Six years of the implementation of the Federal Law “On Strategic Planning in the Russian Federation” were focused on the development of documents and recommendations for them. This determined the fragmentation of public administration and strategic planning. However, according to the author, the basis of the strategic planning system that meets modern challenges and threats should not be documents, but processes. The introduction of new tools will allow the transition from project management and strategic planning to strategic management in the Russian Federation. Such tools include the introduction of management cycles of strategic planning, resource support for the realization of goals, the organization and implementation of the monitoring and control process, a system of continuous indicative planning and balance sheets.

Currently in Russia there is a need to create a strategic forest planning system : to meet the requirements of the Federal Law № 172-FZ "On the strategic planning in the Russian Federation", to ensure the achievement of specific objectives stated by the Russian government in the "Principles of State Policy in the field of , protection and reproduction of forests in the Russian Federation till 2030 ", based on the new forest law, which takes into account the advanced domestic and foreign experience of legal and normative support of forest relations. According to the authors, the main task of strategic forest planning at the federal level should be the establishment of sectoral and regional priorities. In addition, the distribution of forest resources on the territory of the country requires, along with an assessment of sectoral priorities, justification of the conditions for the effective allocation of industries to economic regions and subjects of the Russian Federation. At the level of the constituent entities of the Russian Federation, the forest plan in the format of regional medium-term program for strategic development of the forest sector should be an effective tool that allows not only to achieve the goals and objectives of state policy in the sphere of forest use, reproduction, protection and protection, but also to positively influence the economy of the region and the country generally. It is necessary to form regional strategic planning document on a block (modular) basis in the same way as all plans for social and economic development of the industry at the federal and regional levels are formed. Each activity in it must be targeted, resource-efficient, and also be a subject of external monitoring and control.

Strategic planning is one of the key mechanisms for ensuring purposeful and sustainable development of the state, economy and society. With the adoption of Federal Law No. 172-FZ of 28.06.2014 “On Strategic Planning in the Russian Federation”, a new stage in the formation of the state strategic planning system has begun in the Russian Federation. The article examines the shortcomings of the current legislative regulation in the Russian Federation on the issues of control over the implementation of strategic planning documents, as well as responsibility for their improper execution. It is noted that the provisions of the current legislation on control and responsibility in the field of strategic planning are insufficient for the full implementation of the mechanisms of state strategic planning. The author substantiates the need to establish a unified procedure for monitoring and monitoring the implementation of strategic planning documents, as well as the introduction of special norms into the current legislation that provide for liability for offenses committed in this area.

The tasks on the functioning of the strategic planning system laid down by Federal Law № 172-FZ “On Strategic Planning in the Russian Federation” were not implemented. The provisions of the law, which are designed to ensure systematic and uniform planning, its focus on results, have not been implemented. The trend towards the formation of documents can lead to a complete discredit of strategic planning. In this regard, the development of approaches to the formation of a strategic planning system is on the agenda. The author presents proposals on individual problems in terms of the powers of participants in planning, the formation of document architecture, as well as the introduction of indicative planning tools and balance sheet calculations.

Purpose: of the article is to prepare evidence-based proposals for the formation of document architecture, strategic planning, fundamental for modern needs and ensuring the integrity of the strategy for all levels of government and business, as well as to ensure the implementation of the principles of unity, integrity, continuity, continuity and delineation of powers in organizing and system functioning, strategic planning as part of a single management cycle. In the framework of the task of creating the architecture of documents, strategic planning also solves the important task of linking issues of socioeconomic development and ensuring national security, and as a result – improving the efficiency of public administration, ensuring coherence and coordination of the country's strategic priorities. Methods: the main method of work is the disclosure of the principles of strategic planning. The architecture of strategic planning documents under development is based on the disclosure of regulatory acts of the Federal Law dated 28.06.2014 N 172-FZ “On Strategic Planning in the Russian Federation”. Results: the absence of normatively fixed principles and a system for ensuring strategic planning, as well as the procedure for implementing strategic planning, leads to inconsistency of the approved strategies and forecasting, the development of new documents and studies in the Federal Law “On Strategic Planning in the Russian Federation” and other violations of the systematic approach. In this regard, it is necessary to determine the architecture of the system of strategic planning documents developed as part of the target definition, forecasting, planning and programming.Conclusions and Relevance: the architecture of strategic planning documents proposed in the article is based on the creation of a three-level document system with a central place in it the National Security Strategy of the Russian Federation as the main document of strategic goalsetting. In accordance with Federal Law N 172-FZ, the level of forecasting, target definition, planning and programming allows you to add a conceptual level that ensures the quality of the overall ideological superstructure, which should provide an idea of what kind of character for the state and its position in the world the strategic planning system should provide. Taking into account the task of minimizing amendments and clarifications to the Federal Law “On Strategic Planning in the Russian Federation”, the proposed changes are more in the nature of clarifying the provisions of this law. The architecture of the documents built in this way will allow implementing and, if necessary, further detailing the principles of strategic planning defined by law 172-FZ and, above all, the principles of continuity, balance of the strategic planning system.

