The article reveals the technology of assessing the professional suitability of officials to perform their functions on the basis of the method of modeling and comparing assessments with the necessary parameters for the position, ie with the model. The term "model" is used as a holistic description of the coordination of the requirements of the social system (SS) with the possibilities of their implementation. The model in this case is a professional standard, which is developed for each position. The professional standard is the agreed standard by which employees should work. This method - the method of evaluation using a professional standard, is the result of the implementation of the principle of consistency in the construction of the model. According to the authors, the method is not only novelty approach, but also versatility. It is possible to estimate by means of a professional standard not only the expert, but also group, potential of collective, it is possible to make comparisons, to define weaknesses and strongnesses of the organizations. The technique developed by authors is offered that allows to carry out various necessary variations with the estimated signs, including visual display of results in various forms.Job modeling refers to ideal or imaginary modeling (as opposed to material, substantive, when modeling physical and mathematical objects) and is based largely on the idealization of the object. In our opinion, at no stage can the model be embodied in an absolutely accurate copy due to the unforeseen influence of many external factors.Modeling of evaluation characteristics in personnel activity is a necessary element in the real assessment of the state of affairs in the State Border Guard Service of Ukraine. That is why their importance is growing in the context of its reform, taking into account the impact on it of both negative and positive factors.

Introduction. The article is focused on analyzing the utopian direction of Russian cosmism and its influence on the Soviet cosmonautics and the development of society in the USSR. This philosophical theory was created in the period that made it possible to incorporate the applied aspects of utopia into scientific and technological progress and thereby embody a number of steps towards the outer space exploration. The authors have developed criteria and parameters for assessing the utopian component of the Russian cosmism theories, which made it possible to bring this construct to a higher level of abstraction and thereby create a working model for conducting such studies in the context of other utopias of models. The purpose of the article is to show the influence of the Russian cosmism utopia on the cosmonautics development in the USSR, develop empirical criteria for evaluating the phenomenon. Achieving the goal required solving the following tasks: 1) considering and analyzing the subject matter of the cosmism utopia; 2) developing parameters for assessing the impact of utopia on the development of the social system; 3) applying the developed parameters to assess the impact of utopian ideas on the development of the Soviet cosmonautics system. Methods. Developing the theoretical model for assessing social utopias, as well as considering and analyzing the cosmism utopia, required the use of structural-functional and systems analysis. The research was conducted within the framework of a synergistic paradigm. Scientific novelty of the research. The article conceptualizes the concept of utopia. It is shown that most of the definitions of utopia as a socio-political ideal focus on the limitations of its existence: utopia cannot be embodied, often has an unscientific character, does not correlate with the real state of the system, i.e. definitions of utopia are often reduced to the negative format. The authors believe that the influence of utopia on society, as a rule, is positive. It is noted that, along with limitations, utopianism has certain unique essential features that qualitatively affect the social projects implementation. Utopia in the systemic understanding acts as a complex of ideas influencing the development of the system, being both internal (since it is created artificially and consciously by the very elements of the system) and an external factor of influence. Unlike Plato’s eidos, the projection of which is reality, utopia is created inductively, but after its creation it again “descends” to the level of reality, since it begins to influence the social model in which it was created. Results. The article discusses the prognostic and modeling functions of the social utopias of Russian cosmists. It has been proved that one of the essential functions of the Russian cosmism utopias is the formation of an ideal type, towards which, in a historical perspective, the real social system begins to strive. It is convincingly demonstrated that utopia acts as a cognitive support and inevitably forms the canvas along which society begins to move, defining the utopian model as an attractor, although such a goal is not always formulated when creating a utopia. This relationship makes it possible to assess the degree of influence of utopian ideas on the formation of reality in each specific case, which, in turn, provides an opportunity to answer the question of how and to what extent the utopian ideal type participates in determining the characteristics and parameters of a real social system. Conclusions. It was found that the social utopia of cosmists as a cognitive concept is an important effective factor influencing the development of the space industry in the USSR. The parameters adopted in the study allow us to describe the measure of its influence as both an internal and an external factor on the development of the society in which it is implemented. The validity of perceiving the utopia of cosmists as a construct with a certain life cycle, the main part of which is the period of functioning, is stated. During this time period, utopian theory can have a significant impact on the actual development of society from various angles.

In her analysis of books by Maya Kucherskaya, Olesya Nikolaeva, and Yulia Voznesenskaya, the author investigates the history of female Christian prose from the 1990s until the present day. According to the author, it was in the 1990s, the period of crisis and transformation of the social system, that female Christian writers were more vocal, than today, on the issues of the new post-Soviet female subjectivity, drawing on folklore imagery and contrasting the folk, pagan philosophy with the Christian one, defined by an established set of rules and limitations for the principal female roles. Thus, the folklore elements in Kucherskaya’s early works are considered as an attempt to represent female subjectivity. However, the author argues that, in their current work, Kucherskaya and other representatives of the so-called female Christian prose tend to choose different, objectivizing methods to represent female characters. This new and conservative approach may have come from a wider social context, including the state-imposed ‘family values’ program.

