IDENTIFYING THE TRAINING NEEDS AND THE KEY TRAINING TOPICS IN THE ENTERPRISES OF LATVIA

The role of a workplace in the provision of lifelong learning processes is increasingly emphasised in the academic discourse. Since the early 21st century, a new term – “workplace pedagogy” (Billet, 2000) – has appeared, which signifies the increasingly important role of the workplace in the process of adult learning. The goal of this article is to discuss the key principles in determining the training needs and the key training topics in the enterprises of Latvia. The author of the article has carried out a qualitative study using a partially structured interview method. Four heads of human resource departments have been interviewed in four enterprises of Latvia with varied capital and with total number of employees reaching more than 6000. The outcomes of the study reveal three key tendencies in determining the training needs. First, the principle of urgency, namely, technical training, in order to ensure that corporate activities are pursued in accordance with law. Second, the principle of professional development for staff. This block contains various training options aimed at the development of the different skills and competences. Third, the training dictated by the development of information technologies. However, it must be noted that it is more characteristic to the enterprises specialised in information and communication technologies and thus could be integrated in the group mentioned in the second group. All the interviewees confirmed that training in the companies they represent is financially supported, although specific amount of expenditure was not mentioned. Still, it is possible to conclude that the planning and implementation of staff training form an integral part of corporate strategies. At the same time, it is possible to draw a conclusion that several crucial skills such as complex problem solving, cross-cultural competency, new media literacy, which have been mentioned as essential in the sources used for this research, have been neglected as staff training options.

The phrase “digital humanities” refers to a range of new media applications that converge at the intersection of technology and humanities scholarship. It is an evolving notion and conveys the role of information technologies in humanities scholarship. Based on a qualitative case study approach, this paper interprets the concept by eliciting the diverse perspectives — which nevertheless express several discernible themes — of a group of humanities scholars. It synthesizes the wide range of opinions and assumptions about information and communication technologies (ICTs) held by these humanists by using Bijker’s (1995) notion of a technological frame. The digital humanities domain is interpreted through three lenses: digital media as facilitator of scholarly communication; digital media as a platform for creative expression and artistic endeavors; and, digital media as context for critical studies of digital culture. The article concludes that, while technologies are being positioned as driving forces behind academic innovation, it is more important than ever to understand the cultural, social, and political implications of new media and how they are perceived and used by humanities scholars.


In recent years, the Middle East’s information and communications landscape has changed dramatically. Increasingly, states, businesses, and citizens are capitalizing on the opportunities offered by new information technologies, the fast pace of digital transformations, and enhanced connectivity. These changes are far from turning Middle Eastern nations into network societies, but their impact is significant. The growing adoption of a wide variety of information technologies and new media platforms in everyday life has given rise to complex dynamics that beg for a better understanding. Digital Middle East sheds a critical light on continuing changes that are closely intertwined with the adoption of information and communication technologies in the MENA region. Drawing on case studies from throughout the Middle East, the contributors explore how these digital transformations are playing out in the social, cultural, political, and economic spheres, exposing the various disjunctions and discordances that have marked the advent of the digital Middle East.

Following an initial euphoria about the power of the information superhighway to provide better access to information and wealth for all, what we have experienced in reality instead is that information and communication technologies have created further inequalities at individual, business, national and international level. To ease the effects of this “digital divide,” policy makers have taken up the role of change agencies, influencing the public in using innovative information technologies. This chapter focuses on the role of these change agencies for technology diffusion and the elimination of the digital divide. It is argued that examining the interest of change agencies and the other stakeholders involved in the diffusion process from a normative perspective can help in the preparation of effective information technology diffusion policies.

With the emergence of social networks on the Internet, the marketing of services, especially tourism services, depends on the human factor itself through the exchange and exchange of information about tourist areas, traditional products, hotels and others. The new era has begun to depend on the consumers themselves and their contribution to the promotion of services and places... With the rapid development of social networks, especially Facebook, the importance of harnessing these sites to serve the tourism industry in the countries of the world in general and Algeria in particular, where the industry depends largely on the views of consumers and the spread of information among them, which opened a wide door to identify the places of tourism and hotels and offer services from By visiting people and benefiting from their services, which positively affects other users who may one day be tourists in the same areas. The focus of this article is on how young people, ages 12–19, in the early 21st century use information and communications technologies. The wide and diverse nature of the landscape, composed of multiple platforms and applications in continuous change, necessitates a broad approach. Information technologies are now bundled with communications capabilities and vice versa, making a focus on one and not the other virtually impossible. Furthermore, one of the difficulties in studying ICT use among children and teenagers is that statistics and studies are still limited, even within digitally privileged countries. Ironically, while research in this area has focused on the educational use of ICT, young people overwhelmingly use it for personal reasons. This article, therefore, looks at ICT through a wide angle and offers a snapshot of the role of ICT in the lives of young people in the early days of the 21st century, suggesting in broad terms where the emerging issues and trends may lie.

In this chapter, the various ways technologies have exerted influence upon cultures and societies since the dawn of human existence is examined. Be it man-made fire, sharpened stone tools and weapons, or cave paintings, humans are always inventing “something” to sustain or improve their lives and/or livelihoods, and generally make their existence more tolerable – and comfortable. The culture surrounding and thus influenced by technological advances differs from traditional definitive criteria of groups. A technologically-influenced society and culture is identified by its populace's ability to access and use its defining technologies. Nowadays social communication and interactions often occur with others across cultures, continents and socioeconomic systems as constantly evolving information technologies emerge as communication tools. In order to understand the role of technology's influence on our societies, we must understand the historical significance of various information and communications technologies' influence on culture and how changes in our interactions and relationships across all groups have occurred as a result.

This paper presents the research results in the field of implementation of fourth industrial revolution technologies into the service sector, with a specific focus on the integration of Industry 4.0 technologies into corporate processes of industrial laundries. The theme covered was found topical following the analysis of practical needs and based on the specific nature of industrial laundry processes and only marginal interest paid in professional theory and discussions to the possibility and efficiency of the Industry 4.0 technologies implementation into non-production companies. Based on the analysis and evaluation of secondary data, advanced Industry 4.0 technologies have been identified which might lead to the increase of industrial laundries efficiency. Further, the methods of monitoring, structured interview and case study have been combined to design the integration of Industry 4.0 technologies into the system of existing information and communication technologies and systems. Based on a quality comparison, the case study and structured interview results have proven the benefits of implementation of automated identification and data collection technologies including the implementation of vertical integration of corporate information system and horizontal integration leading to the interconnection with customers in industrial laundries corporate processes.

The article discusses modern forms and methods of bibliographic activity in libraries. The role of modern information and communication technologies is explained. The information society places new demands on all social and communication institutions, including the activation of the formation of electronic document space, libraries and bibliographies. It is noted that the information society, the activation of the formation of electronic document space, puts new demands on all social and communication institutions, including libraries and bibliographies. New information technologies allow to significantly expand, deepen and diversify all forms of information and bibliographic services, which makes them faster, more efficient and more convenient. At the same time, it is explained that with the application of digital technologies, the category of information and bibliographic services is becoming a daily information service used by any reader of any library. Electronic catalogs are becoming powerful information systems to support the work of libraries and perform large-scale tasks.
