inclusive education for teachers. It's important to involve in the development of individual programs for children with special educational needs of defectologists, speech therapists, special correctional teacher.
