JUSTIFICATION OF PRIORITIES FOR SPATIAL DEVELOPMENT OF SMALL ENTERPRISES AT THE REGIONAL AND MUNICIPAL LEVELS (USING THE EXAMPLE OF THE SAMARA REGION)

Abstract: Despite the growing interest of modern scientists in the spatial approach in the regional economy, it has practically not been developed in relation to the small business sector. In a series of articles, the author described and justified the spatial potential of small enterprises as a modern tool for managing the regional economy, developed a theoretical method for its implementation. In this article, the procedures for the stage of strategic goal setting are implemented. On the basis of content analysis, the author studied and systematized priorities of spatial development of small enterprises in federal, regional and municipal documents of a strategic nature, which are classified as documents of strategic goal setting, forecasts, spatial concepts, programs and projects. He determined the correspondence between the structure of the economic space and the levels of economic management. Carried out an assessment of differentiation of development measures at the regional and municipal structural levels of the economic space, on its basis, gave a characteristic of the development policy of small enterprises implemented in the Samara Region. Strategic documents at the federal, regional, and municipal levels, as well as regional legislation and programs, are used as information sources. The results of the study – identified and justified priorities for the spatial development of small enterprises - create a scientific basis for the development of practical recommendations to regional and municipal authorities in the spatial aspect, allowing for the «fine-tuning» of state and municipal development measures. Abstract: Despite the growing interest of modern scientists in the spatial approach in the regional economy, it has practically not been developed in relation to the small business sector. The spatial approach to studying the development of small enterprises is one of the modern directions of the regional economy Consideration of the sector, which has traditionally been the object of state and municipal support, receives a new understanding, which remains relevant to this topic: an integral characteristic of small enterprises is the spatial potential, the implementation of which takes the form of a tool for managing the regional economy. The purpose of the research is to develop and test procedures for forming an optimized portfolio of promising specializations of small enterprises in the region at the stage of strategic goal setting. The objectives of the study are: analysis of the accepted portfolio of promising specializations of enterprises in the Samara region, formation of targets for the implementation of the spatial potential of small enterprises at the sub-regional level using the principles of “smart specialization”, justification of complementary activities within the optimized portfolio of promising specializations. General scientific research methods, methods of priority coordination, statistical analysis, and content analysis were used to solve the tasks set. In this paper, the strategic priorities for the development of small enterprises in the economic space of the region are justified on the principles of “smart specialization” within the framework of the methodology proposed by the authors for realizing their spatial potential. As an example, the Otradny sub-region of the Samara region is considered. Targets for the implementation of the spatial potential of small enterprises have been developed and an optimized portfolio of promising specializations has been formed. The scientific novelty of the research consists in substantiating the strategic goals of spatial development of small enterprises in the region using an optimized portfolio of promising types of their activities, obtained on the basis of the principles of “smart specialization”. The results of the study can be used to justify the strategic priorities of small business development in the formation of a spatial development strategy at the regional (subject of the Russian Federation) and sub-regional levels, as well as in the development of regional economic policy measures.

The modern political and economic processes have had a significant impact on the change in the economic policy of Russia and its “internal” economic space. As a result of the “sanction” blocking of the significant sectors of the economy, the importance of considering the spatial factor of socio-economic development in the basic development program documents has increased. The article examines the main approaches to spatial organization of the regional economy and strategic directions of spatial development in the context of the “Strategy of Spatial Development of the Russian Federation for the Period up to 2025”. These approaches are based on the joint evolution of this organization and the regional settlement system under the influence of a multiple external and internal factors, including the implementation of a rational state policy of regional development. The study examines the main provisions of the spatial economy as an independent scientific field and the theory of new economic geography. It shows the methodological similarity between these two scientific disciplines. The article shows that the basis of spatial development is the integration of specific forms of spatial organization of the economy into large and / or largest agglomerations. The leading role in this integration belongs to the regional communications system, which unites economic centers localized in an allocated space into an integral system and ensures the economic space unity. The implementation of the spatial economy provisions is studied on the example of the Northern Sea Route as a regional communications system, which is in fact the center of the “assembly” of the Arctic space. The functional dominant of the agglomeration as a form of spatial organization of the regional economy is creating such high-quality life conditions that are optimized with the rational economic development of the regional space while maintaining the economic situation at an acceptable level. These are the conditions that form communicative ties, which are the framework for uniting various elements of the regional space.

