The article is devoted to the study of foreign theory and experience in designing a system of training highly qualified personnel using information and communication technologies and comparing them with domestic specifics in this area. In response to the need for training highly qualified personnel capable of solving research and pedagogical tasks in key areas for the development of the state, the purpose of this comparative study was to identify relevant and verified parameters for designing a conceptual model of the system for training scientific and pedagogical personnel in graduate school using ICT tools. The research is based on the analysis of domestic and foreign scientific and pedagogical literature devoted to the problems of training graduate students using ICT tools. To obtain empirical data, we applied the method of integrated observation in the design, administration and development of the postgraduate educational program; questionnaire surveys of graduate students, research supervisors and members of the state examination commission and in-depth interviewing of experts in the field of training highly qualified personnel with subsequent content analysis of the data obtained. As a result, we analyzed and systematized, taking into account the specifics of the use of information and communication technologies, such aspects of training highly qualified personnel as: theoretical, methodological and methodological provisions, personal, professional and regulatory requirements for graduate students and scientific supervisors, implementation and administration of the educational process in graduate school, including against the background of conditions of remote interaction, features of intermediate and final assessment of the formation of competencies of graduate students. The study opens up significant prospects for the practical application of the results obtained in the educational process.

Modern requirements for Russian higher education in general and the system of training highly qualified personnel in particular arise from the necessity to improve the quality and efficiency in order to ensure the countrys international competitiveness in important areas of life. The research is aimed at filling the need for a detailed analysis of algorithms, frameworks and principles of organizing the process of training highly qualified personnel in graduate school, using information and communication technologies (ICT). The comparative nature of the work, which analyzes Russian and international experiences in this field, allows to obtain data that have not previously been systematized in the present context. The study is based on scientific and pedagogical publications of Russian and international authors. The purpose of the study is to consider the theoretical, methodological and organizational aspects of training graduate students, using ICTs in the selection of the analyzed material. The comparative analysis makes it possible to identify and systematize the specifics of informatization in training scientific and pedagogical personnel, the current implicit state of which complicates its interpretation in terms of the educational process organization and management. As a result, we can identify the following eight characteristics of the system of training highly qualified personnel in postgraduate studies using ICTs: theoretical and methodological foundations, characteristics of electronic learning systems, conditions for effective application and input data for their design, requirements for scientific supervisors and students, factors that update this type of training and a list of basic terms and concepts. The described characteristics can be used as a theoretical basis for further research, for example, in order to determine the actual parameters of designing the environment for students in graduate school as a means of scientific and pedagogical training of highly qualified personnel. The given descriptions of technologies in the context of the peculiarities of the impact of informatization on the implementation of the educational process, together with references to sources, allow to use the materials of the article as data for its planning and organization. The results of the research can be useful for specialists in designing, organizing, implementing and supporting the educational process in higher education using ICT tools: research supervisors, graduate students, managers and designers of educational programs.

Условия реформирования системы подготовки кадров высшей квалификации характеризуются растущей потребностью обработки больших массивов информации в профессиональной деятельности. На этом фоне выпускник программы подготовки кадров высшей квалификации должен быть готов к самостоятельному выявлению проблемных зон с целью индивидуального или коллективного исследования и получения нового знания, направленного на решение поставленных задач. Отсюда следует, что содержание программы подготовки должно включать формы и виды будущей профессиональной деятельности выпускника. Исследование направлено на выявление средств информационно-коммуникационных технологий, которые могут быть централизованно применены для обеспечения образовательного процесса с целью создания базовых условий, которые позволят обозначить верное направление развития индивидуальной образовательной траектории обучающегося в ходе освоения программы подготовки кадров высшей квалификации. Представлено описание выявления области конкретизации централизованного применения средств информационно-коммуникационных технологий при проектировании информационной образовательной среды в подготовке кадров высшей квалификации на основе теоретико-эмпирического анализа образовательного процесса подготовки научно-педагогических кадров в аспирантуре. The conditions for reforming the system of training of highly qualified personnel are characterized by the growing need to process large amounts of information in professional activities. Against this background, the graduate of the training program of the highest qualification should be ready to independently identify problem areas for the purpose of individual or collective research and obtain new knowledge aimed at solving the tasks. It follows that the content of the training program should include the forms and types of future professional activity of the graduate. The undertaken research is aimed at identifying the means of information and communication technologies that can be centrally applied to ensure the educational process, in order to create the basic conditions that will allow to identify the right direction of the individual educational trajectory of the student during the development of the training program of the highest qualification. This article describes the identification of a specific sphere of centralized application of information and communication technologies in the design of information educational environment in the training of highly qualified personnel on the basis of theoretical and empirical analysis of educational process of training of teaching staff in graduate school.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. The above said made it possible to determine the further vector of educational activities of the Department of Pedagogy and Psychology of Vocational Education in training the specialists in "Professional Education" field both at the bachelor and master degrees.

