This research analyses information and communication technology as an effective tool and infrastructural basis for tertiary education development. The paper aimed to determine common roadmap of ICT implementation into national educational system taking into account variable factors of smart economics, global digitalisation and conditions of the international environment. Sufficient evidence of European countries’ willingness to ICT transformation is illustrated. A subsidiary objective of this research involves the building of a logical model outlining correlation between tertiary education and level of ICT access by the example of some European member states and Ukraine. Statistical data were based on variable indicators describing ICT infrastructure, education effectiveness and economics. The methodology of statistical methods and GAP-analysis was applied. This allowed revealing complex recommendations for the transformation of education into a smart education. The research highlights key considerations and important trends in the development of European education under the digitalisation.

Penguasaan terhadap Teknologi Informasi dan Komunikasi perlu diajarkan pada semua tingkatan agar suatu proses dan kegiatan dapat dilakukan dengan lebih cepat, mudah dan efisien. Para siswa kelas XII SMK Taruna Bangsa dituntut untuk memiliki kompetensi yang dapat dikuasai sebelum lulus sekolah. Salah satunya kompetensi adalah dapat membuat website atau aplikasi berbasis web. Disamping itu, kepala program jurusan RPL SMK Taruna Bangsa menyampaikan perlu adanya pendalaman dan pengetahuan lebih dalam pembuatan website selain yang dibekali di sekolah seperti mendesain website front end. Oleh karena itu perlu dilakukan pelatihan mendesain website menggunakan framework Bootstrap. Pelaksanaan Pengabdian kepada Masyarakat (PkM) ini dijalankan sesuai dengan wujud implementasi MoU yang telah dilakukan antara SMK Taruna Bangsa dengan Universitas Bina Insani. Pelaksanaan kegiatan pada masa pandemi Covid-19 dilakukan secara online melalui media konferensi www.zoom.us dan www.youtube.com. Kegiatan ini diikuti oleh 78 peserta dengan hasil akhir memberikan hasil yang positif, ditunjukkan pada umpan balik peserta terhadap materi yaitu pada nilai 4 (Baik) sebesar 32,1% dan nilai 5 (Sangat Baik) sebesar 60.7%. Berdasarkan paparan tersebut kegiatan PkM ini telah memberikan kemampuan dan penguasaan terhadap siswa dalam mendesain website dan memiliki bekal dalam mengimplementasikan pada bidang Teknologi informasi yang pada akhirnya mendorong smart education kota Bekasi. Kata kunci—bootstrap, pengabdian kepada masyarakat, website Mastery of Information and Communication Technology needs to be taught at all levels so that processes and activities can be carried out more quickly, easily and efficiently. Class XII students of SMK Taruna Bangsa are required to have competencies that can be mastered before graduating from school. One of the competencies is being able to create a website or web-based application. In addition, the head of the RPL department program at SMK Taruna Bangsa said that there is a need for more in-depth and knowledge in making websites other than those provided in schools such as designing front end websites. Therefore, training in designing websites using the Bootstrap framework is necessary. The implementation of Community Service (PkM) is carried out in accordance with the implementation of the MoU that has been carried out between SMK Taruna Bangsa and Bina Insani University. The implementation of activities during the Covid-19 pandemic was carried out online through the media conference www.zoom.us and www.youtube.com. This activity was attended by 78 participants with the final result giving positive results, shown in the participants' feedback on the material, namely a value of 4 (Good) of 32.1% and a value of 5 (Very Good) of 60.7%. Based on the explanation, this PkM activity has given students the ability and mastery in designing websites and has provisions in implementing it in the field of information technology which ultimately encourages smart education in the city of Bekasi. The implementation of Information and Communication Technology (ICT) into learning activities presents a significant effect on the quality of education, especially in the era of the industrial revolution 4.0. The present study aims to evaluate the level of implementation of ICT in learning activities for vocational teachers. This experimental research used survey method by distributing questionnaires to respondents with different subject expertise.The results showed that the use of ICTs in learning process has not been implemented optimally. This is caused by the low competence of teachers in the sector of information and communication technology. In addition, the lack of ICT infrastructure in schools causes a deceleration in the development of ICT-based learning models. Comprehensive improvement need to be implemented so that the development of ICT-based learnings model can be performed. The results of this study are expected to provide positive feedback to improve the quality of Indonesian education

