The author proves the appropriateness of the application of the term “anti-culture” rather than “subculture” and for the first time proposes the introduction of the term “outculture”, which denotes the process of adopting values that are contrary to generally accepted ones. Based on the analysis of criminal anti-culture, the author proposes to apply an integrated approach aimed at developing a number of personal resources in minors that create a psychological basis for opposing the imposition and adoption of criminal ideology; toughening responsibility for involving minors in antisocial activities; Clause 5, Article 29 of the Constitution of the Russian Federation with the aim of the possibility of applying censorship in relation to the propaganda and romanticization of the attributes of the criminal world; propaganda of family values and patriotism; effective implementation of the concept of state family policy in the Russian Federation; improving the educational level of law enforcement officers in the field of developmental psychology, as well as youth groups; ensuring the availability of leisure for minors (the introduction of free circles and sections, involving minors in public life); state support for social projects that contribute to the formation of active citizenship and law-abiding behavior among young people, ensuring a targeted approach to these projects. The conducted scientific research allows us to study in more detail the phenomenon of criminal anti-culture, as well as draw conclusions about the possibility of introducing a number of preventive measures, which will reduce the level of deviant behavior in the youth environment.

The purpose of this work is to analyze regional characteristics of drug use in the Russian Federation in order to form a general picture of the spread of drug use in the country and to develop effective anti-drug policy measures that meet the challenges of the current drug situation. The regions of the Russian Federation that have, according to statistics, the maximum and minimum indicators of drug use are considered. The results of the analysis of current medical statistics (indicators for the number of people with the first-time established drug dependence syndrome, as well as the number of people with the first-time established diagnosis of “harmful (with harmful consequences) drug use”, the number of cases of acute drug poisoning, etc.), law enforcement statistics (indicators for the number of registered crimes in the field of illicit drug trafficking, the number of seized drugs, the structure of the most common drugs, etc.). A secondary analysis of specialized literature, as well as data from research conducted by the sector of sociology of deviant behavior of the Federal Center of Theoretical and Applied Sociology of the Russian Academy of Sciences. The problem of drug abuse in various regions of our country does not lose its urgency to this day. The presence of a huge territory that unites numerous regions that are diverse in their characteristics causes the polarization of indicators of drug use within the country. Based on the results of the work, conclusions were obtained about the most risky regional features in the drug sphere, as well as regional features that act as a kind of protective factors against the spread of drug use.

The problem of drug abuse in various territories of the Russian Federation continues to be critically important. The availability of large administrative territory uniting numerous regions with diverse characteristics results in polarization of drug abuse indicators. The purpose of study is to analyze regional characteristics of drug abuse in the Russian Federation to develop general scope of drug abuse spreading to propose effective anti-drug policy meeting challenges of current drug abuse situation. The regions of the Russian Federation that suffer, according to official statistics data, maximum and minimum indices of drug abuse are considered. The results of analysis of current medical statistics (indices of number of people with first-time established drug dependence syndrome, as well as number of people with first-time established diagnosis of "harmful drug abuse", number of cases of acute drug intoxication, etc.), law enforcement statistics (indices of number of established crimes related to illicit drug trafficking, structure of the most common drugs, etc.). The analysis of related publications, as well as research data from sociological studies of deviant behavior implemented by the Federal Center of Theoretical and Applied Sociology of the Russian Academy of Sciences was also implemented. The conclusions are presented concerning most risky regional characteristics in drug abuse sphere, as well as regional particularities that function as a kind of protective factors against the drug abuse prevalence.

