Due to the awareness of the ever growing importance of sustainability for achieving a better future, the concept of sustainable development has been cited in most strategic documents at the international, national, regional, and local level. However, the very implementation of sustainable development often faces obstacles that slow down the entire process of introduction, implementation and control of sustainable development. Therefore this paper has the aim to analyze strategic development documents developed at all levels of local self-government units on the island of Krk in order to link all the strategic goals and to unite all the strategic objectives of sustainable development. The authors have applied the inductive method and the method of analysis and synthesis to connect all strategic documents of the seven units of local self-government and have proposed a complete integrated sustainable development for the area of the island of Krk. This paper is meant to contribute to the finding of an integrated model of sustainable development. This example can also be useful for other cities and municipalities both in the Republic of Croatia and outside its borders, demonstrating that it is possible to work with the aim to improve the quality of living for present as well as for future generations of both residents and visitors.

The survey includes a study of destination planning and development at a local level through micro-regionalization. The subject of this work is the study, analysis and definition of opportunities for sustainable tourism development at a local level as a model that can be multiplied to be used in other developing tourist destinations. The objective of the study is the sustainable development of tourism in the municipality of Botevgrad and its positioning as an attractive tourist destination. To achieve the research goal, a set of general and private methods corresponding to the interdisciplinary and heterogeneous nature of the study are used: methods of analysis and synthesis, cameral method, cartographic method, geographic methods of research: spatial analysis of the resource potential, localization of the surveyed sites. An approach of studies and systematization of information on literary sources and planning documents has also been used; collecting, processing, systematizing and interpreting statistical data and documents; critical analysis method and expert assessment; comparative analysis method; scientific analysis and synthesis; field observation. The main conclusions point the opportunities for destination management at a local level through micro-regionalisation as a successful model for sustainable tourism.

In the course of regional development of any territory, the infrastructure of public administration bodies is crucial, ensuring the strategic development of the territory, its priority areas and a system of interaction organized at the local level. The personnel issue plays an important role in the formation of the territory’s sustainable development. It is the success of the public administration teams work that ensures the growth of the investment attractiveness of the territory, the formation of its competitive ability and, as a clear consequence, success in strategic growth and achieving the planned economic indicators. The paper considers issues of effective HR management in public administration. Effective HR management in any public authority and at all levels is impossible without a certain personnel policy. Accordingly, the main elements of the interpretation and formation of HR management are considered in our research.

The purpose of the research is to construct positioning maps of local areas to assess the results of their positioning in terms of the environmental component of sustainable development. The article uses methods of analysis and synthesis, statistical and graphic, mapping method, comparative analysis and modelling, which made it possible to research the parameters and components of the local territories` (regions, cities and districts) positioning and to determine indicators for assessing their positions regarding economic, social and environmental components. Based on the rating estimates for the sustainable development of local areas, positioning maps have been constructed using the Ukrainian regions, districts and regional significance cities in the Luhansk region as the example. The article results proposed to expand the environmental indicators list for the positioning implementation based on the environmental assessment in the local level, which will allow the scientific and practical approach to assess the territorial units’ positions from the sustainable development point of view.

The concept of sustainable development has gained in its importance with the attempt to align the goals of economic development with the goals of preserving the quality of living environment. This paper explains the concept of sustainable development and its dimensions, emphasizing its connection with the communal activity of purification and drainage of atmospheric and wastewater. The evidence from the Republic of Serbia regarding wastewater treatment plants and environmental protection costs raises concerns about sustainability issues. Therefore, the aim of the paper is to point out the importance of increasing wastewater treatment plants' capacity and improving their operability, as well as to emphasize the necessity for structural changes of public utility companies to address the identified problems.

