Determining the urgent needs of attracting, recruiting and employing a contingent of cadres, civil servants and officials of ethnic minorities in the political system is essential. This is not only an important task of the Party and State of ethnic minority cadres’ work but also aims to resolve urgent issues to meet the objective requirements of ethnic minority areas in the period of promoting industrialization - modernization and international integration. The research assesses the current needs of attracting, recruiting and using cadres, civil servants and officials of ethnic minorities in the political system; At the same time, there is an overall, in-depth and important view of the importance of ethnic minority cadres for the socio-economic development in ethnic minority and mountainous areas.

As a multi-ethnic country, the Party and the State of Vietnam have always determined that ethnic affairs and national solidarity have a huge significant position. Building a contingent of ethnic minority staff in the political system remains one of the solutions to realize equality and solidarity among ethnic groups. The recent building of ethnic minority staff has been paid special attention and achieved certain remarkable results. The quality of ethnic minority staff has been increasingly improved. This importantly contributes to the socio-economic development of Vietnam in the upcoming years.

The program of new rural construction is one of the major policies of our Party and State, over 10 years of implementation, until now the program has achieved a number of important achievements in material and spiritual life of ethnic minorities in rural, ethnic minority and mountainous areas has made many progress. Especially, many rural areas, ethnic minority and mountainous areas have changed significantly, the infrastructure was invested, many outdated customs were abolished. The reality of that change is always influenced by many factors, of which cultural identity and ethnic minorities have comprehensively impacted on the socio-economic development orientation in building a new rural area. In this article, the research team has studied the values of ethnic identity and culture affecting the socio-economic development orientation in building the new rural area in ethnic minority and mountainous areas.

Developing a ethnic knowledge training program for cadres, civil servants and public employees according to 04 target groups (Prime Minister, 2018) in the political system from the central to local levels to meet the requirements of ethnic minority affairs up to 2030 is an urgent task. Because the program is “the core” to create a breakthrough in training ethnic knowledge, improving the capacity of the contingent of cadres, civil servants and public employees in formulating ethnic policies and organizing the implementation of Party and State’s policies in the current period. The article analyzes the results of theoretical and practical research on the development of ethnic knowledge training program and provides the results of developing a program that meets the requirements of Vietnam’s ethnic minority affairs from now to 2030.

Abstract This article identifies and analyzes the theoretical, constitutional, and practical bases for governmental land acquisition in Vietnam from a comparative perspective. The authors contrast political ideologies of private ownership and public interests to elucidate the grounds for compulsory acquisition of property for public uses. By reviewing constitutional provisions on compulsory land acquisition in several countries (Singapore, Korea, Australia, India, and the United States), and exploring Vietnam’s constitutional provisions on land acquisition for national defense, security and socio-economic development, this article analyzes some key themes of purposes, procedure, and compensation. The paper then suggests specific changes to Vietnam’s Land Law to increase transparency and to provide more legal safeguards for private users of property when government entities recover privately-used land for public purposes.

The article attempts to fi nd an answer as to what internal security is today and how it can be defi ned and placed in the conceptual framework of other types of security, such as external and national security. As the article underlines, the era of separating the concepts of internal and external security has become out of date, which is due to the fact that security is in a process of constant evolution, alongside with its defi nitional scope. Over the years, the process of the evolution of internal security in Poland has involved the change of both the very institutional system, understood as the administrative apparatus of internal security, and the phenomenon of internal security itself, which has been and still is being infl uenced by the changing nature of security threats. The article describes the process of the evolution of internal security in Poland, conditioned both by the socio-economic development and by the transformation of the political system. Attention is also drawn to the technological and information revolution in the context of its huge impact on subsequent changes in the so-called phenomenon of internal security globalisation, which creates a system of interdependencies in the area of security, including international security.

The paper examined Restructuring and National Security to ascertain how this could possibly enhance and sustain a better nation amidst the many crises that have endangered the unity of our peaceful coexistence. It is imperative to acknowledge that the unending squabbles and schisms threatening the peaceful coexistence of the Nigerian-state is traceable to improper restructuring of the political system. The paper which relied on secondary sources of data submits that addressing issues of ineffective representation, non-inclusion of persons of different segments, religious intolerance among others would help to promote National Security. The paper therefore argues that issues that are capable of triggering crisis and destroying the National Security, should be tackled adequately in order to have an orderly society devoid of rancour and endless acrimony. The conclusion of the paper was anchored on genuine restructuring with proper recommendations that would help promote an organized and egalitarian society. Through a methodology of documentary and dialectical basis, in the article, the authors investigate the methodological foundations of the spatial development of the region, through the study of its content and conceptual instrument. In the same way, different points of view on the concept of "region" are presented, the fundamental methodological elements of the formation and organization of the socio-economic development of the region are listed, characterizing the potential of natural resources and the socio-economic development of the municipal districts. Based on this information, the region's place in the social division of labor was determined, the development prospects of the districts were outlined, and the cause-and-effect relationships of the region's socioeconomic indicators were also established. By way of conclusion, everything indicates that the socio-economic development of the region under modern conditions is seen, in the first place, in self-sufficiency. Therefore, your accumulated potential must first be assessed to make a real assessment and then organize a search for the missing resources and funds. The use of a type of strategic management at all levels of management of the political system is the key to a balanced and successful development.