Information and Communication Technology (ICT) on buses and at major bus terminal in large cities in Indonesia is needed for sustainable transportation. Based on the existing condition of buses and major bus terminals, ICT implementation cannot be completed at one go, but needs to be done in different stages. The aims of this study are identification of existing ICT implementation, to determine the necessity and priority of ICT implementation based on passengers’ needs and to provide stages of ICT implementation on buses and at major bus terminals in Indonesia for the purpose of sustainable transportation. Case studies are carried on Trans-Sarbagita buses and at Mengwi major bus terminal in Denpasar, Bali and on Surabaya-Yogyakarta buses and at Purabaya major bus terminal in Surabaya, Indonesia. Five hundred and sixty-six passengers and the terminal authority are involved in this study. Data collecting method is questionnaire and interview. Important performance analysis is used in analysis. Results indicated that the stages are: 1) maintenance of existing ICT daily operations, i.e. CCTV and online-ticketing, 2) dissemination of existing and future ICT facilities to the society, 3) effort to implement ICT needed by passengers, 4) effort to implement ICT based on passengers’ priority, and 5) implementation of other advanced ICT in the future with financial support and the firm effort of local government, national government and industry, consistently and continuously.

Our world has seen enormous improvements in mobile telephony, the internet, and ebusiness. Information and Communication Technology (ICT) play a critical and core role in today’s society. All over the world nations have recognized information and communication Technology (ICT) as a powerful tool in accelerating the economic activity, efficient governance and developing human resources. Whether it’s the electronic form of conducting business or social/professional networking over the World Wide Web, ICT has proved that it is a basic requirement for social and economic development. To increase the flow of Information and improving communications and to increase possibilities and opportunities, ICT infrastructure is a rudimentary need. ICT has proved that it is one of the major difference between developed and developing countries. Take for example India. India has achieved the status of the world’s 4th biggest economy, major fraction of which is basically IT driven. The information and communication technology could be used to empower the Women in Pakistan by making the resources available to them at home, where a nearby area / residential based environment could be created for working at home where they could fulfill their home based liabilities as well.

Even though open and distance learning (ODL) using Information and Communication Technologies can be applied across disciplines and at various levels, this paper focuses on the supervision of PhD students studying through the Open and Distance Learning mode of education using Information and Communication Technologies (ICTs). Taking into account the fact that higher education institutions are always striving to increase the quality of supervision and throughput of doctoral programmes, the study highlights how Information and Communication Technologies (ICTs) can mitigate these challenges. The study was carried out in 10 Zimbabwean universities to evaluate the levels of preparedness of universities, supervisors and PhD students in using information and communication technology during their studies. Purposive sampling was used focusing on PhD students studying through ODL, local universities offering PhD programmes experienced, PhD supervisors, the Zimbabwe Council for Higher Education officials and officials from the Ministry of Higher and Tertiary Education, Science and Technology Development. Students, universities and supervisors were not fully prepared to do their work using ICTs due to various reasons. Some of the reasons given were that some universities did not have the required infrastructure and facilities in place. Some of the supervisors and students lacked basic computer skills and this affected the quality of supervision and slowness in giving feedback. The lack of internet availability and poor connectivity were also cited as challenges especially with the prevailing load shedding. The study recommends universities to invest in ICTs infrastructure since higher education transcends geographical boundaries.


ICT (Information and Communication Technology ) is the mostly discussed and observed subject matter now a days. In the all round progress of an economy , this sector has a key role to play. An economy cannot thrive well with proper information and communication technology. In driving the development of financial inclusion and sustainable development the role played by information and communication technology , cannot be overlooked. This infrastructure plays a crucial role ,enhancing the technical progress and thereby total productivity of the economy. Moreover previous findings have also showed a positive correlation of ICT on economic growth. This paper studies the role of ICT by using a multiple regression analysis. We have used mainly secondary data to arrive a logical conclusion. It is expected that this paper will help the policy makers and the researchers in analyzing and understanding the importance of financial inclusiveness for economic development.
