The program of new rural construction is one of the major policies of our Party and State, over 10 years of implementation, until now the program has achieved a number of important achievements in material and spiritual life of ethnic minorities in rural, ethnic minority and mountainous areas has made many progress. Especially, many rural areas, ethnic minority and mountainous areas have changed significantly, the infrastructure was invested, many outdated customs were abolished. The reality of that change is always influenced by many factors, of which cultural identity and ethnic minorities have comprehensively impacted on the socio-economic development orientation in building a new rural area. In this article, the research team has studied the values of ethnic identity and culture affecting the socio-economic development orientation in building the new rural area in ethnic minority and mountainous areas.

The research assesses the current needs of attracting, recruiting and using cadres, civil servants and officials of ethnic minorities in the political system; At the same time, there is an overall, in-depth and important view of the importance of ethnic minority cadres for the socio-economic development in ethnic minority and mountainous areas.

Malnutrition continues to be a major problem in the country and worldwide. The nutritional status of children is an indicator of socio-economic development of the country. To determine the prevalence of under nutrition in terms of underweight, stunting and wasting in rural area of Shamirpet Mandal. It is a cross sectional study.400 children were examined for their weights and heights. The relevant information was recorded from each village of the Mandal according to probability proportion to size. The prevalence of underweight among children 0-59 months is 42.5%, stunting 44.75% and wasting 31.5%. Malnutrition continues to be a major problem and requires a great attention as the children are future of the country.

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.
