The article discloses the experience of the institution of social services in creating a complex rehabilitation model in the combination of three types of services: rehabilitation therapy, social and labor adaptation, occupational adaptation. The article reviews such matters as Human Resources Management, organization of the interaction with disabled people and monitoring their satisfaction through the creation of a Quality Management System in accordance with international standards ISO 9001.

The article describes an approach to the development of a model of human resources management in the quality management system (QMS) of the organization on the basis of their dual nature and process approach in the interpretation of international standards ISO 9000:2015.The analysis of scientific views on the specifics of human resources. The ambiguity of the nature of human resources and in this regard the heterogeneity of personnel processes. The expediency of design of personnel processes on the basis of integration of such tools as methodology IDEF0, functional cost analysis (FSA), PDCA cycle is proved. In the context of risk-based thinking, an algorithm of personnel risk management based on SWOT analysis and statistical justification of the results is proposed. The application of the proposed approach will ensure the correct modeling of human resources management processes in the QMS.

The paper deals with the principles of improving the management of human resources in the quality management system (QMS) of the enterprise, based on the concept of human resources management and process approach in accordance with the requirements of international standards ISO 9000:2015. There is a dual nature of human resources identified, where the staff is considered, on the one hand, as the most important, specific resource determining the competitiveness of the enterprise, and, on the other hand, as an internal consumer of the rewarding mechanism offered to employees for quality work. The procedure to design personnel processes of QMS of the enterprise is considered. The expediency of integrating IDEF0 model and the methodology of functional cost analysis (FCA) into the enterprise’s QMS. There is no formal approach to analysis and assessment of personnel risks in the management of processes. The application of SWOT analysis adapted to the personnel management of the enterprise is justified in order to use it for controlling QMS personnel risks. There are criteria given to apply this approach to ensure the quality of personnel processes in QMS of the enterprise.

Success in selecting the best among the sources of supply is one of the most important factors in the efficiency of the procurement activity in the company, because the proper selection of the source of the supply significantly affect the achievement of what is desired by the factors of quality, quantity, price and service, and the ability of the competent supplier to meet everything associated with this Factors of commitments, hereby supporting the procurement function's efforts to fully discharge its responsibilities, and in view of adopting of Al-Furat company quality management system by applying the standards of ISO (9001: 2015) and purpose of getting the on-demand benefits from the application of international standards regarding record of evaluating the suppliers Therefore the research addresses to studying the reality of the suppliers' record in evaluation accordance with the quality concept in Al-Furat Sate Company for Chemical and Pesticide Industries,proposals for its development through evaluating the suppliers on realistic and logical basis and activating it in practice and a proposal to generalize the evaluation of Contractors suppliers to the public companies affiliated to the Ministry of Industry and Minerals and other bodies through coordination with the Ministry of Planning and to provide a public database officially approved on the official sites of the above authorities, allowing any entity to benefit from the evaluation of suppliers by withdrawing an evaluation form and utilize the software available to prepare the database for the Supplier Valuation Register.

Background. The process of rehabilitation services of disabled people in Russia began in 90s, when National standards (GOSTs) were developed on the basis of ISO international quality standards, however, the issue of the availability of standards is still relevant. The aim: development of approaches to the formation of a system of comprehensive rehabilitation and habilitation of disabled people, including disabled children, in the Perm Region during the implementation of a pilot project in 20172018. Materials and methods. During the process of implementation in the Perm region in 20172018 a pilot project the group of experts had to implement the methodological materials of the Ministry of Labor of the Russian Federation including standards of rehabilitation and habilitation of disabled children and adults. Two groups of disabled people of working age were selected for testing one is with motor disorders (n = 21) and other is with mental disorders (n = 25). Evaluation using standardized diagnostic scales was carried out at the beginning and at the end of the rehabilitation course, when each client filled out a client feedback questionnaire, and specialists a specialist feedback questionnaire. The duration of the rehabilitation course was 21 days. Results. Comparison of the results obtained with the data on the effectiveness of clients rehabilitation according to the existing rehabilitation programs showed the advantage of the developed standards, which was expressed by a significant improvement in the assessed indicators, as well as more accurate assessment of the rehabilitation results. Conclusions. The results of the standards development and implementation showed the possibility of creating medical and social services in rehabilitation that would make possible to put into practice the idea of a biopsychosocial model of rehabilitation through the use of the International Classification of Functioning, Disabilities and Health (ICF) as a methodology.

