A COIN operation involves both insurgents and local people. Its main goal is to neutralize all conditions enabling the development of insurgent movements or conducive to their development. In COIN operations, the basic efficiency criterion is the destruction or significant reduction of the opponent’s effectiveness and its ability to use local people for its own purposes. Military counterintelligence is responsible for analyzing the capabilities and organizational structure of the enemy’s reconnaissance system, including terrorist organizations or rebels, and planning undertakings that neutralize enemy activities, achieved, among others by recognizing its capabilities and taking remedial action on this basis. Anti-partisan operations constitute a coordinated effort to combat guerrilla activities in the theatre of war of a varied military, paramilitary, political, economic, psychological, and social character, aimed against insurgents and against their impact on the state and the society.

In her analysis of books by Maya Kucherskaya, Olesya Nikolaeva, and Yulia Voznesenskaya, the author investigates the history of female Christian prose from the 1990s until the present day. According to the author, it was in the 1990s, the period of crisis and transformation of the social system, that female Christian writers were more vocal, than today, on the issues of the new post-Soviet female subjectivity, drawing on folklore imagery and contrasting the folk, pagan philosophy with the Christian one, defined by an established set of rules and limitations for the principal female roles. Thus, the folklore elements in Kucherskaya’s early works are considered as an attempt to represent female subjectivity. However, the author argues that, in their current work, Kucherskaya and other representatives of the so-called female Christian prose tend to choose different, objectivizing methods to represent female characters. This new and conservative approach may have come from a wider social context, including the state-imposed ‘family values’ program.

Late Victorian and Edwardian social reform has been studied in recent years in order to clarify that important transitional era when new state resources were being called upon to help redress the most glaring abuses which comprised the condition-of-England question. Most of these studies have emphasized the politics of social policy and have also subsumed the tangled and competitive world of philanthropy. But philanthropists were prominent in the politics and practice of social welfare. In his study of Edwardian social policy, Bentley Gilbert distinguishes three organizations as characteristic of “scientific social reform”: settlements (inspired by Canon Samuel Barnett), the Fabians, and the Charity Organization Society. His analysis of each concluded that “professionally-minded social work,” as represented by the C.O.S., least typified the transition from old to new attitudes about social policy. David Owen's examination of English philanthropy supports Gilbert's conclusions concerning the C.O.S., and less detailed surveys of social policy also cite that agency as representative of a philosophic individualism which rejected the policies necessary for reform. All agree that the charitable community called attention to many defects in the British social system, but they leave readers with the impression that it generally opposed state sponsored remedies for those ills.It is the concern of this essay to show that the “professionally-minded” world of Edwardian philanthropy was, like the state, developing new agencies and reorganizing its resources to help meet the massive and diverse welfare needs of the twentieth century.

The purpose of this article is to compile and group the list of problems that hinder the integration of ethnic minorities in the political, economic and cultural life of the country, based on research conducted by various organizations over the past 10 yearს. According to these studies, the main problem is, on the one hand, the language barrier and, on the other hand, ethnic-nationalist tendencies and stereotypes. These national mythologies and notions play one of the crucial roles in the formation of national self-identification. Ethno-nationalist tendencies are strong both in minorities and in ethnic Georgians. There are several factors behind the emergence of the ethnonationalism in Georgia First of all, it is the legacy of Soviet totalitarianism, as well as the result of the current socio-political situation. Understanding these two factors will give us a better answer as to why ethnic-nationalist sentiments are still prevailing in Georgia and why the integration of the ethnic minorities is hindered, despite being repeatedly declared by the state. The language barrier of ethnic minorities is also an important problem in the process of integration into society. The education system should make the knowledge of the state language accessible to ethnic minorities and, at the same time, ensure the protection of minority languages. To do this, the state must maximize and encourage local staff; The general system of education should ensure the upbringing of the citizen of the country and not put any group (even the majority) in an advantageous situation. show the advantage of any (even the majority) group.

This study applies the negative peace/positive peace approach to internal nation-state relations between the majority and ethnic minority. This approach focuses on the policies implemented by the state. In order to understand the social system from its formation, an important focus should be given to the period of establishment of a new state, whereas physical borders are defined along with the borders of society, which determines who is included in the new nation and who is excluded. The conclusions are based on the case of the Israeli Druze, an ethnic minority with whom the state of Israel and its Jewish majority have achieved positive peace. This study suggests that the positive peace with the Druze was achieved following their integration in the army—as a decision of the state of Israel—that lead to their integration in the Israeli society. Conversely to the Israeli Muslims, where a negative peace is maintained, following the early year’s state policy to exclude them.

