Background. The process of rehabilitation services of disabled people in Russia began in 90s, when National standards (GOSTs) were developed on the basis of ISO international quality standards, however, the issue of the availability of standards is still relevant. The aim: development of approaches to the formation of a system of comprehensive rehabilitation and habilitation of disabled people, including disabled children, in the Perm Region during the implementation of a pilot project in 20172018. Materials and methods. During the process of implementation in the Perm region in 20172018 a pilot project the group of experts had to implement the methodological materials of the Ministry of Labor of the Russian Federation including standards of rehabilitation and habilitation of disabled children and adults. Two groups of disabled people of working age were selected for testing one is with motor disorders (n = 21) and other is with mental disorders (n = 25). Evaluation using standardized diagnostic scales was carried out at the beginning and at the end of the rehabilitation course, when each client filled out a client feedback questionnaire, and specialists a specialist feedback questionnaire. The duration of the rehabilitation course was 21 days. Results. Comparison of the results obtained with the data on the effectiveness of clients rehabilitation according to the existing rehabilitation programs showed the advantage of the developed standards, which was expressed by a significant improvement in the assessed indicators, as well as more accurate assessment of the rehabilitation results. Conclusions. The results of the standards development and implementation showed the possibility of creating medical and social services in rehabilitation that would make possible to put into practice the idea of a biopsychosocial model of rehabilitation through the use of the International Classification of Functioning, Disabilities and Health (ICF) as a methodology.

The article discloses the experience of the institution of social services in creating a complex rehabilitation model in the combination of three types of services: rehabilitation therapy, social and labor adaptation, occupational adaptation. The article reviews such matters as Human Resources Management, organization of the interaction with disabled people and monitoring their satisfaction through the creation of a Quality Management System in accordance with international standards ISO 9001.

The article shows the role of Russian ratification of the UN Convention on the Rights of Persons with Disabilities. Problem analysis of kind of services for chil- dren with disabilities and lifelong disabled persons is performed using a schema “Alternative living models for a lifelong disabled person in Russia”. The article demonstrates the main content of early intervention programs and the role and place of a multidisciplinary team of program experts. We discuss the main aspects of the problems related to education for disabled children, the features of linkage between social services and social support for children with disabilities and families raising them. Attention is paid to the development and widespread implementation of hospital- substituting technologies. The article presents con- cept of a pilot project of the Foundation for children in difficult life situation to facilitate the social adaptation of disabled persons. Author made a conclusions on increasing authorities’ attention to disable person’s needs, the need for change in the current legislation according to UN Convention, and annexations to federal legislation governing the rights of disabled children and lifelong disabled persons, the need to develop public policies using all available resources and the experience of socially oriented NGOs primarily.

This article is devoted to the development of early intervention in the Perm region as a measure for the prevention of child disability in the system of complex rehabilitation and habilitation of disabled people (disabled children). The article presents the level of disability among the child population in modern Russia; the theoretical and methodological foundations of the provision of early comprehensive intervention to children with special needs and their families are considered; the relevance of the development of early intervention at the federal and regional levels as a strategically significant area of modern social policy in the country, the creation of a unified system of early intervention, taking into account the characteristics of the regions of the country. The authors presented results of the study reflect the experience of organizing an early intervention service in the system of comprehensive rehabilitation and habilitation of disabled people (disabled children) in the Perm region over the past few years. The early intervention system in the Perm region is constructed at three levels. At the macro level, the activity of the region is analyzed within the framework of the implementation of the Pilot Project to develop approaches to the formation of a system of comprehensive rehabilitation and habilitation of disabled people; the specifics and content of the created mechanisms of interdepartmental interaction are disclosed; the problems and prospects of their implementation are identified, the experience of organizing early intervention as a public service is studied. At the meso-level, the structure of early intervention services created at institutions of various departmental affiliations is presented; disclosed the activities of the early intervention service, created at the departments of social service institutions of the Perm region; describes the procedure for providing early intervention services to children and their families. The provision of early intervention services to a child and his family is presented as a micro level; disclosed the content of early intervention technology in the early intervention service; describes the stages of providing early intervention services, forms and methods of work used. The prospects for the development of early assistance in social service institutions, new forms of providing early intervention services in modern conditions are determined.

The article presents the possibility of applying the International Classification of Functioning, Disability and Health (ICF) in assessing the rehabilitation process in the conditions of the regional center for the social rehabilitation of disabled people and disabled children. Step-by-step algorithm for evaluating the process of integrated rehabilitation is shown on the example of a single case of a disabled working age with consequences of acute cerebral circulation disorder: 1) assessment of the needs and problems of the client; 2) planning of rehabilitation interventions; 3) implementation of rehabilitation measures; and 4) evaluation of the effectiveness of rehabilitation measures. To assess the functioning of the client, standardized methods and scales were used with subsequent translation of the results into the ICF category. On the basis of quantitative data, the functional profile of the client was displayed, which showed the degree of impairment of the body's functions, activity limitations and the possibility of the client's participation in a certain time period. The functional profile was used as a basis for planning and conducting rehabilitation activities. The final evaluation of the effectiveness of rehabilitation was given on the basis of a comparison of the results achieved in the implementation of rehabilitation goals with the initial parameters according to the main categories of restrictions on the activity and participation of the client.

The issues related to the management of financial resources of territorial communities, financial independence of local governments and forming of efficient financial-investment policy to secure the balanced development of local communities and territories become of utmost importance in conditions of financial decentralization and administrative-territorial reform in Ukraine. The problem issues concerning the forming of financial-investment maintenance of local governance directly impact the capacity of a territorial community that should have financial, material, and other resources in the volumes sufficient to completely accomplish the tasks and function of local governments and provide social services to the population at the level stipulated by national standards. The forming of financial-investment maintenance of local governance is revealed to be directly influencing the capacity of a territorial community that should have financial, material, and other resources in the volumes sufficient to completely accomplish the tasks and function of local governments and provide social services to the population. The expansion of local governments’ competences and granting them greater independence are substantiated to be requiring more responsibility in the financial-investment policy implementation on the local level, forming of conditions to perform the economic activity, and develop businesses by all economic entities, and promoting favorable investment climate in the region. Based on the analysis of approaches to the definition of the nature of “financial maintenance” and “investment maintenance” in the context of the peculiarities of local governments’ activity, the paper suggests understanding the “financial-investment maintenance of local governance” as a set of opportunities and activities on distribution and use of financial resources and territories’ resources for the creation of conditions necessary for the efficient functioning of local governments and realization of their competences.

The COVID-19 emergency has imposed distanced education and has interrupted most rehabilitation services. Adolescents with disabilities have been isolated, and the burden on their families has been exacerbated. A cross-sectional survey was administered to adolescents with disability and to parents of disabled children to describe their experience during lockdown and their concerns or expectations about rehabilitation. A sample of 53 adolescents and 239 parents completed the survey. Adolescents were ages 13–18 years old (45.3% female). Most parents were between 35 and 55 years old (84.9% female). While 53.6% of the parents reported no positive effects of the lockdown, 92.5% of the adolescents expressed favorable consequences. The increased time spent with family members was judged positively by 27.2% of parents and by 64.2% of adolescents. Concern for their child’s disability was expressed by 47.3% of parents, while 73.6% of adolescents expressed concerns regarding the ban on meeting friends. In both groups, anxiety symptoms were correlated with the fear of contracting COVID-19 and with financial problems. Parents would have liked even more remote support from school and healthcare professionals, which was available for most participants. Thus, socioeconomic support, assistive technology and telerehabilitation strategies might help families with disabilities during a lockdown.
