This is a conference review of Digital Law Conference dedicated to the legal challenges of digital technologies for sustainable development. It was held at the Department of Business Law of Lomonosov Moscow State University (Russia, Moscow, November 26, 2020). The Sustainable Development Goals (SDGs) officially known as Transforming Our World: the 2030 Agenda for Sustainable Development are 17 goals for international cooperation recognized by the UN. The purpose of this conference was to share, learn, and discuss main approaches to legal regulation of "end-to-end" digital technologies in Russia and elsewhere in the world, taking into account that implementation of the leading technologies should contribute to achieving SDGs. There has been considered the legal issues of the application of various digital technologies through the prism of achieving SDGs: the promotion of sustained, inclusive, and sustainable economic growth and digital technologies; the legal aspects of democratization of access to financial markets and tokenization of economy; the legal issues of implementation of the Internet of Things; the legal support for sustainable industrialization and innovation using Artificial Intelligence and other digital technologies; the use of digital technologies to promote an open society for sustainable development, access to justice for everybody, and so on. The contribution of digital technologies for sustainable development was well-illustrated, and many actionable solutions were proposed.

The introduction of new technologies, as well as digital is a new logical stage in the development of society, affecting all areas of humanity, including legal. The digitalization of society is becoming the most important factor in economic growth and is a modern trend in the development of any country in the world. Ukraine is no exception to this list, as it has chosen to bring its national legal system closer to the European Union's legal system and international legal standards, which is a complex and lengthy process. Unfortunately, so far there are no generally accepted and harmonized definitions and legal definitions for the legal regulation of introducing digital technologies in the Ukrainian legal system. This necessitates a more thorough study of implementing digital technologies in the legal field. This article is devoted to the problems concerning legal regulation of remote court proceedings by videoconference, which is designed to simplify access to justice and lead to savings in material and procedural means in court proceedings. The purpose of this article is to identify problematic issues regarding legal regulation of distance litigation in Ukraine and to propose mechanisms for its improvement as well as to harmonize it with international legal standards.

Problem setting. The functioning of legal relations of use and environmental protection is currently regulated by a number of regulations of different legal force and direction. All this legislation is aimed at ensuring a safe environment, stopping the negative climate change caused by industry, agriculture, low energy efficiency of buildings, lack of waste management system, as well as reducing carbon sequestration by the ecosystem. The object of research is the legislation that regulates the legal relationship regarding the use and protection of the environment in the field of innovation. The subject of the study is the state of the regulatory framework and legislative regulation of legal relations regarding the use and protection of the environment in the field of innovation. Analysis of recent researches and publications. Legal relations on the use and protection of the environment in the field of innovation have repeatedly attracted the attention of researchers. In particular, A.P. Hetman considered the issues of environmental and legal component of innovative entrepreneurship, G.V. Anisimova studied issues of environmental and legal aspects of regional innovation system, V.L. Bredikhina in the field of research were issues of legal support of environmental safety in the field of implementation innovation policy. Krasnova M.V. considered the introduction of innovative dominants of sustainable development in the environmental legislation of Ukraine. In addition, the scientific literature analyzed the legal basis for the introduction of innovative technologies in agribusiness (Bakai Yu. Yu.); legal support for the introduction of ecologically oriented innovations in Ukraine (Lebedeva T.M.), ecological innovation management in the mechanism of sustainable development (Zadykhailo D.D.). However, the study that would be aimed at analyzing the legal regulation of the use of environmental protection in the field of innovation was not yet, which prompted us to choose this topic of scientific work. Target of research is to identify and make proposals to current legislation in certain areas. The scientific novelty of the study is to make proposals to consolidate amendments to current legislation and proposals for the development of separate documents to regulate the functioning of legal relations of use and environmental protection in the field of innovation. Article’s main body. The normative-legal acts are researched, the scientific specialized literature is analyzed according to the chosen theme of scientific work. The need to amend the current legislation, the importance of developing regulations aimed at applying existing and developing new mechanisms to ensure the use and protection of the environment in the innovation sphere are identified and emphasized. Conclusions and prospects for the development. After analyzing the legal support for the functioning of legal relations of use and environmental protection in the innovation sphere, we came to the conclusion that today there is an urgent need to develop and implement a special legal act that would establish a set of measures to develop innovation in the use and environmental protection. The purpose of such a document, first of all, should be the mechanism of implementation of previously adopted regulations, expanding access to environmental information of the population, including interaction between scientific and educational institutions, the introduction of modern advanced technologies. As already noted during the dissertation, the issue we are considering goes far beyond just environmental legislation, so it should also be noted that the necessary harmonization of legislation between other institutions of law – economic, civil, tax and more. In addition to the above, I would like to emphasize that the Law “On Environmental Protection, acting as the main legislative document in the field of environmental relations does not enshrine issues of innovation, environmental innovation.

