The purpose of this work is to analyze regional characteristics of drug use in the Russian Federation in order to form a general picture of the spread of drug use in the country and to develop effective anti-drug policy measures that meet the challenges of the current drug situation. The regions of the Russian Federation that have, according to statistics, the maximum and minimum indicators of drug use are considered. The results of the analysis of current medical statistics (indicators for the number of people with the first-time established drug dependence syndrome, as well as the number of people with the first-time established diagnosis of “harmful (with harmful consequences) drug use”, the number of cases of acute drug poisoning, etc.), law enforcement statistics (indicators for the number of registered crimes in the field of illicit drug trafficking, the number of seized drugs, the structure of the most common drugs, etc.). A secondary analysis of specialized literature, as well as data from research conducted by the sector of sociology of deviant behavior of the Federal Center of Theoretical and Applied Sociology of the Russian Academy of Sciences. The problem of drug abuse in various regions of our country does not lose its urgency to this day. The presence of a huge territory that unites numerous regions that are diverse in their characteristics causes the polarization of indicators of drug use within the country. Based on the results of the work, conclusions were obtained about the most risky regional features in the drug sphere, as well as regional features that act as a kind of protective factors against the spread of drug use.

The problem of drug abuse in various territories of the Russian Federation continues to be critically important. The availability of large administrative territory uniting numerous regions with diverse characteristics results in polarization of drug abuse indicators. The purpose of study is to analyze regional characteristics of drug abuse in the Russian Federation to develop general scope of drug abuse spreading to propose effective anti-drug policy meeting challenges of current drug abuse situation. The regions of the Russian Federation that suffer, according to official statistics data, maximum and minimum indices of drug abuse are considered. The results of analysis of current medical statistics (indices of number of people with first-time established drug dependence syndrome, as well as number of people with first-time established diagnosis of "harmful drug abuse", number of cases of acute drug intoxication, etc.), law enforcement statistics (indices of number of established crimes related to illicit drug trafficking, structure of the most common drugs, etc.). The analysis of related publications, as well as research data from sociological studies of deviant behavior implemented by the Federal Center of Theoretical and Applied Sociology of the Russian Academy of Sciences was also implemented. The conclusions are presented concerning most risky regional characteristics in drug abuse sphere, as well as regional particularities that function as a kind of protective factors against the drug abuse prevalence.

The author proves the appropriateness of the application of the term “anti-culture” rather than “subculture” and for the first time proposes the introduction of the term “outculture”, which denotes the process of adopting values that are contrary to generally accepted ones. Based on the analysis of criminal anti-culture, the author proposes to apply an integrated approach aimed at developing a number of personal resources in minors that create a psychological basis for opposing the imposition and adoption of criminal ideology; toughening responsibility for involving minors in antisocial activities; Clause 5, Article 29 of the Constitution of the Russian Federation with the aim of the possibility of applying censorship in relation to the propaganda and romanticization of the attributes of the criminal world; propaganda of family values and patriotism; effective implementation of the concept of state family policy in the Russian Federation; improving the educational level of law enforcement officers in the field of developmental psychology, as well as youth groups; ensuring the availability of leisure for minors (the introduction of free circles and sections, involving minors in public life); state support for social projects that contribute to the formation of active citizenship and law-abiding behavior among young people, ensuring a targeted approach to these projects. The conducted scientific research allows us to study in more detail the phenomenon of criminal anti-culture, as well as draw conclusions about the possibility of introducing a number of preventive measures, which will reduce the level of deviant behavior in the youth environment.

The article presents the results of a sociological study that examined the regional features of the prevention of terrorism in educational institutions. As part of the study, a questionnaire and a series of in-depth interviews were conducted among students of leading universities in Yaroslavl, and a survey of positional experts (FSB, Ministry of internal affairs) was conducted. In addition, a secondary analysis of data from the judicial department of the Supreme Court of the Russian Federation, the Federal state statistics service of Russia, and the Prosecutor General's office of the Russian Federation was carried out. It is revealed that the law enforcement agencies in the city and the security system in universities, schools and kindergartens can effectively ensure security in Yaroslavl. The universities have a plan that defines the procedure for carrying out early and urgent evacuation. Video surveillance and round-the-clock video recording are constantly conducted, and access control is organized in the educational buildings. Periodically, there is a readiness check (there is a sound signal, etc.). It was found that the YAGPU curators (mentors) of the groups periodically talk about the prevention of terrorism, especially after the tragedy in Kazan. In particular, they explain what to do when taking buildings by terrorists, how to behave when taking people hostage, what to do if an explosion occurred, how to behave when blocked, the procedure for detecting suspicious objects in the building (territory), in addition, explain the signs that may indicate the presence of explosive devices. Students pointed out that a number of faculties employ teachers who at one time served in the internal troops of the Ministry of internal affairs of the Russian Federation and served in the criminal investigation department. Measures are proposed to improve the effectiveness of identifying, preventing and eliminating the causes of illegal entry into university facilities and their territories, localization and neutralization of the consequences.