This study applies the negative peace/positive peace approach to internal nation-state relations between the majority and ethnic minority. This approach focuses on the policies implemented by the state. In order to understand the social system from its formation, an important focus should be given to the period of establishment of a new state, whereas physical borders are defined along with the borders of society, which determines who is included in the new nation and who is excluded. The conclusions are based on the case of the Israeli Druze, an ethnic minority with whom the state of Israel and its Jewish majority have achieved positive peace. This study suggests that the positive peace with the Druze was achieved following their integration in the army—as a decision of the state of Israel—that lead to their integration in the Israeli society. Conversely to the Israeli Muslims, where a negative peace is maintained, following the early year’s state policy to exclude them.

At present, the growth of Instagram as an online site is phenomenal, because of the shift from its original function as a social communication medium into a marketing platform. Furniture products used to be only available for in-store purchase, can now be easily purchased online. The present study attempted to discover the level of influence and effectiveness of the visual appearance of the furniture products photos through the social networking site, Instagram on consumer perceptions, which is measured using the EPIC (Empathy, Persuasion, Impact and Communication) model. The purpose of the study was to identify the effectiveness of the visual display of furniture product photos on the Instagram social networking site on consumer’s perceptions, and to map the use of the ideal visual display of furniture product photos for online product marketing purposes. The research used comparative analytical methods on photos of furniture products from six accounts of small creative economy entrepreneurs of similar products that are advertised through the social networking site, Instagram. The data of this study are limited in the scope of visual perception of furniture product photos uploaded through the social networking site, Instagram on consumer perceptions. The results showed that the visual display in the form of photos of furniture products through the social networking site, Instagram had an effective result on consumer perceptions. The visual display is declared effective as a media for promoting furniture products through the social networking site, Instagram based on the four dimensions of EPIC. The dimensions of Empathy and Impact are the most dominant aspects. The visual display mapping used as an advertising photo is not only influenced by the Empathy dimension and the Impact dimension, but also dominantly influenced by the associated design principles, namely, Unity and Domination. A significant place in the social and economic development of each country belongs to the problems of the budget, because the budget belongs to the sphere of public life that directly affects the interests of all members of society. The budget of any country reflects the important economic, social and political problems of the state and each person in particular. At the same time, the successful solution of budget problems is possible only if a proper understanding of its essence, role and place in the system of economic relations. For any country, the state budget is the main link in the financial system. As part of this system, it combines the main financial categories: income and expenditure of the country, the tax system, public credit, public debt in their closest coexistence. The budget as a financial plan of public expenditures and sources of their coverage plays an important role in the activities of the state. It determines its capabilities and development priorities, its role and forms of implementation of the functions assigned to it. It is an effective regulator of that economy reflects the amount of financial resources required by the state, determines specific areas of use of funds, directs the financial activities of the state. The article analyzes and defines the essence of revenues and expenditures of the state budget. The state and dynamics of state budget revenues and budget expenditures are studied. A comparison of state budget revenues and expenditures was made and it was investigated that expenditures significantly exceed revenues, and therefore the state budget is in deficit. The factors of formation of revenues and expenditures of the state budget at the present stage are determined. The dynamics of GDP growth rates and state revenues are analyzed budget, as well as the impact of GDP on the state budget. The peculiarities of the influence of the foreign trade factor on the revenues and expenditures of the state budget are determined. The influence and shares of exports and imports in the state budget revenues are studied. The current problems of imbalance of the state budget and the causes of the state budget deficit are identified. Ways to balance revenues and expenditures at the present stage are proposed. The dynamics of indicators of export and import of Ukraine is analyzed. The problems of Ukraine 's foreign trade at the present stage are investigated and perspective directions of improvement of the existing state of the export – import policy of the state are determined.

Esta investigación focaliza en los modelos de gestión de la edad de las personas que componen las entidades no lucrativas (ENL) como organizaciones sociales que garantizan la prestación de servicios básicos entre las personas más vulnerables. El progresivo envejecimiento en la sociedad española está cambiando el perfil de la ciudadanía en general, y en concreto en los miembros de las organizaciones que nconfiguran el sistema social. Así, se analiza el impacto de los procesos de intercambio intergeneracional de información y conocimiento en las ENL que actúan en la comunidad autónoma de Extremadura. Tales procesos pueden observarse desde los modelos de gestión de la edad de trabajadores y de voluntariado, para la ponderación del know how transmisible de generación en generación como parte de la cultura de estas organizaciones.This research focuses on the age management models of people who make up nonprofit organizations (NPOs) as social organizations that guarantee the provision of basic services among the most vulnerable people. The progressive aging in the Spanish society is changing the profile of the citizenship in general, specially within the members of the organizations that configure the social system. Thus, the impact of the processes of intergenerational exchange of information and knowledge inside the NPOs are performing in Extremadura. Such processes can be observed from the models of management of the age of workers and volunteers, for the weighting of the know how transmissible from generation to generation as part of the culture of these organizations.

