By way of descriptive and comparative analysis, the subscriber bases and revenues of television, fixed and mobile telephony, and fixed and mobile broadband segments of the Russian and Vietnamese telecommunications markets for the period of 2015-2019 were analysed. The results of the study revealed similar global trends in the telecommunications markets of Russia and Vietnam. Fixed and mobile telephony revenues are declining, since customers prefer new communication technologies to the old ones. The television subscriber base is growing in both countries; TV revenues are increasing in the Russian market and somewhat declining in the Vietnamese telecommunications market. With further penetration of broadband, more customers are upgrading their television from Free TV to Pay TV (IPTV and OTT services). The results of the study confirmed the global consumer trends in telecommunications markets and the applicability of approaches used herein for other countries.

The authors describe modern trends in development of the cadastral system. The main features of the procedure of cadastral registration and software systems that act as accounting and registration of automated databases are highlighted. The technological process of maintaining the unified state register of real estate is analyzed in detail. The modern system of information electronic interaction in the real estate register is designated. The role of information and communication technologies in the Russian cadastral system is shown. The authors propose a classification of online services of Rosreestr in a number of ways. The fourth group of online services is allocated as the most promising as it provides opportunities to obtain additional information at the common activity fields of different Executive authorities. The authors conclude that changes in the cadastral system of the Russian Federation are greatly influenced by global trends which in turn are aimed at expanding the functions of the cadastre as an information basis of land management.

Проведен анализ используемых в России технологий профессиональной радиосвязи и перспектив развития данного сегмента телекоммуникационного рынка, произведена оценка его объемов в пятилетней перспективе. Показано, что внедряемая технология широкополосной профессиональной связи МАКВИЛ не только решает назревшие проблемы, связанные с модернизацией морально и физически устаревших систем ведомственной и корпоративной транкинговой связи, но и открывает новые возможности роста рынка услуг передачи критически важной информации. The characteristics and audience of professional mobile radio and critical communication networks are reviewed. The analysis of professional mobile radio technologies used in Russia and the prospects for the development of this segment of the telecommunications market is carried out, as well as its volume is estimated in the five-year perspective. It is shown that McWiLL broadband professional radio communication technology not only solves the urgent problems associated with the modernization of morally and physically obsolete systems of departmental and corporate trunking communications, but also opens up new opportunities for the growth of the market for critical information transmission services.

This paper focuses on determining the current state of adoption of new information and communication technologies by the population of EU countries from the Central and Eastern parts of Europe (referred in the paper as CEE-EU countries). We have conducted a detailed analysis between Romania and Bulgaria because there are historical, geographical, political and economic similarities between these two neighbouring countries. In order to objectively reflect the results of the comparative analysis at the regional level, we have used the data provided by the World Economic Forum through the Competitiveness Index, the International Institute for Management Development through the Competitiveness Yearbook and the International Telecommunication Union through the ICT Development Index. The results of the comparative analysis reflect many regional disparities. At the same time, it can be noticed that both Romania and Bulgaria are the countries with the weakest results regarding the penetration rate of Internet accessibility in their populations, a fact which leads to a low degree of adaptability of the human capital to new information technologies and, implicitly, a low rate of adoption of the Internet in the sphere of business and public services. This is explained by the insufficient development of ICT infrastructure in the rural area, caused by numerous factors such as insufficient economic development and the low purchasing power of the population, but also by the relatively low level of education in ICT use. Although the influx of information and communication technologies occurred after the 1990s, namely at a time when even countries like Romania or Bulgaria were already part of the free market economy, the gaps recorded during the communist regime (economic, but especially socio-cultural), were apparently difficult to recover in the years to come, therefore this upsurge in information technology has been somewhat delayed in the South-Eastern area of Europe.

At present, intensification of innovation activity is recognized as the priority direction in the operation of agrarian enterprises. It is determined that this, first of all, requires the formation of a qualitatively new system of marketing provision for innovative development of agricultural producers, introduction of modern information and communication technologies, and the use of digital marketing instruments. Therefore, the research is aimed at substantiating and developing proposals to improve the effectiveness of innovative development of agrarian enterprises with the use of marketing instrumentarium. To achieve the aim, research methods such as analysis and synthesis, comparison, generalization, statistical analysis, structural and logical method, systematization are applied. The indicators of innovative development of food production enterprises are analyzed in accordance with KVED-2010. The key factors that determine the feasibility of using marketing instrumentarium in the innovative development of agrarian enterprises are identified. The main advantages of using information and communication technologies as an important marketing instrument in the innovative activities of agrarian enterprises are defined. Global trends in the development of the digitalization process in agriculture are examined. The peculiarities of digital channels for the promotion of agrarian products are considered, which include content marketing (SEO, SERM, SMM, PR content, e-mail marketing, ORM); digital advertising (contextual, targeted, media advertising); multichannel promotion; web-analythics. The directions of intensification of innovation activities of agrarian enterprises with the use of marketing instruments are defined, which are conventionally systematized by eight groups: operational response; budget optimization; remote mode and taking care of the team; assistance to agrarian business through the growth of corporate social responsibility and implementation of social initiatives; marketing strategy adjustments; transformation of communication mix and portfolio of innovative products; e-com enhancement, focus on trade marketing.