The article studies such issues as strateging of sustainable development of regions, developing the system of information support of strategic development of the region, risks connected with sanctions imposed by Western countries. These subjects were analyzed with the help of literature sources and further lines of research were proposed. The system of information support of strategic development of regions includes strategic goals and figures of development, which require correction in conditions of growing pressure on behalf of Western countries, as well as political and economic restriction of external environment. The authors came to the conclusion about the necessity to correct the system of indicators of the region strategic development by social and economic expediency, managerial supervision and possibility of monitoring. During designing, realizing and monitoring of strategy of region development it is necessary to take into account the impact not only of conventional restrictions coming from the external environment but also specific restrictions in conditions of sanctions imposed by Western countries. Such restrictions during the last decade turned into a trend, which affects life of territories with uncertain status, unrecognized and questionable territories and tend to be used as tools of political pressure or economic wars.

The article considers the mechanism of implementation of the concept of sustainable development of rural areas of the Republic of Kazakhstan. The author characterizes the concept of sustainable development of rural areas of the Republic of Kazakhstan, meaning their stability, socio-economic development, growth and increase in the volume of production of the agricultural industry, as well as the achievement of full employment of the rural population, and as a result, the growth of their standard of living. As a mechanism for improving the efficiency of rural areas, the author suggests considering labor resources, their employment, which is based on the population. The development of rural areas is described in stages, starting in 1991. In conclusion, the author notes that the solution to the problems of rural development is directly dependent on the effectiveness of the state policy in the field of agriculture. Therefore, today the government's attention is focused on the development of the future of the Kazakh village, the strategy of social policy and the development of infrastructure in rural areas. As the main target indicators of rural development in Kazakhstan, the author suggests improving the living conditions of the rural population in 2021 to 64% compared to the indicators of 2018–58%; improving the quality of living for 80% of the rural population in settlements that would meet modern standards of quality of life by 2030, increasing the volume of agricultural products by 2.5 times compared to the same indicators in 2017.

Purpose. The purpose of the article is investigation of the problems in the formation of a unified system of indicators of the fulfillment of the Sustainable Development Goals in the world and Ukraine, justification of the need to adapt the approaches applied at the international level to the solution of the national objectives of achieving the Sustainable Development Goals, determination of the directions for monitoring in this area. Methodology of research. Scientists researches, documents of the Ministry of Economic Development and Trade of Ukraine, and reports of the United Nations were the theoretical basis this research. The comparison and analogy methods were used for analysis of information about control, coordination and monitor mechanisms in the process of achieving the Sustainable Development Goals in foreign countries; as well as under determining the relevance of the approved national targets and indicators to the Global Sustainable Development Goals indicators. Definition of the priority tasks, that should be resolved to work more effectively in achieving the Sustainable Development Goals, was done based on the method of generalization. Findings. The article substantiates the need to solve the problems that exist in the field of the SDGs achievement in Ukraine, in particular: imperfection of a monitoring and control system for achievement of SDGs indicators, insufficient information on established national tasks at the local level; no legal nature defined for such an important document as the National Sustainable Development Goals - Ukraine report. Priority directions for further work on achieving the Sustainable Development Goals have been formed. The priority tasks for improving a system of monitoring and control over the fulfillment of national tasks have been identified. The necessity of expanding the information base and the importance of regular data collection are substantiated. Originality. The priority steps in the work on the achievement of the Sustainable Development Goals in Ukraine in terms of improving information support and the institutional environment in this field are offered. It will help to increase the effectiveness of the implementation of national goals in achieving the UN Sustainable Development Goals Practical value. The obtained research results can be used to identify further ways of working towards achieving the Sustainable Development Goals, both nationally and locally, which will contribute to a more effective implementation of the UN global strategy objectives. Abstract Reforming cultural policy in Serbia comes into a focus after year 2000. With delegating jurisdiction on the local cultural systems, because one of the ideas is that local government and experts can recognize needs, potential and capacities for local development more clearly and comprehensively. This work deals with the challenges of cultural policy as initiators of sustainable development, where the City of Pancevo has been selected as an example of a good practice. The first part of the text deals with challenges of cultural policy on national level. When it comes to cultural policy development on the Republic level, one can say that participants in culture in Serbia contribute to improving culture every year. However, for more successful cultural policy it is necessary to approach cultural policy challenges in service of sustainable development. Ranking all challenges leads to a conclusion that it is necessary to solve problems such as financing of the institutions, lack of a strategic thinking and insufficient inter-sector, inter -department and international cooperation. The second part of the text is dedicated to the City of Pancevo, as an example of a good practice in cultural policy and sustainable development domain. During 2013. with the support of the IPA fund cross-border cooperation program, the City of Pancevo accomplished Poles of Culture project. Within that project the Center for Study in Cultural Development conducted a research of cultural needs and habits of citizens of Pancevo, cultural institutions and citizen associations within culture. The third part of the text deals with the research results of cultural needs and habits of Pancevo citizens. They represent guidelines for improving the city cultural policy. The fourth part of the text is dedicated to the cultural policy on the local level and recommendations for cultural policy improvement has been given based on the example of the City of Pancevo.