The formation and formation of the Industry 4.0 concept stimulated the discussion of the use of computer technology in various areas of economic activity and, in particular, in the automation of social systems management. The basis of the concept is the inclusion of a virtual image of the social system in the form of a mathematical model or a digital twin of the enterprise in the production and management system. At the same time, it should be noted that today digital twin are created mainly only for technical objects used in the activities of enterprises. The purpose of the article is to demonstrate the possibility of fixing organizational documents as one of the system-forming factors in the digital twin of an enterprise. This circumstance makes it possible, firstly, to more accurately calculate the managerial effects of managers by taking into account the impact of organizational documents on the activities of employees of the enterprise; secondly, to identify conflicts of documents developed by various departments of the company; thirdly, to calculate the content of documents during their development (design), based on the requirements of the situation or a given control effect. This possibility arises due to the use of a comprehensive mathematical model of the social system operating in an active environment. The model is a simulation agent-based model and allows you to calculate the dynamics of the social system in the socio-economic space, which allows its use in decision support systems by managers of any scale and activities to calculate the expected effect of management decisions – the specifics of a particular social system are taken into account by combining the values of the phase variables describing the state of the enterprise. The novelty of the research paper lies in the fact that it shows: the possibility to calculate the influence of organizational documents on the behavior of participants and, consequently, on the result of the social system, as well as the mechanism for converting messages, which are invariants of socio-economic space into information that affects the behavior of participants of relations.

Mothers who live apart from their children are often mistreated and misunderstood. Clinicians are increasingly called upon to treat this growing population. The author describes some of the key issues facing these mothers: money and child support, visitation, relations with the father, relations with the child, court involvement, and the impact of the social system. Suggestions for assisting them in a therapeutic relationship are offered.

An importantfactor in the development of the media is and technological advancesthat contributed to the rapid spread of the media and gave more power to thepresentation of reality and the state of society as it corresponds to the creatorsand the “constructors” of that reality. By understanding Baudrillard and hisunderstanding of the simulation, we will present the impact and role of themedia in constructing the social reality (simulation of reality).

ABSTRACTThis paper aims to identify the Communication course curricular trajectory in Brazil, in order to reflect on possible impacts on teaching and learning processes within the local educational contexts of undergraduate Social Communication courses. The discourses present in curricular public policies towards this area of knowledge have been shaped by neoliberal logic, which features a context governed by the laws of the market and the democratic Social Welfare State mischaracterization, that is, the State reduction and “market and quasi-market” appreciation. The current recommendations of the Brazilian national curricular frameworks for Social Communication exemplify the management of private interests, of large enterprises in the Multinational Educational and Telecommunications area, through the expansion of outsourced educational services and products. The disentanglement of qualifications weakens the area and isolates the knowledge in related areas, massing a speech in favor of the market. Thus, the Brazilian higher education has been suffering the impact of denationalization of the state, which is causing profound changes in how curriculum public policies are being implemented.RESUMOEste trabalho tem como objetivo identificar a trajetória curricular dos cursos de Comunicação no Brasil, visando refletir sobre possíveis impactos nos processos de ensino e de aprendizagem no âmbito dos contextos educacionais locais dos cursos de graduação de Comunicação social. Os discursos presentes nas políticas públicas curriculares dirigidas a esse campo do conhecimento vêm sendo modelados pela lógica neoliberal, a qual caracteriza um contexto governado pelas leis de mercado e pela descaracterização do Estado de Bem-estar Social democrático, ou seja, a redução do Estado e a valorização do “mercado e quase-mercado”. As atuais recomendações dos referenciais curriculares nacionais brasileiros para a Comunicação Social exemplificam a gerência de interesses privados, de grandes empresas do ramo Educacional Multinacional e de Telecomunicações, pela expansão dos serviços e dos produtos educacionais terceirizados. A desarticulação das habilitações enfraquece a área e isola o conhecimento em áreas afins, massificando um discurso que vem para favorecer o mercado. Assim sendo, a educação superior brasileira vem sofrendo o impacto da desnacionalização do Estado, o que está provocando profundas mudanças em como as políticas públicas de currículo vêm sendo implementadas.