At the current stage of social development, diversification of regional development is one of the central tasks for improving its socioeconomic efficiency. Therefore, it seems relevant to find “growth points” of regional development in both economic and social aspects. The ethno-economic segment plays an important role in the system of regional economy with regards to formation of strategies for optimization of the regulatory impact upon the process of regional development. The development of ethnic economy may positively affect self-organization of the regional economy, increase rationalization in the use of ethnic, natural and other resources. The research uses the example of Krasnodar Krai as a polyethnic region with ethnic resources that can be used to augment competitiveness of the region. The goal of this article is to analyze the importance of ethnic resource in the development of Krasnodar Krai as a polyethnic region, as well as work out the organizational-economic mechanism for managing ethnic cluster in order to use the recreational, natural, and cultural-historical potential of the ethnoses of Krasnodar Krai most efficiently. The scientific novelty consists in the development of organizational-economic mechanism for managing ethnic cluster in economic space of the region, which has an effective managerial impact upon the subjects of ethno-economic activity of the region. The article employs the methods of monographic analysis and systemic analysis. In the course of research, the authors determined the characteristics of ethnic cluster as an economic category; revealed that multi-sectoral orientation of functionality of ethnic cluster in Krasnodar Krai indicates the need for the development of organizational-economic management mechanism; characterized the activity of the subjects of regulation of ethnic cluster considering the management hierarchy; worked out the organizational-economic mechanism for managing ethnic cluster.

In the context of the deployment of transient processes and the exacerbation of crisis phenomena in socio-economic systems of various types, the importance of a reasonable setting and correction of development goals increases. For the current situation in the Russian Federation, when the implemented program of constitutional amendments creates the preconditions for the subsequent reform of public authorities and the mechanism of multi-level strategic planning, it is especially important to conduct research in the field of substantiating scientific approaches to the development of mathematical methods for solving the problem of strategic goal-setting. One of the key points in the modernization of the methodological support of strategic planning in the context of the constitutional transformation of the system of public authorities is consideration of the value foundations of activities in the systems of distributed management of socio-economic development, analysis of the problems of formalizing the setting of goals by the participants in the multi-level strategic planning process and substantiation of the structure of the theoretical model of goal-setting. The article considers the general characteristics of the functioning of the system of state strategic planning in the Russian Federation from the point of view of goal achievement. The institutional and conceptual foundations of goal setting are presented. The relationship between the concepts of “goal”, “target indicator” and “target function” are shown. The interrelation of the tasks of goal-setting and programming of the activity of an economic agent is characterized. An approach to formalizing goal-setting based on a theoretical scheme of mutual development planning tasks is proposed. The general structure of the strategic goal-setting model in the organizational mechanism of multi-level long-term planning determined. A possible approach to the algorithmization of the solution of the linear formulation of the goal-setting problem in the multisubject development control space based on the methods of target programming and multicriteria optimization was proposed. The formation of an operator of iterative management of the potentials and development priorities of interacting economic and social agents on the horizon of strategizing substantiated. To introduce a theoretical model of goal-setting into the practice of strategizing in the context of the formation of a digital platform of public administration, it is necessary to develop appropriate algorithmic support, as well as the formation of a regulatory and information base and the definition of an organizational and technological basis. Further improvement of the analytical and methodological tools for supporting the activities of strategic planning participants at the goal-setting stage is associated with the description and analysis of the corresponding applied tasks of goal setting at various levels and areas of socio-economic development planning.

Due to the large-scale reforming of the Russian economy, the scope of transformations of the regional level does not lose relevance for many years. As generalization of results of domestic and foreign methods of research of transformations in the economy showed, application of institutional approach in this direction is limited to difficulties of terminological character. For their overcoming, the concept of institutional conditions is specified in the paper. Value of these conditions for economic growth and development of the region is shown. In the paper, the special attention is paid to a problem of forming the system of indicators for operational use of institutional approach in the economy of a region. The system of indicators of institutional transformations described in the paper is intended for operational use of quantitative estimates in the regional economy. The system of indicators is made by two complementary blocks – socio-economic and institutional. Indicators of the socio-economic block adumbrate about the economy of a region, about its potentials, illustrate a region place in national economy. The information base for assessing the existing conditions in the regional economy for the implementation of available opportunities is the institutional block, which contains indicators of the quality and efficiency of institutions. The use of the offered system of indicators will allow not only receiving the results having the high practical importance in the field of regional economic management, but also using them at further creation of macroeconomic models.

This chapter provides case studies of embedding the ePortfolio in the curricula of two medical schools in the UK, one of which is outcomes based, while the other uses a series of patient scenarios to inform the teaching of clinical skills within a curriculum that emphasises the scientific basis of medicine. These case studies describe the implementation, evaluation, and process of embedding the portfolio within the respective curricula. They also illustrate the flexibility of a component-based ePortfolio to serve different pedagogic requirements. Research and evaluation issues are discussed, including an action-research approach with “fine-tuning” of technical features and pedagogy during the evaluation phase.