The article draws on extensive sources discovered by the author in the State Archive of the Russian Federation (GARF) to reconstruct the history of volunteering in preservation of material patrimony of Russia in the 1960–1980s under the auspices of the All-Russian Society for the Protection of Monuments of History and Culture and to investigate forms and methods of public conservation activities. The relevance of the problem is connected to the development of national volunteer movement in preservation of historical and cultural monuments, which coincided with a rise in the scholars’ interest to volunteering in general. The author has identified archival documents, many of which are being introduced into scientific use for the first time. The article reviews the composition of archival documents in the GARF fond, substantiates the possibility of integrated approach to studying of documentary materials on the history of volunteering in conservation and restoration. Documents differ in their content and quite adequately cover the multifaceted activities, forms and methods of work of voluntary activists. The first group is associated with organizational and administrative documents. The second group includes sources of reporting documentation. Office correspondence is the third group of sources. The information potential of various types of documents has been investigated. The value of these materials for studying organization and substantive aspects of voluntary public participation in the conservation activities (restoration and conservation work, identifying, photographing, assessing the condition and usage of historical and architectural monuments, patronage work, inspection, etc.) differs greatly. The author has revealed the names of participants in restoration volunteer groups and associations. The article takes on a special meaning in the context of development and replication of public activities in the field of preservation of material patrimony, while taking into account the historical experience.

The article examines the key issues of the need to form anti-extremist consciousness among young people as a demanded and necessary factor in countering extremism and terrorism. This is primarily due to the tendency of adolescents and young people to the ideology of terrorism in the modern world. Recently, there has been an increase in deviant behavior among young people. The main resource for the formation of anti-extremist consciousness among young people is the entire set of preventive and preventive measures, which, first of all, include the education system, which is the most organized institution that penetrates almost all spheres of society. An important place in the article is occupied by the issues of a skillful combination of secular and religious measures, forms and methods of countering the ideology of terrorism and the implementation of the instructions of the President of the Russian Federation V.V. Putin to develop a set of measures to provide organizational, material and methodological assistance in the development of the sphere of religious education in the Russian Federation.

The main purpose of the article is to consider the evolution of youth policy in Russia in the light of the constitutional reform of 2020 as the historical and political substantiation of the amendment made following the results of the popular vote to the first part of the article 72 (point «e») of the Constitution of the Russian Federation. The article notes that in modern society there is a whole system of challenges destroying the traditional forms of socialization of young people, who have found themselves in a very dangerous socio-cultural zone. These dangers look even more real without appropriate attention to young people on the part of the state and society. This context, according to the author, puts the state youth policy in a row of key functions of public administration. Citing historical examples of domestic managerial experience in relation to youth, the author comes to the conclusion that the constitutional amendment, which for the first time solidifies the existence of youth policy in the country's basic law, can give a new impetus not only to the further development of regulatory mechanisms for regulating youth policy, but also to become the constitutional basis for the practical side of its implementation. In this regard, the article pays special attention to the consideration of the new draft content No. 993419-7 «On youth policy in the Russian Federation».

We identify the main problems faced by modern families in everyday life. We analyze studies of family and family values importance to the country population. Programming is noted as one of the promising directions of improving the modern society quality of life. We describe its methods. The main directions of the state family policy of the Russian Federation within the Tenth anniversary of childhood framework are taken as a basis for the activities and filling of events with families to form their value attitude to parenting. On the basis of the conducted research we identify and describe the levels of needs in the programs development for the value attitude formation to parenting existing in modern society. We reveal and determine groups of needs in the programs development for the formation of value attitude to parenting. We note that the selected groups of needs existing at different levels are interconnected with each other and are supported by the main directions of the state family policy of the Russian Federation. We conclude that at the present stage, taking into account the peculiarities of modern society, the creation of a full family, the birth of children and their proper upbringing is impossible without awareness of the true values of parenting and the perception of this status by the families themselves, as well as future parents. The development of value attitude to parenting among modern population is possible by attracting families and their members to participate in the programs activities to form a value attitude to parenting.

In the article, the authors pay attention to the issue of value preferences of Russian youth on the example of the one of the regions of the Russian Federation – the Kemerovo region - Kuzbass. The problem of political activity of young people is considered through the system of current legislation on youth, socialization and directly value orientations and preferences of young people. The main legal acts regulating youth policy in the Russian Federation are marked. As an empirical basis a number of methodological approaches were used-the system approach (D. Easton, G. Almond), the normative-value approach of J. Rawls, a method of expert interviews and questionnaire survey. The article shows the inconsistency of the value beliefs of modern youth, which is caused by the Russian model of democratic development.