The article aims to review studies of various aspects of the Russian innovation system, which were conducted under the auspices of the leading sociological centers of the Russian Federation, in order to identify and compare the heuristic potential of the methodical and methodological approaches and models applied, as well as to conduct a secondary analysis of the empirical data obtained through them. Materials of research conducted at the Institute of Sociology of the Russian Academy of Sciences, the National Research University Higher School of Economics, the Russian Public Opinion Research Center, the Central Economics and Mathematics Institute of the Russian Academy of Sciences, the Skolkovo Institute of Science and Technology, the Financial University under the Government of the Russian Federation, Association of Innovative Regions of Russia are used in the present study. A secondary analysis of the considered empirical data and approaches to their analysis in the context of improving the heuristic potential of the narrative institutional analysis of the Russian innovation system is carried out. The paper demonstrates that the consistency of narratives and studied data, including indicators of official statistics, is ambiguous. The article considers the interrelation of indicators and narratives about certain problematic issues such as the volume and sources of innovation funding, the importance of intellectual property rights registration for the innovation implementation, the need for long-term planning for the implementation of innovations, the state's focus on stimulation of innovation, the most and least innovative industries and types of economic activities.

The Institute of State and Law of the Russian Academy of Sciences has a long tradition of honoring outstanding Soviet and Russian scientists who at different times served and developed legal science at the highest academic level. One of such recognized outstanding scientists was the Honored scientist of the Russian Federation, Doctor of Law, Professor Mikhail I. Piskotin (1924 - 2003). Mikhail I. Piskotin devoted many years to the formation and strengthening of the science of Financial Law and its sub-branches (tax, Budget Law), in every possible way contributed to the development of the science of Administrative Law. 1973 - 1989 worked at the Institute of State and Law of the Academy of Sciences of the USSR as head of the sector and editor-in-chief of the journal "Soviet State and Law". In his memory and with respect to his merits, the scientific community annually holds scientific events. In April 2021, an International scientific and practical conference was successfully held, the topic of which was "Financial security and law in the digital era ("Piskotin’s readings - 2021"). The organizer of the conference is the sector of Administrative Law and administrative process, the Institute of State and Law of the Russian Academy of Sciences. A distinctive feature of this conference was that as its participants, academic theorists and practitioners in the field of financial and administrative law from leading academic and research organizations from the Russian Federation, as well as citizens of individual European states and Asia, announced and made reports on topical topics. The purpose of the conference was to consider current problems, current trends and prospects for the development of Financial Law in the digital era. The participants were especially interested in those reports in which not only the existing problems were raised, but also the directions and ways of their solution were expressed. As a result of the work, the participants adopted the Resolution of the International scientific and practical conference "Financial security and law in the digital era ("Piskotin’s readings - 2021").

Relevance. In September, 2017 the International Convention on Control of Ships’ Ballast Waters and sediments, in which the Russian Federation takes part, came into effect.Aim of article is to cover the results of implementation of the Convention in Russia, regarding selection and analysis of ballast waters tests for compliance with the international standard.Material and methods. The materials for work were data on ship arrivals at the international seaports of the Russian Federation, provided by sanitary and quarantine departments of the Russian ports, and monitoring researches of ballast waters in seaports of some regions of the Russian Federation. Analytical, bacteriological, molecular methods were applied.Results. The studies of ballast waters in the Leningrad and Kaliningrad regions have been conducted for the first time in 2018, and in the Rostov region the study lasts since 2010. The laboratory researches of ships’ ballast showed that E. coli, Enterococcus spp. were in norm, V. cholerae O1 and O139 in ballast were absent. 12 of 21 ballast water tests investigated by specialists of the Rostov region laboratories contained V. cholerae non-O1/non-O139, ballast was taken on the ships which arrived from Romania and Turkey.Сonclusion. The results of the molecular and genetic researches suggest that there is a probability of V. сholeraе introduction brougth with ship ballast. Management decisions are demanded to ensure biological safety of shipping and to decrease intestinal infections incidence in residents of the seaside cities.

In the work there was performed an analysis of the indices of recorded incidence of rotavirus infection (RVI) in the territory of 40 subjects of the Russian Federation for the period 2008-2012. For the identification of the monthly peak of the incidence there was evaluated the temporal distribution of the relative indices of the RVI incidence within each subject of the observation. There was revealed the independent beginning of the winter-spring seasonal rise of the RVI incidence in three groups of territories of the Russian Federation (1 - Kirov, Kostroma, Nizhny Novgorod region; 2- Republic of Khakassia, Kemerovo region; 3 - Amur region). In the territory of the South and the North Caucasus Federal District (Krasnodarsky and Stavropolsky Krai, Rostov region) there was noted the second, summer-autumn seasonal rise in the RVI incidence. The obtained data provide an overview of the seasonal-geographical distribution of the RVI incidence in the territory of Russia in conditions of the absence of the use of rotavirus vaccines