Serious problems which occurred in setting the strategic planning system and the difficulties in the implementation of national projects and in the achievement of national goals, make us think how effective the functioning of the “vertical” of public power in the Russian Federation is, and in particular, how closely its state and municipal components interact. In this context a lot of scientific papers appeared which carried the idea that due to a number of reasons, both of legal and economic nature, there is still no sufficient close interaction of state and municipal administrative bodies. The paper shows that the absence of such clear interaction leads to inadequate efficiency in the use of target and project methods of solving key problems, appearing in the regions of the country and in particular, municipalities. The article analyses the reasons for such a situation, which are connected with the gaps in legislative regulation, especially in part, which is connected with the positioning of local public self-government in the “vertical of executive power”, specifying their powers, their economic basis, as well as the regulation frames and control by government authorities. The purpose of the article is to identify the new principles and mechanisms of interaction of the state and local public self-government, which at present must be written into fundamental laws of this direction of government policy. The novelty of this task is determined by the fact that almost for the first time the range of issues is analyzed on a “crossing” of such novelties as amendments to the Constitution of the Russian Federation, transfer to the system of strategic planning and an increased emphasis on the strengthening of civil society foundations in local self-government.

This work was carried out in accordance with the Digital Economy program of the Russian Federation and is therefore relevant. The program posed the following tasks for universities: the digital transformation of universities and the training of specialists of the digital economy. The Ministry of Education has articulated these issues as the creation of the Digital University. The paper proposes a model that can be laid the foundation of the Digital University. The model was developed on the basis of an analysis of the development of education in the fi of digitalization over the past 20 years, an assessment of the readiness of the leading universities of the Russian Federation to transform at present, and their own experience in using digital technologies. The proposed model satisfies the following requirements: openness of the system for students and teachers; the student’s participation in the formation of the trajectory of his own learning; the ability to access additional resources, courses and choose the places for practical training; formation and analysis of the digital trace; the use of intelligent methods for assessing acquired knowledge and competencies. The main blocks of the model are identified and the tasks for each block are formulated, which must be solved at the stage of creating the Digital University. The paper proposes approaches to their solution, technologies that the authors tested, evaluated and published the results in their previous works. In conclusion, we note that to create a Digital University, first of all, it is necessary: expand the base of control and training materials, modify, improve their forms; implement software smart systems for training and control; form a digital student trace, digital passports of information resources and, on their basis, form an individual learning path, an image of a specialist; develop learning scenarios for different images of students, goals, objectives; integrate intellectual resources of science and education; automate the management of the learning and control process as much as possible.

The article examines the contradictions of the Russian economy in the context of the federal law “On the strategic planning in the Russian Federation”. The contradictory nature of planning on the way to market development is noted. It is emphasized that planning while maintaining the dominance of private capitalist ownership of the means of production does not entirely solve the problem of bringing the economy onto the path of sustainable development.

The subject. The article shows the approaches to the process of creating and realizing strategiesof socio-economic development of the largest cities in the Russian Federation. Thestrategies of socio-economic development of the largest cities have been fundamental inthe formation of such city agglomerations as “Big Volgograd” (Volgograd), “Big Rostov”(Rostov), Zhigulevskaya agglomeration (Samara), Nizhegorodskaya agglomeration (NizhnyNovgorod), Chelyabinsk city agglomeration (Chelyabinsk) and these strategies contain themain ways of development which go far beyond the competence of local importance.The purpose. The article addresses the problems that arise in the process of creating strategiesof socio-economic development of the largest cities including the extent of powerbetween public authorities of different levels.The methodology. The systematic approach, methods of formal and comparative analysisof law as well as synthesis are used in the article.Results. Before the adoption of Federal Law “On the Strategic Planning in the Russian Federation”(further down the article 172-FZ) strategic planning was unsystematic and therewere no unitary law-based approaches towards the drafting process of strategic planningdocuments. After the adoption of 172-FZ the situation has not dramatically changed.The analysis of strategic planning in the largest cities shows the lack of unitary approachestowards the drafting process of strategic planning documents, the definitions of missionand strategic goals of development, the assessment of largest cities importance in the contextof over-regional, regional and internal city area development. Also, the peculiarities ofterritorial planning and budgetary process in municipal establishments are not taken intoconsideration.
