DIGITALIZATION OF LAW: CHALLENGES AND PROSPECTS

The article deals with the problems associated with digitalization of the legal environment and some types of legal activities. The problems under consideration include the increase in electronic document flow, the so-called «electronic justice», electronic communication technologies in legislative and law enforcement activities. The author substantiates the premise concerning the inevitability of transformation of the legal system under the influence of information and communication technologies. The article describes the experience of some foreign countries where the technologies of the Fourth Industrial Revolution have been used for quite a long time. The problems that arise due to the use of digital technologies in the legal sphere are outlined. The author highlights the role of digital information and its importance for managerial and administrative decision-making and maps changes associated with legal forms of the activity of the State. Predictions are made regarding the development of the legal system and the system of legislation, legal profession and some types of legal activities in the short term. The author substantiates the premise that the development of technologies is almost the main factor of competitiveness of a modern State.

The article analyzed the peculiarities of the interpretation of the «communication culture» in the context of scientific researches of the past and contemporary domestic researchers. An analysis was carried out to define the concept of «communication culture of a person», the approaches to the definition of this concept are singled out. The positions of scientists concerning the role of eloquence in the formation of the linguistic personality are analyzed, the language is analyzed as a «social and psychological phenomenon», historical conditions of the formation of the concept of «communication culture» are characterized, in particular, attention is focused on the formation of the linguistic personality. It was found out that studies of the ancient traditions of the formation of the language of culture make it possible to better understand modern trends in the development of the person's communication culture. Modern studies have shown that in linguistics for a long time there was no unity in the interpretation of the concepts of «language» and «communication». Problems of the formation of the culture of broadcasting have become the object of research by eminent thinkers, beginning with the period of Antiquity. The question of the formation of a culture of speech has long traditions. Note that in European linguistics, the first decades of the twentieth century. Theoretical study and approval of the concept of «culture of language» in the scientific circulation is underway. It should be noted that in connection with the introduction of information and communication technologies in all spheres of society life has increased interest in the theory and practice of eloquence. This is explained by the fact that the active use of information and communication technologies involves the search for ways of speaking influence, both on the interpersonal and on the public level. According to authoritative experts in rhetoric, L. Matsko, O. Matsko, N. Mykhailychenko, V. Poltupets, etc., there are also communicative reasons that ensure the actual and further development of the theory and practice of oratory in the XX-beginning of the XXI century.

The field of international and development communications entered a new chapter with the emergence of digital information and communication technologies. Information and communication technologies (leTs) have long been a source of study for theorists and practitioners of international development, starting with study of the telegraph, fixed phone, and radio. However with the advent of digital technologies, the size of devices has shrunken while simultaneously their power has expanded. This paper discusses one segment of the development communications paradigm, the role of information and communication technologies (ICTs) in relation to gender. One focus that demands greater scrutiny is gender. It's important to ask who is benefiting the most from using ICTs in development. For women in particular, using and accessing communications is more difficult than it is for men, a situation that authors of gender and technology studies have coined 'the Gender Digital Divide'.

Smart City is a fuzzy concept that has not been clearly defined either in theoretical studies or in empirical projects. Smart Cities are based on Information and Communication Technologies (ICT), people (with their knowledge, habits, experiences, culture and behaviour) remain at the heart of concerns. In this chapter we are interested in the centrality of citizens (i.e. in the heart of the city) and of ICT in their environment. This leads us to take into account the tacit knowledge brought by citizens and the knowledge that may be divulged through ICT. We then present the concept of the Information and Knowledge System (IKS), and then we explain how it differs from that of the Digital Information System (DIS). We also point to the role of ICT in the DIS, and to their impact on improving the smartness of cities.

Digital information and communication technologies (ICTs) are novelty tools that can be used to facilitate broader involvement of citizens in the discussions about science. The same tools can be used to reinforce the traditional top-down model of science communication. Empirical investigations of particular technologies can help to understand how these tools are used in the dissemination of information and knowledge as well as stimulate a dialog about better models and practices of science communication. This study focuses on one of the ICTs that have already been adopted in science communication, on science blogging. The findings from the analysis of eleven blogs are presented in an attempt to understand current practices of science blogging and to provide insight into the role of blogging in the promotion of more interactive forms of science communication.

In this article, we focus on the role of Information and Communication Technologies - ICT - to create additional sources of competitive advantage that can help companies to prepare themselves for sustainable growth. First, we discuss the dynamics of ICTs and the ability to generate innovations with a direct impact on business. Then we present the need for greater balance between goals of short and long term on IT projects. In the third part, we discuss how these new technologies have helped to increase the productivity of information professionals as well as to enhance the decision-making process and the satisfaction of the end customer. To conclude, the main challenges that the technology-based companies will have to face in relation to the management of the lifecycle of their technology, is consolidation and simplification of their processes within their computing environments, aiming to increase productivity and develop agile environments that allow the organizations to meet the demands of managing digital information.
