The purpose of this article is to study the possibilities of public-private partnership in the in realization of environmental policy of the Russian Federation and the Concept of sustainable development. Authors consider that the Russian government should be solving in the process of development of the Russian economy problems of ecology (providing the favorable environment; decrease in anthropogenous load of the environment; increase in efficiency of use of energy resources; correction of negative consequences of resource-intensive industrial development). The public-private partnership is investigated as special legal institute and as a form of interaction between government and business. The potential of public-private partnership in solving problems in the sphere of ecology is studied in these planes.Public-private partnership is studied in various aspects: form of investment in environmental protection; mechanism of achievement of ecological interests of the state and society; a way of stimulation of introduction in economy of innovations which are capable to provide interests of ecosystems.Authors support adoption of the comprehensive and integrated programmatic law which will provide a triad of interests: investments - innovations - ecology. The analysis of legal base of public-private partnership and programmatic laws on sustainable development of the Russian Federation has allowed to draw a conclusion on absence between them direct connection. This has a negative impact on the implementation possibilities of state-private partnership to overcome the environmental crisis. Authors offer changes in the legislation for elimination of this inconsistency. They define the problems of public initiative and public oversight in public-private partnership in the field of ecology.Authors approve need of creation of mechanisms of public control for this sphere.

Th e article discusses practical aspects of sustainable development necessary for the introduction of public-private partnership in the work of the Institute in the Russian Federation. Th e author analyses the requirements of the fi nancier for a private partner in terms of sustainable develop-ment mechanisms in diff erent countries of the world. Th e requirements that currently exist in the methodology for calculating the economic effi ciency of public-private partnership projects in the Russian Federation are also analyzed. Th e article describes not only diff erences in effi ciency assessment mechanisms, but also proposes an author’s method of integrating the principles of sustainable development into fi nancial mechanisms for implementing public-private partnershipprojects. Th e author proposes to change the methodology for assessing the risks of public-private partnership projects, introduce into the Russian methodology for assessing the eff ectiveness of projects requirements not only on the need to substantiate the applied calculation mechanisms, but also on the development by a private partner of strategies for the sustainable development of the project, as well as a strategy for the sustainable development of the project region. Th e changes will qualitatively supplement the fi nancial settlement mechanisms that aff ect the implementation of all public-private partnership projects in the Russian Federation, including minimizing thefi nancial risks of the state partner.

The creation of scientific facilities of the “megascience” class is a complex and lengthy process, for the implementation of which the resources of several states are usually attracted.At the same time, there are a number of organizational and legal models that make it possible to use not only the resources of the state, but also attract private investors for the implementation of megascience research projects. In this regard, the article reveals the features of applying the mechanism of public-private partnership in the scientific field, and also offers an analysis of the organizational and legal models for creating scientific projects of the "mega-science" class using public-private partnership, possible taking into account the current legislation of the Russian Federation.

The article is devoted to an offset agreement (a state agreement which is providing for counter-investment obligations of a supplier-investor to create or modernize and (or) develop production of goods in the territory of a subject of the Russian Federation to provide the state needs of a subject of the Russian Federation). In addition to the legal regulation of offset agreements, their subject composition is also determined, and the features of their conclusion are highlighted. The study analyzed all 4 offset contracts currently signed in Moscow and the Moscow region. According to the author, the offset agreement is an investment agreement, and the interaction of the subject of the Russian Federation and the supplier-investor in the implementation of the offset agreement can be qualified as a public-private partnership that is beneficial to both the state and business: the benefits that are received by the subject of the Russian Federation and the supplier-investor are given. As an improvement of the legal regulation of offset agreements, the author suggests providing for the possibility of concluding them at the federal level, as well as differentiating the minimum investment volume depending on the level of socio-economic development of the subject of the Russian Federation. The conclusion is made that public-private partnership, carried out in the analyzed form of agreement, is a promising mechanism for attracting investment in the constituent entities of the Russian Federation.

The issue of interaction between the state and business in the mode of public-private partnership in the pharmaceutical complex of the Russian Federation is investigated. The concept of "state" and "business" is defined, the forms of interaction between the state and business are considered, the concept of "public-private partnership" is defined, the main features of public-private partnership in general and in the pharmaceutical complex in particular are identified, the goals and investments of partners in public-private partnership in the pharmaceutical sector, studied the prospects for the development of public-private partnership in the pharmaceutical sector of the country as a form of interaction between the state and business. The researcher also researched economic, legal and organizational partnership. One of the types of economic partnership in this area of activity is а public-private partnership. Public-private partnership in the pharmaceutical sector of the Russian Federation is а cooperation for a specified period between the state and the private sector on the basis of which, by combining the experience and expertise of the state and business, sharing financial risks and benefits, socially significant programs and projects in the pharmaceutical sector is implemented. It has been established that the subjects of interaction between business and the state in the form of public-private partnership are public and private partners, who, when participating in this type of interaction, set different goals and play different roles. It has been revealed that this type of partnership has great development prospects, which will contribute to increasing the competitiveness of the pharmaceutical sector, modernizing the health care system, improving the quality of health services delivery and access to medicines. The development of public-private partnerships as a form of interaction between the state and business in the pharmaceutical sector is an effective mechanism for the modernization of the industrial national sector.

The article has analyzed outcomes of the modernization by concluding concession contracts concerning water supply and water disposal facilities in the Russian Federation in 2016–2018. We have assessed the level of the public/private partnership application in municipal sector of the Russia Federation. The article discusses the conditions established by the state to attract investors for updating of the municipal infrastructure units. The main reasons of these projects low effectiveness are the following: insufficient volume of governmental funding of the municipal sector development programs; poor designing of the projects; and the level of the approved tariffs at the time of the contracts action. We have formulated the latest amendments and the main trends in development the water supply and water disposal concession contracts’ planning and conclusion process.

Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.