The article is focused on the problem of training future tourism specialists using informational and communication technologies. The educational process of preparation requires changing the educational and methodological support in order to give the students the opportunities to master modern professional tools, technologies, methods of creating high quality tourist products. To solve this problem, the authors propose a model for the development of high quality training of tourism professionals through the use of computer 3D-tours. The development of this model took into account the theoretical and methodological basis regarding the professional training of future specialists in the field of tourism, the results of the analysis of educational programs, curricula for training students of the speciality “Tourism” and the data of the pilot experiment. It consists of the following main blocks. The conceptual-oriented block includes concepts, approaches, principles of participation, information and communication technologies. The content-technological block includes the content of the educational project of developing 3D-tours, levels of professional knowledge and skills, as well as types of familiriazation with ICT tools. The educational content of the model takes into account the practical mastery of the student’s professional skills in the development of various 3D-tours. During this process, the ICT tools are introduced gradually in a certain order. The organization-activity block of the model includes forms of organizing the study and technologies for studying. This model entails the involvement of classroom-based and remote, individual, and group forms of organization of the educational process, organization of project development for a detailed analysis of educational topics. The assessment-resultative block includes criteria, metrics and levels. During the development of the model, the results of the activity of thesubjects of the educational process were analyzed in accordance with two groups of criteria: the criterion of formation of professional theoretical knowledge, practical skills of 3D-tour development and the criterion of the level of using modern software and technical means in creative educational development. The developed model allows for increasing the quality of training of future tourism specialists. During the practical application of the proposed model, virtual 3D-tours were developed. Their development has shown the possibility of implementing the model of development of training of specialists in tourism by using computer 3D-tours with the use of modern ICT tools in the study of special disciplines and the attaining professional skills.

Information processes in the society encourage the formation of a revision of the forms and methods of learning; involve the use of didactic capabilities of information and communication technologies in teaching. No less important in this context, the problem of professionals training who are able to use modern possibilities of computer technology. Training of highly qualified teachers is only possible using advanced technologies that cover the entire range of existing opportunities. The analysis used in the formation of the software has showed insufficient use of a whole class of software - free software in the educational process. To overcome this problem, the proposed implementation strategy of free software in the preparation of teachers of mathematics, physics and computer science is proposed.

The issues of the development of education and training of highly qualified specialists in the field of priority directions of modernization and technological development of the economy of the Russian Federation are considered. It is noted that information and communication technologies, transforming many sectors of the Russian economy, are becoming the basis of the of innovative development of the state. At the intersection of the disciplines, new technical approaches and solutions are being developed that stimulate the emergence of new interdisciplinary areas and, as a result, the demand for specialists able to develop technologies and innovative business. The problems of training highly qualified engineering personnel in the IT field are highlighted. It is noted that the strategy for the development of the digital economy of the Russian Federation is the main factor determining the basic concept of the development of the education system.The organization of the modern educational process using a problem oriented approach in the study of programming languages on the example of Python is considered. The importance of the integrated use of an interdisciplinary approach and information and communication technologies in the formation of general professional and professional competencies of future IT professionals is shown.

This article discusses the implementation of information and communication technologies in the field of vocational education in the field of costume design, analysis of their use, training of teachers to improve the effectiveness of education using information and communication technologies. In this article discusses the development of students 'competence in designing and modeling clothing using modern information and communication technologies in the training of specialists, increasing students' knowledge and skills, interest in the learning process and the ability to apply their knowledge in practice in the future. The focus will be on developing appropriate strategies for the new education role. The data show that the use of information and communication technologies in the educational process helps to increase the effectiveness of education and facilitates the organization of the learning process. In particular, it shows that the contribution of information and communication technologies to the improvement of the educational process in educational institutions, where information and communication technologies are an innovative factor. Achieving this high level means that the educational institution must not only modernize the technological tools, but also change the teaching models.

This paper aims at discussing the potentials of bottom-up design practices in relation to the latest developments in Information and Communication Technologies (ICT) by making an in-depth review of inaugural cases. The first part of the study involves a literature study and the elaboration of basic strategies from the case study. The second part reframes the existing ICT tools and strategies and elaborates on their potentials to support the modes of participation performed in these cases. As a result, by distilling the created knowledge, the study reveals the potentials of novel modes of ICT-enabled design participation which exploit a set of collective action tools to support sustainable ways of self-organization and bottom-up design. The final part explains the relevance of these with solid examples and presents a hypothetical case for future implementation. The paper concludes with a brief reflection on the implications of the findings for the future of architectural design education.