The article is concerned with solving the problem of ensuring sustainable development at the level of enterprise as determined by the UN, which is relevant not only at the local level of Ukraine, but also world-wide. The article is aimed at theoretical substantiating the hypothesis on the existence of a connection between sustainable development of enterprises and basic unconditional income (BUI) using general scientific methods of critical and logical analysis and synthesis, ascent from abstract to specific, abstraction. The BUI in the research is understood as regular cash payments in the amount of the real subsistence minimum to citizens of the State, regardless of their socio-economic status. It is substantiated that BUI is the socio-economic regulator of sustainable development of the region and at the same time an instrument for sustainable development of the enterprise to achieve social, economic and ecological balance. It is proposed to consider BUI as an integrating instrument for sustainable development of enterprises and regions, which will provide a vertical link between the goals and objectives of sustainable development to overcome poverty, hunger, opening access to education and self-development at the meso- and micro levels. The example of depressed economically mono structural mining regions and mining enterprises of Ukraine to be liquidated displays the complex impact of BUI on their sustainable development through the component of social development. A comparison of development in the presence and absence of BUI is made and it is identified that the BUI will allow to «mitigate» economic restructuring, level territorial differentiation, implement the policy of social corporate responsibility and public-private partnership at the enterprise. The question has been raised about which economic agent should ensure the payment of BUI: the region or the enterprises operating in the region and using resources that could be saved for future generations. It is proposed to consider the possibility of payment of BUI both from the budget of the region and from the funds of enterprises.

The subject of the research is theoretical and practical aspects of the formation, use and reproduction of the potential of sustainable development of agrarian enterprises on the basis of innovation and investment support. The purpose of the work is to identify the features and competitive advantages of innovation and investment to ensure the sustainable development of agrarian enterprises and to substantiate the tools and means for its improvement in the future. Methodological basis of the article became as general scientific, and special methods of scientific knowledge. Were used methods: dialectical, monographic, historical, system-structural analysis and synthesis, economic comparison, problem and program-target approaches. Results of work. The article substantiates the relevance of innovation-investment tools, tools and methods and models of reproduction and increase of the potential of sustainable development of agrarian enterprises. The content of innovation and investment activity and its influence on resource use, as well as the provision of resource support as a reverse process, are revealed. The main manifestations, problems and trends of development of these actions are assessed. Mechanisms and forms of realization of innovation-investment support of sustainable development potential are developed. The means of system management for improvement in the future are determined. The field of application of results. Conclusions and results of the article can be used in the educational-scientific process of the economic faculties of higher educational institutions. It is expedient to transfer them for practical use in the management of agrarian enterprises, first of all, the resource potential of their development. Conclusions. Preservation and strengthening of innovation and investment support of sustainable development of agrarian enterprises is connected both with the restoration of the rates of economic growth, which provides demand for high technology products, as well as the formation of innovative support of agrarian production, proving the results of scientific and technical activities to practical use, as well as organizations serving the market for innovative services. It is determined that management of innovative activity of agroformations consists in the fact that the set of operations and procedures of the influence of the control subsystem on the managed is carried out within the limits of organizational and economic structures in which the organizational and economic management mechanism is complex and multidimensional entities. Management of innovation and investment activity should cover the scope of management activities directly related to the use of specific system elements and control levers: innovation and investment design, indicative planning; marketing and resource strategies, etc.
