Despite the general dissatisfaction with the domestic bureaucracy, bureaucracy is a universal and most common apparatus of government in any developed state. In the paper the author tries to identify and analyze only the positive qualities of the bureaucratic management system in relation to modern conditions, deliberately not affecting the shortcomings of the bureaucratic organization. This approach is usually not used by researchers who seek to focus on the defects of bureaucracy. At the same time, it is necessary to know both the positive and negative sides of the modern bureaucratic apparatus in order to transfer them to the newly formed governing structures. The author reveals the positive aspects of such qualities of the bureaucracy as strict regulation of activities, vertical hierarchy (with its inherent unity of command and centralization), the specification of the labor function of the official and structural units of the apparatus, the competence of officials, as well as the impersonality of relations between them. A rational bureaucracy resembles a well-programmed mechanism aimed at efficiently solving the problems that arise before it. Their implementation in the system of modern domestic bureaucracy is shown following the example of the norms of the current Russian legislation. The author divides the concepts of «bureaucracy» and «bureaucratism», offering to be guided not by populist slogans about the elimination of bureaucracy at all, but by minimizing the defects of the managerial impact of the bureaucratic apparatus. The task of the political leadership of the country is to choose the structure that best meets the goals and objectives of the state, as well as the internal and external factors affecting it. It is important not to dwell on the search for the «only true» structure of the control apparatus, and learn to identify the positive and negative sides of the existing system and adjust them to meet the challenges.

This essay analyzes the political motivations behind the Jewish Nation-State Bill introduced in the Knesset in November 2014, shedding light on the ascendancy of the Israeli political establishment's radical right wing. It argues that there were both internal and external factors at work and that it is only by examining these thoroughly that the magnitude of the racist agenda currently being promoted can be grasped. The essay also discusses the proposed legislation's long history and the implications of this effort to constitutionalize what amounts to majoritarian despotism in present-day Israel.

The Kurdish question has been one of the most protracted issues in the political history of Turkey. Given such a long securitization of the Kurdish question, it almost came to an end due to the peace process initiated by the AK Party government and the imprisoned leader of the PKK, Abdullah Öcalan in 2013. Apparently it was not a solid process because it failed immediately after the June 2015 general election. There may have been many internal and external factors explaining the reason why it failed but this paper looks specifically at one of them: the influence of the Syrian crisis on the peace process in Turkey in light of spillover effects and spreading insurgency theories.

The aim of this chapter is to analyze the most relevant factors affecting retailers by investigating the relationships between store type, assortment level, customers' purchases, and sales productivity. Analyzing the dataset of the German retailer Rossmann through classification and regression tools, this work investigates what store type customers visit more often, what kind of assortment they prefer, and how sales profitability is affected by internal and external factors. Results show a tendency from customers to shop in smaller neighborhood markets rather than in the large shopping centers with extensive assortments, determining an increase in sales productivity in smaller size stores. Results suggest managers developing strategies for creating multiple retail formats in order to meet the diverse customers' tendencies in the today's market.

Musical talent development and the factors that influence it—such as family or peers—have been widely researched, especially in a Western setting. Despite the growing body of research in non-Western cultures and regions, there is still a lack of research comparing the factors and perceptions of musical talent development between Western and Asian settings. This interview study compared Swiss and Chinese music students’ ( N = 19) musical talent development and the factors influencing musical talent during childhood and adolescence, their professional aims, and their perception of internal and external factors affecting talent development. The students had similar opinions regarding the role of their teachers, the roles of internal and external factors in talent development, and their career goals. However, the students from China and Switzerland differed in their experiences of making and discussing music with peers, in the difficulties experienced during their music education, and in their relationship with their families. The results are a starting point for further comparative research on the perception and development of musical talent, and offer material for a mutual understanding of music students’ backgrounds in countries with differing music education traditions.

Abstract Objectives: The Best-Worst Method is considered as a novel and innovative way to identify and prioritize ever-changing internal and external factors affecting health care performance. Results: After screening the large number of factors using the “content validity ratio”, a Pairwise comparisons were conducted between the best and the worst criteria and the other one. Then Modeling the research problem through linear programming and finding the optimal weights.the most effective internal factors from the experts’ viewpoint were the financial indicators such as “the ratio of personnel wage costs to the total revenues”. The most important external factor that was “structure of the payment system and strategic service purchasing by insurance”.external factors had greater impacts on the performance of public hospitals than internal factors. Therefore, when assessing the performance and improvement interventions of hospital, not only internal indicators should be measured, but also external factors, including political and economic policies and approaches governing the health system need to be taken into account.