Introduction: the Constitution of the Russian Federation and other Federal laws in this country guarantee the protection of the population against crimes, including criminal attacks of extremist orientation. However, recently there has been a steady trend towards an increase in the number of committed crimes of extremist orientation, which determines the need to improve the quality of protection of individual rights, and along with them, the constitutional framework of the state, since demonstratively committed extremist crimes cause a great public response and contribute to the undermining of state power. The crime statistics show a significant increase in the number of extremist crimes; there is a natural tendency to spread the ideas of extremism among the population. Unfortunately, only some of the extremist crimes are counted as such in the official statistics. The crimes of this category are often registered without taking into account the qualifying feature – the motive of national, racial, religious hatred or enmity, and, as a result, are not considered in the group of crimes of extremism. Another reason for not fully accounting for these crimes is their latency: not all victims of such criminal actions declare this for various objective and subjective reasons. The public danger of crimes of the group in question is due, on the one hand, as usual, to their group character, and on the other hand, such illegal actions incite interethnic and other hatred, which is very harmful in the context of the efforts being made to build a civil society. Currently, the legislative bodies do not clearly pay enough attention to the organization of counteraction to extremism as an anti-social phenomenon. For example, over the past ten years, the problems of countering extremism have been resolved through the adoption of only four normative legal acts of a national nature. In this regard, the authors aim to give a general description of such a phenomenon as extremism and the state of the fight against such crimes. Methods: the methodological framework for this research is a set of methods of scientific knowledge, among which the main ones are the methods of information processing and logical analysis, synthesis, induction, deduction and generalization. Results: the authors’ content of the general characteristics of extremism and analysis of the current state of the fight against crimes of extremist orientation actualizes the problem of the need to improve the state of the theoretical base, prepare recommendations based on it, which would contribute to improving the efficiency of the state authorized bodies in the fight against various manifestations of extremism, and primarily in order to solve and investigate crimes of extremist orientation. Conclusions: the study has given the general characteristics of extremism and the analysis of the current state of the fight against extremist crimes in order to inform law students, and the teaching staff of law schools and practitioners to better understand the characteristics and dangers of this phenomenon.

Introduction. The unstable political, economic and social realities in the state, crisis phenomena, as well as new strategies for change determine the direction of further development of the fiscal component of the customs security of the state. At the present stage of the intensive entry into the foreign economic space in the European direction, the important role belongs to the maximum approach to European customs security standards of Ukraine. The purpose of the article is to diagnose the functioning of the fiscal component of customs security and to carry out a thorough analysis of its provision in Ukraine, which undoubtedly has a significant impact on the formation of effective areas for reforming the customs system. Results. The article analyzes the system of indicators for the provision of customs security in Ukraine. The functioning of the fiscal component of customs security and a thorough analysis of its provision in Ukraine are explored, which certainly has a significant impact on the formation of effective areas for reforming the customs system. Conclusion. It should be noted that under the effectiveness of customs security it is necessary to understand the indicator, which reflects the ratio of results of activity in the relevant field and involved in achieving such results of resources.

The article reveals the technology of assessing the professional suitability of officials to perform their functions on the basis of the method of modeling and comparing assessments with the necessary parameters for the position, ie with the model. The term "model" is used as a holistic description of the coordination of the requirements of the social system (SS) with the possibilities of their implementation. The model in this case is a professional standard, which is developed for each position. The professional standard is the agreed standard by which employees should work. This method - the method of evaluation using a professional standard, is the result of the implementation of the principle of consistency in the construction of the model. According to the authors, the method is not only novelty approach, but also versatility. It is possible to estimate by means of a professional standard not only the expert, but also group, potential of collective, it is possible to make comparisons, to define weaknesses and strongnesses of the organizations. The technique developed by authors is offered that allows to carry out various necessary variations with the estimated signs, including visual display of results in various forms.Job modeling refers to ideal or imaginary modeling (as opposed to material, substantive, when modeling physical and mathematical objects) and is based largely on the idealization of the object. In our opinion, at no stage can the model be embodied in an absolutely accurate copy due to the unforeseen influence of many external factors.Modeling of evaluation characteristics in personnel activity is a necessary element in the real assessment of the state of affairs in the State Border Guard Service of Ukraine. That is why their importance is growing in the context of its reform, taking into account the impact on it of both negative and positive factors.

<div><p><em>After the death of Maharaja Ranjit Singh, the East India Company defeated the Khalsa Army of Lahore Darbar in two Anglo-Sikh Wars. Being astute political masters, the British felt the lurking fear of simmering discontent among the Punjabis against their rule. For safeguarding the logistics of administration, efficacious precautionary measures were undertaken by them to satisfy the grievances of certain sections of the society so that British rule would face lesser political instability and enmity of the natives. After 1857, the British conducted a thorough study of ethnographic, fiscal, geographical, political, social and religious conditions of Punjab and oriented their administrative policies to suit the best interests of the Empire.  Far-reaching political, economic and social changes were introduced by the British to strengthen their hold over all branches of administration. A new administrative hierarchy, composed of Anglo-Indian elements was firmly established and it embraced every activity of the state.  </em></p></div>