The model of a quality management system based on international standards ISO 9000 series is recognized in all the world. The aim of the article is to show the competitive advantages of a construction company in the modern market by improving its quality and product management system. We consider the implementation of the provisions of international standards ISO 9000 series as an effective solution to the problem. Quality improvement is a continuous work aimed at improving the technical level of product quality, quality of its manufacture, improving production elements and the quality system itself. The authors of the article give a specific method for improving the enterprise quality management system with a developed sequence. A risk-based approach to creating an enterprise quality management system was also considered. The main research methods in assessing the technical condition of certain building materials are differential, integrated and mixed methods. The authors show the calculation procedure using these methods, as well as the main results of their application. Then, the article provides a methodology for calculating the level of product quality, which is evaluated by a set of indicators, which do not include economic indicators.

According to the international requirements of ISO 9001:2015, the conducting of the audit of the quality control system is a key prerequisite for checking the compliance of the system with the international standards requirements and the requirements of the organization's quality management system that applies them. The results of conducted internal audits contain information related to irregularities (noncompliance with the required norms), and recommendations for improvement, all of it aimed towards improving the existing business practices. Simultaneously, the analysis of the position of the Republic of Croatia on international competitiveness charts shows a significant lag in relation to the countries of Central and Eastern Europe. The analysis of the comparison of the Republic of Croatia with other countries based on the analysis of international competitiveness shows lagging in all segments of competitiveness. Consequently, in line with the recommendations of the European Commission as part of the convergence program of national reforms in the Republic of Croatia, the weakness of the system is also reflected in the (non) efficiency of the public sector that needs to be improved. The work of local and regional self-government units (hereinafter referred to as management) in the Republic of Croatia is supervised by State administration bodies, institutions responsible for conducting business of legal and/or natural persons, assemblies in towns and counties, and within municipalities the municipal council as well as internal audit units and internal auditors if the management has implemented a quality management system according to one of the international standards. The question arises about the possibility of using audits as a form of quality management control as a strategic tool for improving the work of the administration, or more precisely the increasing of the efficiency of the system and raising the level of competitiveness. This paper gives a brief overview of the efficiency of the Croatian public administration presented through international competitiveness charts, an overview of the forms of work management oversight, with special emphasis on monitoring specificities according to the international standard ISO 9001:2015 and the Quality Control and Auditing Guidelines standard methodology and the ISO / IEC 19011: 2012. Professional and scientific literature regarding the experiences and the role of internal auditing in public administration has been consulted. The concluding remarks analyze the possibilities of using internal audits as the basis for improving the quality of the management system.

The paper explores the quality management system of Rezekne Social service and its perfection employing internal audit and self-evaluation methodology. The aim of the present study is to find out how the quality of provided services of social service and social service providers is ensured in accordance with the ISO 9001:2008 quality standard, exploring the processes of management, basic activity, internal audit and prevention of non-compliance as well as focusing on the measures to be taken in order to improve the quality management system (QMS). When elaborating the article, the economic and legal literature on quality management terminology, its application and effective social services management have been studied according to the ISO 9001:2008 standard. The paper examines the measures which ensure quality of social aid and provision of social services of Rezekne Social service highlighting the quality management system, elimination of non-compliance, QMS report results, customer level of satisfaction and self-evaluation methodology. The author has worked out proposals to improve the processes of quality management system and quality results, consequently ensuring the development of Rezekne Social service. With the help of practical examples, the hypothesis proved that internal audit of the quality management system, management processes to address non-compliance, management reports and self-evaluation provide an objective assessment of the quality and create favourable conditions to ensure the provision of qualitative social services, contributing to a better controlled social policy.