The article examines the process of regulating employment through the introduction of digital technologies in the organizational and legal sphere. The authors considered the features of the manifestation of organizational and legal aspects of employment regulation during the transition to a post-industrial society. The attention is focused on the most problematic areas of employment regulation. The research is based on the position of continuity of socio-economic development and continuity of its stages. The study made it possible to identify quantitative, structural, and qualitative transformations in the field of employment in the Russian Federation, related to information and digital technologies. These changes require the solution of a set of tasks to improve the system of organizational and legal regulation of employment: limiting the negative impact of digital technologies in the process of regulating employment; regulation of organizational and legal regulation of all types of “agency labor” and its adjustment, considering the spread of its non-standard forms in terms of expanding the scope of digital technologies; ensuring cooperation between all parties of social and labor relations on issues related to the use of non-standard forms of employment in the context of the introduction of digital technologies; reduction of “digital illiteracy” among jobseekers; positioning of electronic self-employment as a promising form of employment regulation. Based on the results of the study, the authors determined the vector for solving these problems, considering the large-scale use of digital technologies.

Sustainable development has emerged as a key priority in the global agenda, and the intellectual property (IP) system has come to interact with it more closely. This has resulted in the emergence of a range of policy and legal issues that the IP system is still grappling with in relation to biodiversity, climate change and the diffusion of green technologies, food security, and the implementation of the Sustainable Development Goals (SDGs) more generally. In this regard, this chapter aims to provide an overview of how the interface between IP and sustainable development has evolved particularly at the international level. It examines how IP has been dealt with in key sustainable development fora and how sustainable development has been addressed in international IP settings. The chapter also points out some efforts and initiatives seeking to bridge the gap between the realms of sustainable development and IP. In addition, it considers several legal issues at this interface which require further research. The chapter finds that while there have been extensive multilateral discussions on this topic, they have not, in general, resulted in changes to existing international IP rules to accommodate sustainable development concerns. The United Nations 2030 Agenda for Sustainable Development can provide a space to advance this discussion through an inclusive dialogue which addresses the role of IPRs in sustainable development both in terms of promoting innovation and providing access to the fruits of such innovation. Such a dialogue which brings together a diversity of views and stakeholders could help foster a broader approach to IP in the sustainable development context.

The authors of the article consider the features of the legal regulation of artificial intelligence that guarantee the sustainable development of society in the era of global digitalization. The artificial intelligence-induced transformation of the world-building is leading to a change in the legal landscape. In this regard, the authors investigate artificial intelligence as a subject and object of legal regulation. The article provides an overview of foreign and Russian legislation in artificial intelligence, based on which a legal model of a single codified act is proposed. The authors advert to the need for technical and public control when introducing artificial intelligence into operation, and also for a priori legal regulation of artificial intelligence. Based on theoretical research methods, such as the axiomatic method, analysis and synthesis, systematization, modeling and forecasting, the authors conclude that a comprehensive, consistent, systemic and prospective legal regulation can remove the possible risks of introducing AI technologies, the threat of human destruction and provide a guarantee for the sustainable development of society.

The article examines the impact of digital technologies on the sustainable development of ecological and economic systems. The main aspects that make the development of digital technologies especially relevant for environmental modernization and sustainable development are analyzed. It is shown that the large-scale use of digital technologies contributes to the development of new tools, models and methods of urban management. One of the promising areas for the development of the urban environment in these conditions is the concept of a smart city. Based on the analysis of research on the topic of smart cities, the effects of the use of the smart city model for the formation of the foundations of sustainable development of territories are noted.
